Abstract
This report presents the findings from an institutional capacity assessment of Liberia's Forestry Development Authority (FDA) based on a survey of FDA employees. The FDA plays a pivotal role in managing Liberia's forest resources, and its Strategic Plan (2018–2030) prioritizes institutional strengthening for achieving its vision of “sustainable forestry for sustainable development.” The FDA employee survey was conducted to provide scientific evidence on the main organizational and personnel dimensions of institutional capacity, including staff skills, management practices, staff attitudes and behaviors, experiences of corruption and undue political interference, stakeholder interaction, and factors determining project success. A total of 438 FDA employees, or approximately 82 percent of the staff, were interviewed, and the sample covered Monrovia andthe field offices. The survey’s findings are relevant to key FDA strategic pillars of improving staff productivity, strengthening internal governance, and improving the agency’s customer service charter. These findings identify four key reform pillars that, when supported by a strong foundation of better data and more regular monitoring and evaluation, will help strengthen FDA’s institutional capacity: improving skills through merit-based recruitment and competency-based training; stronger management practices, in particular, performance assessments, targeting and monitoring; more equitable pay; and greater community engagement. Administrative data and regular staff surveys can be the basis of a key set of indicators on public employment and management that the FDA can use to assess progress toward institutional strengthening.

Publication Social Accountability Review : Forestry Sector in Moldova(Washington, DC, 2013-11-11)The forestry sector in Moldova faces significant governance and sustainability challenges. The insufficient level of forest coverage in Moldova has a serious impact on environment and overall economic growth in the country. The situation is exacerbated by the reportedly intense pressure on forest resources exerted by the human factor. Illegal logging and grazing are considered as significant factors that contribute to forest loss. There is a lack of public demand for sustainable forest management. Social accountability (SA) has been recognized as an effective mechanism to improve government service delivery and enhance developmental impact. SA mechanisms entail a broad range of approaches that enable citizens to access governmental information, lodge grievances and receive redress, oversee the provision of governmental services, and take an active part in management and decision-making processes. This report aims to review SA mechanisms that are currently available in the forestry sector in Moldova and identify opportunities for improvement.Publication Romania - Functional Review : Environment, Water and Forestry, Volume 1. Main Report(Washington, DC, 2011-06-30)The objective of the Functional Review of the Environment, Water and Forestry sector (FR-EWF) is to help the Government of Romania (GoR) develop an action plan for implementation over the short- and medium-term to strengthen the effectiveness and efficiency of the sector administration, and provide input to the Government National Reform Program (NRP 2011- 2013) and beyond, especially in relation to those functions that support Romania's implementation of key EU directives, help speed up convergence with the environmental Acquis, remove constraints to EU structural funds absorption, and manage the country's natural assets sustainably. The report is presented in two volumes, with the first volume providing an integrated view of the sector as currently configured around environmental management, water, and forestry, and the second volume dedicated to a detailed review of the forestry sector. Volume 1 is organized as follows: Part I provides an overall introduction, objectives and context of the review; Part II summarizes the key challenges facing the sector, focusing on the three main sub-sectors, environmental management, water, and forestry; Part III reviews the strategic framework of the sector, pointing out areas where improvements will be needed; Part IV reviews the configuration of the sector, its organization and performance; Part V assesses the salient cross-cutting issues; and Part VI presents the key recommendations. Volume 2, dedicated to the forestry sub-sector, is organized along the four assessment areas.Publication Andean Countries : A Strategy for Forestry, Volume 1. Executive Summary(FAO, Rome, 2006-08-31)The World Bank's revised forest policy came into being in 2002 and covers all types of forests. It has the following key objectives: (i) harnessing the potential of forests to reduce poverty in a sustainable manner; (ii) integrating forests effectively into sustainable development; and (iii) protecting vital local and global environmental services and values. The policy enables the bank to fully engage in forestry throughout the developing world, while ensuring that it complies with such safe guard policies such as OP 4.01 (Environmental Assessment), OP 4.04 (Natural Habitats) and OD 4.20 (Indigenous Peoples). On the other hand, the policy provides only a general framework for its lending operations in forestry and cannot take account of the individual socio-economic and environmental needs of regions and sub regions. To carry out the work, experienced local consultants were recruited to prepare country level reports following guidelines provided by the FAO Investment Centre, the aim being to gain a strong local perspective on the main issues and potential for sustainable and equitable growth in the sector. These reports were complimented by reference to an extensive literature base to produce individual country reports and the summary which follows. Given the complexity of forestry in the region, the need to involve large numbers of stakeholders, and the need to accommodate change, the findings of this report should not be regarded as definitive, but rather as a first step to shaping the Bank's interventions in the sector in individual countries over the medium term. It should also be noted that data have been obtained from a variety of sources, and that inconsistencies and gaps were common; they should consequently be regarded as orders of magnitude.Publication Forestry Administration of Cambodia : The Forest Concession Management and Control Pilot Project(Washington, DC, 2005-06)The Forest Concession Management and Control Pilot Project (FCMCPP) overall objective was developed in the early 2000s and aims at 'testing and demonstrating, through implementation, a comprehensive set of forest planning and management guidelines and control procedures and establishing an effective forest management compliance monitoring and enforcement capability'. According to the planning handbook a separate and specific document was supposed to be prepared with regard to the social issues of the forest concession planning process in order to complete the planning process. The purpose of this document is clearly for the benefit and use of forestry administration agents, concessionaires' staff, local communities and all other stakeholders who will be involved in any kind of forest management planning process in Cambodia. It is hoped that this manual will help to improve the relationship between all the forest stakeholders, and consequently help to decrease conflicts and forest destruction and to strengthen a sustainable management of the Cambodian forests.Publication Environmental Sustainability : An Evaluation of World Bank Group Support(Washington, DC : World Bank, 2008)The purpose of this evaluation is threefold. First, it seeks to assess how, and how well, the World Bank Group has supported its public and private sector clients in their efforts to achieve greater environmental sustainability over the past 15 years. Second, it attempts to identify the principal external and internal constraints on Bank Group effectiveness. And third, it seeks to suggest how some of these constraints, particularly the internal ones, can be reduced.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication FY 2025 China Country Opinion Survey Report(Washington, DC: World Bank, 2025-08-04)The Country Opinion Survey in China assists the World Bank Group (WBG) in better understanding how stakeholders in China perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in China on 1) their views regarding the general environment in China; 2) their overall attitudes toward the WBG in China; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in China; and 4) their perceptions of the WBG’s future role in China.Publication Poverty, Prosperity, and Planet Report 2024(Washington, DC: World Bank, 2024-10-15)The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.
