dc.description.abstract | The report highlights Multilateral Investment Guarantee Agency's (MIGA's) innovation, flexibility, and ability to deliver on its own modernization agenda. This year, the agency secured significant amendments to its Convention that enhances its value as a multilateral provider of political risk insurance. These amendments, approved by the Council of Governors in August, have already enabled MIGA to support projects that would not previously have been possible. In fiscal year 2011, MIGA provided $2.1 billion in new guarantee coverage a record high for the agency, and a 43 percent increase over the previous year, which indicates renewed interest in political risk-mitigation products. MIGA has shown renewed diversification and regional outreach from its support for a manufacturing plant in Iraq, to an agribusiness venture in Liberia, to a mining feasibility study in Indonesia, and to banking endeavors supporting small and medium enterprises in 14 countries. MIGA's concerted efforts to encourage foreign direct investment (FDI) into the Middle East and North Africa region have been especially important this year. This report also notes important amendments to MIGA's convention, approved by the Council of Governors, which took effect in November 2010. These historic amendments greatly enhance our ability to support clients. Now MIGA able to cover stand-alone debt and some existing investments, putting us in a better position to support investors in times of uncertainty. Clients have responded very positively to MIGA's expanded authority, which has also contributed to this year's increased business volume. | en |
dc.description.abstract | En el Informe Anual de 2011 del Organismo Multilateral de Garantía de Inversiones (MIGA), se demuestra el importante rol que cumple el organismo al respaldar un crecimiento y desarrollo sostenibles suministrando garantías de inversiones en países en que los instrumentos de mitigación de riesgos son esenciales para lograr inversiones del sector privado. En el informe se destaca la innovación y flexibilidad y capacidad de alcanzar sus propios objetivos de modernización. El organismo logró la realización de significativas enmiendas en su Convenio, que aumentan su valor como fuente multilateral de seguros contra riesgos políticos. Esas enmiendas han permitido al MIGA respaldar proyectos que anteriormente no habían sido posibles. En este ejercicio se han fortalecido las asociaciones externas e internas para apalancar mejor el impacto suscitado por el organismo en materia de desarrollo, y también se han realizado una importante labor en países afectados por conflictos y en situación frágil. Las garantías otorgadas para proyectos en los países en desarrollo supusieron un aumento significativo con respecto al monto de las emisiones del ejercicio anterior. Le rapport annuel 2011 de la MIGA montre le rôle important que joue l’Agence pour soutenir une croissance et un développement durables en garantissant des investissements dans des pays qui ont besoin d’instruments d’atténuation des risques pour mobiliser des investisseurs privés. Le rapport souligne que la MIGA a dû faire montre d’innovation et de flexibilité pour appliquer sa propre politique de modernisation. Au cours de l’exercice, l’Agence a profondément amendé sa Convention, renforçant ainsi son rôle de fournisseur multilatéral d’instruments d’assurance contre les risques politiques et lui permettant de soutenir des projets qu’elle n’aurait pas approuvés auparavant. Durant l’exercice 11, la MIGA a fourni 2,1 milliards de dollars de garanties — un montant record pour l’Agence, et une augmentation de 43 % par rapport à l’exercice précédent, qui dénote d’un intérêt renouvelé pour les produits d’atténuation des risques politiques. Elle a par ailleurs diversifié ses produits et s’est ouverte à de nouvelles régions — appui à une usine de fabrication en Irak et une agro-industrie au Libéria, étude de faisabilité pour un investissement minier en Indonésie, et solutions bancaires à l’appui de petites et moyennes entreprises dans 14 pays. Elle a déployé d’énormes efforts concertés pour promouvoir l’investissement étranger direct (IED) dans la région Moyen-Orient et Afrique du Nord. La MIGA met en place un dispositif spécifique de garantie contre les risques politiques, qui peut être déployé dans les pays touchés par la violence ou des économies fragiles.
