Abstract
This study provides a detailed analysis of the education and skills systems in Serbia in the context of the green transition and gives some recommendations for their future development. The document comprises five chapters, starting with the introduction into the effects of climate change on human capital and the crucial role played by human capital in the green transition. The second part provides an overview of the perception of climate change among Serbians, as well as a review of the skills and education policies for climate action in Serbia, including both the position of Serbia within the international climate change policy framework and the national policies for green transition. The third chapter analyzes the performance of the education and training system in Serbia and tackles the challenges and opportunities related to the development of skills and jobs for the green transition. The fourth part reviews curriculum and government programs on climate change and green transition in Serbia, with specific sections devoted to primary and secondary schools, technical and vocational education and training, higher education and research and innovation system, and green education infrastructure. The final section provides conclusions, recommendations, and good practices that can be used for further development of relevant policies and projects. This note builds on the findings of the Western Balkans Climate Change and Development Report (CCDR), expanding the narrative on education and providing a focused, country-level analysis to guide Serbia’s education and training system in supporting a green and climate-resilient transition. This note focuses on education and skills for both the green transition and climate-resilient development.

Publication Investing in Skills to Accelerate Job Transitions(Washington, DC: World Bank, 2024-08-28)The paper reviews the dynamics of human capital – mostly skills – accumulation and utilization during successful and static episodes of structural transformation in a sample of more than 90 countries over the last thirty years to identify cases when improvements in human capital are not met by skills demand - signaling an unbalance between investment in skills and other factors of production. A framework is proposed to differentiate inefficient skills investments by cases of over- and under-investment relative to skills demand, cases of skills underutilization, even at the right level of investment, and cases of skills mismatches due human capital’s misallocation across geographical areas and field of study. Based on country case studies, the paper examines the different forms of inefficient human capital accumulation and utilization and the potential market and policy failures that lead to such inefficiencies across individuals, firms, and governments. The framework is used to differentiate policy priorities depending on the constraints to efficient human capital accumulation and utilization and the stage of the structural transformation.Publication New Skills for New Century(World Bank, Washington, DC, 2021-06-25)As part of the World Bank’s analytical support program in Russia, the team has been working with their Russian counterparts on collecting and analyzing data in order to gather evidence to inform coherent policies and strategies for creating modern schools and for promoting 21st-century teaching and learning in Russia. Both goals are being pursued through a series of national projects aimed at: (i) modernizing teaching and learning; (ii) putting Russia in the top 10 countries in terms of scores on international assessments; and (iii) expanding school infrastructure to ensure full-day schooling throughout the country. This new report presents a rigorous analysis of the data collected as part of the Trends in Mathematics and Science Study (TIMSS) in 2019 complemented by data on Russia from the OECD’s School User Survey (SUS), which was also fielded in 2019. The team added the SUS to the study as part of its collaboration with its Russian counterparts. The total sample represents all general education systems in the Russian Federation. This report also includes data from Information and Communication (IC) Literacy Test7 conducted in 2020 combined with the SUS. The two datasets are not related but both cover 21st-century skills and Russian students. This report analyzes the various 21st-century skills that it was possible to analyze using data from the TIMSS and IC Literacy Test. The analysis provides descriptive statistics related to the learning environments and teaching practices in Russia and draws some correlations between learning environment variables and learning outcomes. Furthermore, the study shows how different teaching styles affect student learning in the mathematics, science, and cognitive (reasoning and applying) domains of TIMSS. The team also analyzed the wellbeing construct included in TIMSS 2019. They found that the cognitive domains of reasoning and applying were well aligned with the 21st-century skills that can be measured directly by TIMSS. This study also attempts to use self-reported data from TIMSS student and teacher questionnaires and construct measures to stimulate teaching and learning activities related to 21st-century skills development. The study also assesses the impact of such measures on student performance across subject and cognitive domains. In exploring IC literacy and ICT technology in schools, the report analyzes key characteristics of the school environment, the use of ICT