How the World Bank Supports Adaptive Social Protection in Crisis Response: An Independent Evaluation

Abstract
Shocks and crises pose significant threats to human development, disproportionately affecting poor and vulnerable households. These shocks, whether natural disasters, economic crises, or political upheavals, often force households to resort to negative coping strategies, such as pulling children out of school, selling assets, or going hungry. To address these challenges, social protection responses need to be tailored to both immediate and long-term needs. This evaluation assesses the World Bank's support for Adaptive Social Protection (ASP) systems from 2012– 22, assessing their relevance and effectiveness in responding to shocks. During the evaluation period, the World Bank significantly contributed to the global understanding and financing of ASP systems. Its knowledge contributions were instrumental in shaping the ASP concept, while its lending has increased substantially, expanding across all regions with a focus on low-income and fragile countries. World Bank – supported social protection systems have responded to different types of shocks over the past decade. However, shock response often fell short in coverage, timeliness, and adequacy, especially for sudden-onset shocks. Key factors constraining systems’ ability to adequately address shocks include narrow data systems, lack of interoperability across systems, low political buy-in for cash transfers during shocks, and lack of financial resources. Fragmented institutional landscapes and internal World Bank silos also hindered the effective implementation of World Bank – supported ASP systems. The evaluation offers three recommendations to prepare social protection delivery systems for faster and more comprehensive coverage in response to shocks, and to measure shock response for corrective action. (i) Continue investing in system building and expanded coverage, focusing on program elements that serve both regular and shock-responsive functions. (ii) Strengthen coordination between client government SP and DRM agencies, improve partnership with humanitarian agencies, and enhance internal collaboration within the World Bank for shock response. (iii) Enhance the measurement of SP systems’ effectiveness in responding to shocks by setting performance targets, monitoring system performance with dynamic stress testing, and using the insights to guide future investments.

    Adaptive Social Protection for Effective Crisis Response

    Interconnected and often devastating covariate shocks are a threat to human development. Covariate shocks are shocks that affect large numbers of people or communities at once and can be natural, economic, or political. Occurrence and the human devastation from natural disasters has increased over the last 50 years, and the negative impacts of climate change are expected to exacerbate this trend. Poor households are particularly vulnerable to covariate shocks because they lack adequate capacity to prepare for, cope with, and adapt to shocks. Covariate shocks can also impoverish vulnerable households when their capacity to prepare, cope, and adapt is overwhelmed. Covariate shocks vary in magnitude, speed of onset, predictability, and duration, and thus these aspects should be considered when designing the most appropriate social protection response. Moreover, the needs and challenges that vulnerable and directly affected populations face will have implications for social protection systems. Adaptive social protection (ASP) builds resilience by helping poor and vulnerable households prepare for, cope with, and adapt to covariate shocks. The purpose of this evaluation is twofold: (i) assess whether the World Bank support for social protection has incorporated adaptive elements over time, and (ii) assess how effective the World Bank has been at helping client countries make their social protection systems more adaptive.

    Social Safety Nets : An Evaluation of World Bank Support, 2000-2010

    Events of the past decade have underscored the vital need for social safety net (SSN) programs in all countries, especially in times of crisis. Many countries have some form of targeted SSN program, especially in high- and middle-income countries, but SSNs are increasingly spreading to the lowest income countries. Over fiscal years 2000-10, the World Bank supported SSNs with $11.5 billion in lending and an active program of analytical and advisory services and knowledge sharing, much of it during the last two years of the decade in response to the food, fuel, and financial crises. Yet the crises also pointed out weaknesses, as many middle-income countries (MICs) found that their poverty-targeted SSNs were not flexible enough to increase coverage or benefits as needed, and low-income countries (LICs) lacked poverty data and systems to target and deliver benefits. Bank support evolved in positive directions over the decade. The Bank began to move from a project-focused approach that emphasized delivery of social assistance benefits toward an approach that focused on helping countries build SSN systems and institutions to respond better to poverty, risk, and vulnerability. Stronger demand for SSN support in MICs led to significantly stronger engagement there than in LICs. However, the recent crisis-related expansion of support included also LICs and permitted initiation of Bank support in 15 new countries. The Bankapos;s support to SSNs throughout the decade has relied strongly on both lending and knowledge sharing to engage clients. Bank support has largely accomplished its stated short-term objectives and helped countries achieve immediate impacts. But to achieve the longer-term goal of developing country SSNs, short-term objectives need to be better defined, effectively monitored, and anchored in a longer-term results framework. Weaknesses in poverty data, program designs, and monitoring indicators need to be addressed to ensure target groups are adequately reached. The Bank made substantial progress over the decade, but key areas of Bank support need strengthening.

    Improving Effectiveness and Outcomes for the Poor in Health, Nutrition, and Population : An Evaluation of World Bank Group Support since 1997

    This evaluation aims to inform the implementation of the most recent the World Bank and International Finance Corporation (IFC) health, nutrition, and population (HNP) strategies to enhance the effectiveness of future support. It covers the period since fiscal year 1997 and is based on desk reviews of the portfolio, background studies, and field visits. The evaluation of the HNP support of the World Bank focuses on the effectiveness of policy dialogue, analytic work, and lending at the country level, while that of IFC focuses on the performance of health investments and advisory services before and after its 2002 health strategy. The themes it covers are drawn from the two strategies and the approaches adopted by international donors in the past decade. Independent Evaluation Group (IEG) has previously evaluated several aspects of the Bank's HNP support. IFC's support for the health sector has never been fully evaluated. Many lessons have been learned over the past decade about the successes and pitfalls of support for health reform: First, the failure to assess fully the political economy of reform and to prepare a proactive plan to address it can considerably diminish prospects for success. Political risks, the interests of key stakeholders, and the risk of complexity- issues the evaluation case studies found to be critical are often neglected in risk analysis in project appraisal documents for health reform projects. Second, reforms based on careful prior analytic work hold a greater chance of success, but analytic work does not ensure success. Third, the sequencing of reforms can improve political feasibility, reduce complexity, ensure that adequate capacity is in place, and facilitate learning. When implementation is flagging, the Bank can help preserve reform momentum with complementary programmatic lending through the Ministry of Finance, as it did in Peru and the Kyrgyz Republic. Finally, monitoring and evaluation are critical in health reform projects-to demonstrate the impact of pilot reforms to garner political support, but also because many reforms cannot work without a well-functioning management information system.

    The World Bank Group and the Global Food Crisis : An Evaluation of the World Bank Group Response

    The unanticipated spike in international food prices in 2007-08 hit many developing countries hard. The World Bank (International Bank for Reconstruction and Development and International Development Association) organized rapidly for short-term support in the crisis, launching a fast-track program of loans and grants, the Global Food Crisis Response Program (GFRP). The GFRP mainly targeted low-income countries, and provided detailed policy advice to governments and its own staff on how to respond to the crisis. The Bank also scaled up lending for agriculture and social protection to support the building of medium-term resilience to future food price shocks. The International Finance Corporation (IFC) responded by sharply increasing access to liquidity for agribusinesses and agricultural traders in the short and medium term, as well as new programs to improve incentives for agricultural market participants. This evaluation assesses the effectiveness of the World Bank Group (WBG) response in addressing the short-term impacts of the food price crisis and in enhancing the resilience of countries to future shocks. Bank group support for the short-term response reached vulnerable countries, though it is less clear whether it reached the most vulnerable people within countries. The program supported 35 countries, with Sub-Saharan Africa accounting for about 60 percent of funding. The majority of support went to four countries-Bangladesh, Ethiopia, the Philippines, and Tanzania. The speed of the response often had costs for quality, and design deficiencies could not always be rectified quickly during implementation. The Bank's short-term assistance to agriculture took the form of input subsidy and distribution operations to increase food supply. Short-term support for social safety nets mainly consisted of in-kind transfers and public works programs. The Bank's medium-term response for agriculture significantly increased lending and focused on expanding productive capacity and resilience.