in schools, the use of technology by teachers with different mindsets towards modern education, and students' performance on the IC Literacy Test with an analysis of the context of the questions.Publication Greening Public Human Development Buildings in Croatia(World Bank, Washington, DC, 2023-05-18)The goal of this policy note is twofold: first, to identify and propose how to address some of the key regulatory and implementation hurdles that Croatia and potentially other EU Member States are facing in greening their HD infrastructure while improving HD outcomes; and second, to compile best practices and examples in green design, construction, and renovation of public HD buildings. The Note will also provide guidance and encourage dialogue among relevant policy makers at national, regional, and local levels, and with targeted clients. Furthermore, the recommendations would address the importance of green skills development and other related topics relevant to the implementation of EUGD. Overall, the analysis results and the recommendations on these issues could also be useful for World Bank experts and other external stakeholders focused on the green economy and human development.Publication Prime Picks for a Green Pivot: Uzbekistan State Funds for Climate Action(Washington, DC: World Bank, 2024-11-15)The Government of Uzbekistan has set out to undergo a green and climate-resilient economic transition as part of its overall economic development and market orientation. Given the investment needs, a step increase in financing will be needed for a successful transition. Uzbekistan Country Climate and Development Report estimated the cost of decarbonizing the energy system to be US$20 billion annually starting in 2030 and rising thereafter. Financing is required to address other environmental issues like waste and pollution management, nature and ecosystem protection, and investments into climate-resilient infrastructure and communities. The objective of this study is to identify specific state-owned financial institutions (SOFIs) and state-owned enterprises (SOEs) that can effectively take on additional climate change and environmental targets and actions in their financing operations. One indicationof suitability is the entity’s readiness for adopting new investment guidelines and approval processes to prioritize green activities, based on robust definitions such as the National Green Economy Taxonomy (NGET). For specific high-potential funds and enterprises, or ‘green champions’, this report also presents recommendations for adopting the NGET and other green guidelines into the investment review and approval processes. The recommendations in this report are directed primarily at Ministry of Economy and Finance (MEF9)—as the major owner of many SOFIs and SOEs and therefore able to set greening requirements upon them and as the lead ministry responsible for cross-cutting green economy policies. The intended outcome is for state funding for climate and environmental initiatives to crowd in and increase more private financing for green investments. State funding channels demonstrate their role by setting investment targets and disclosing the share of green and non-green investments. The Government of Uzbekistan, with technical and financial support10 from the World Bank and other development partners, has set an aspiration to allocate 30 percent of state funding to green projects by 2026. This significant increase in public support for environmental and climate action is expected to influence private sector priorities as well.Publication Republic of Burundi Skills Development for Growth : Building Skills for Coffee and Other Priority Sectors(Washington, DC, 2014-05)With limited land, capital, and a fast growing population, Burundi's main asset is its youthful population. Its main challenge is also to create good quality jobs for its youth. With low levels of educational attainment and poor health status, the quality of this young population is poor. After more than 13 years of conflict ending in 2000, and a period of modest recovery, Burundi has the opportunity to stimulate growth. Burundi is making strides in creating one of the fundamentals of job creation - investment climate. Investing in the skills of the population is critical for the success of growth strategy and for creating productive employment opportunities for Burundi's youth. The Government of Burundi is introducing a major reform in the education sector which is going to significantly impact skills in Burundi. This analytical report will contribute to defining a skills development strategy for Burundi to complement the growth strategy. It looks at the potential impact of the basic education reform on the quantity and education attainment of the working age population. Further it looks at the skills demands that are likely to emerge if Burundi upgrades along the value chain in selected sectors to ensure strong alignment of occupation competencies in growth sectors. The report is structured as follows: section one gives introduction. Section two gives impacts of the new basic education reform, and its pace of implementation, for the education levels of potential new workers, and of the population, over the next 10-15 years. Section three presents the potential upgrading strategies for moving up the value chain in the selected sectors. Section four presents current framework for strategic direction, demand-led approach, and coordination of the technical vocational education and training (TVET) system.

Publication Europe and Central Asia Economic Update, Fall 2025: Jobs and Prosperity(Washington, DC: World Bank, 2025-10-07)Economic growth in Europe and Central Asia eased to 2.4 percent in 2025, reflecting a sharp slowdown in the Russian Federation. Outside Russia, growth momentum remains broadly resilient, supported by private consumption, infrastructure spending, and a gradual recovery in trade. While a modest pickup is expected in 2026–27, growth is likely to remain well below the 2000–19 average. In this slow-growth environment, downside risks dominate, with the potential for setbacks in reforms posing a significant threat to investor confidence, private sector dynamism, and job creation. The region's labor market shows signs of resilience but faces deep-rooted structural challenges. Since the start of transition from planned to market in the early 1990s, employment has grown faster than the region's population, driven by rising labor force participation and a shift out of agriculture. Yet most new jobs are in low-productivity services, and productivity growth has stalled. Demographic pressures — aging, shrinking workforces, and emigration —add to the strain. Structural bottlenecks, including weak competition, limited access to finance, and outdated skills systems, constrain firm growth and innovation. The report calls for a three-pillar reform agenda: invest in foundational infrastructure for jobs, strengthen the business environment, and mobilize private capital. Targeting five priority sectors—manufacturing, agribusiness, tourism, healthcare, and energy—can help turn growth into better jobs and shared prosperity.Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.Publication Western Balkans 6 Country Climate and Development Report(Washington, DC: World Bank Group, 2024-07-16)This Regional Western Balkans Countries Climate and Development Report (CCDR) stands out in several ways. In a region that often lacks cohesive regional alliances, this report emphasizes how the challenges faced across countries are often common and interconnected, and, importantly, that climate action requires coordination on multiple fronts. Simultaneously, it illustrates the differences across countries, places, and people that require targeted strategies and interventions. This report demonstrates how shocks and stressors re intensifying and how investments in adaptation could bring significant benefits in the form of avoided losses, accelerated economic potential, and amplified social and economic spillovers. Given the region’s high emission and energy intensity and the limitations of its current fossil fuel-based development model, the report articulates a path to greener and more resilient growth, a path that is more consistent with the aspiration of accession to the EU. The report finds that the net zero transition can be undertaken without compromising the economic potential of the Western Balkans and that it could lead to higher growth than under the Reference Scenario (RS) with appropriate structural reforms.Publication World Development Report 2024(Washington, DC: World Bank, 2024-08-01)Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.Publication Greater Heights(Washington, DC: World Bank, 2025-03-12)Twenty-seven countries have reached high-income status since 1990. Ten of these are in the Europe and Central Asia region and have joined the European Union. Another 20 in the region have become more prosperous since the 1990s. However, their transition to high-income status has been delayed. These middle-income countries have found that the prospects for growth to high-income status have become even more difficult since the 2007–09 global financial crisis. This reflects partly a slowdown in structural reforms at home and partly the challenges associated with a deterioration in the global environment. The concern has emerged that many countries in the region may be caught in the middle-income trap, a phase in development characterized by a recurring deceleration in growth and by per capita incomes that are systematically below the high-income threshold. To ensure that these countries overcome the obstacles to growth and achieve progress toward high-income status, policy makers need to make the transition from a strategy driven largely by investment to a strategy that is supported by the importation and diffusion of global capital, knowledge, and technology and then to a strategy that complements these with innovation. The report Greater Heights: Growing to High Income in Europe and Central Asia relies on the 3i strategy described in World Development Report 2024—investment, infusion, and innovation—to propose policy options to assist middle-income countries in Europe and Central Asia in the effort to reach high-income status. Drawing on comprehensive empirical analysis, the report offers actionable recommendations that will enable policy makers to advance stronger economic growth across the region. Such a transition will require continued and sustained foundational reform to maximize the drivers of economic growth while pivoting to new transformative reforms to promote the development of more complex economic structures and institutions. These involve the need to discipline incumbents, boost the role of the private sector, strengthen the competitive environment, and reward merit. The emphasis on a strategy driven by innovation is also critically important for those countries that have already attained high-income status.