    World Bank Support for Social Safety Nets 2007-2013 : A Review of Financing, Knowledge Services, and Results

    This review examines World Bank support to social safety nets between FY2007-13, including both financing and knowledge services. During this time period World Bank financing for safety nets totaled just over United States (U.S.) 12 billion dollars, 273 financing activities in 93 countries, the World Bank spent approximately U.S. 118 million dollars on 281 safety net studies and supported approximately 129 credible safety net impact evaluations covering in 24 countries. Among the 93 countries represented in the portfolio, 42 received little or no safety net support from the World Bank prior to FY2007. The growth in Bank support is especially notable during the period of the food, fuel, and financial crises. The analysis delves into these trends by region, type of intervention, and instruments involved. Finally, it delineates implications and outlook for the future based on lessons learned, results measured, and evaluative evidence.

    The International Finance Corporation’s Sustainability Framework FY2012–25: An Independent Evaluation (Approach Paper)

    The Independent Evaluation Group (IEG) is evaluating the International Finance Corporation (IFC) Sustainability Framework to identify lessons for its planned update. The evaluation will focus on how IFC and its clients have applied the framework, assessing the systems and processes used for its implementation. It will also examine the adequacy of the framework's policy architecture and coverage, in coordination with the ongoing evaluation of the World Bank's Environmental and Social Framework (ESF). Introduced in 2006, the IFC Sustainability Framework represents IFC's strategic commitment to sustainable development and is integral to its risk management approach. The framework outlines the E&S responsibilities of IFC and its clients, ensuring that projects financed by IFC contribute to positive development outcomes while effectively managing E&S risks. It replaced the 1998 Safeguards Policies with an integrated approach to managing environmental and social (E&S) risks. The framework includes the Policy on Environmental and Social Sustainability, Performance Standards, and Access to Information Policy, supplemented by over 80 publications providing detailed implementation guidance.

    The International Finance Corporation’s Investments in the Pharmaceutical and Life Sciences Sector

    This clustered Project Performance Assessment Report (PPAR) chapeau report synthesizes evaluation findings from six International Finance Corporation (IFC) investment projects in the pharmaceutical and life sciences sector, specifically targeting generic prescription drugs and consumer health products across five countries in three regions. The projects were selected for PPAR through purposeful sampling in consultation with IFC’s Global Health team and regional industry departments. These projects were committed during FY 2017–18 and selected based in the achievement of early operating maturity. The clustered PPAR chapeau report addresses the following topics: (i) The efficacy of IFC’s investments in improving the accessibility, quality, and affordability of critical pharmaceuticals and life sciences products. (ii) Management of environmental and social (E&S) risks in these projects and their effect on environmental and social sustainability. (iii) Key internal and external factors that enabled or constrained IFC’s effectiveness in the projects. (iv) IFC’s additionality (that is, the benefit or value addition that IFC brings that a client would not otherwise have; additionality can be financial or nonfinancial) in projects beyond financing (for example, knowledge transfer, advisory services, World Bank Group collaboration, and E&S sustainability). (v) Lessons learned and their implications, which can be applied across the pharma value chain, particularly in developing markets, to resolve supply-side constraints.

    Funding Development Through Results-Based Climate Finance

    This Country Program Evaluation assesses the performance and effectiveness of the World Bank Group’s support to Georgia in achieving the country’s development objectives. In the decade leading up to the evaluation period, Georgia pursued economic reforms to attract critical investments for becoming a regional trade and transport hub. Ambitious economic reforms went hand in hand with efforts to improve human development and strengthening social protection systems. Growing geopolitical tensions and internal political polarization have challenged Georgia’s reform progress in recent years. The Bank Group’s strategy adapted well to Georgia’s development needs and was well coordinated with other development partners. It successfully employed a range of instruments to help increase competitiveness, growth, and job creation, and effectively contributed to improved infrastructure and increased trade by using programmatic and innovative approaches. The Bank Group’s regular investments in analytical work and the switch to results-based programmatic support helped improve the efficiency and effectiveness of education and health care systems. The IEG offers the following lessons based on the evidence and analysis in the Country Program Evaluation: (i) Prioritizing Bank Group support around the move towards deeper regional integration was an effective anchor for key economic reforms for economic convergence. (ii) Pursuing a selective and adaptive approach in a country with high implementation capacity and institutions, strong coordination among development partners, and access to a wide range of external resources can allow the Bank Group to exercise significant influence in areas of comparative advantage and global expertise. (iii) A stronger focus on outcome-based programmatic approaches helped to build local capacity and crowd-in partner financing.
