Abstract
Global trajectories for reducing carbon emissions depend on the local adoption of alternatives to conventional energy sources, technologies, and urban development. Yet, decisions on which type of capital investments to make, made by local governments as part of the normal budget cycle, typically do not incorporate climate considerations. Furthermore, current academic and professional literature specific to climate change draws attention to decision-making tools that would require access to technical expertise, data, and financial support that may not be practical for cities in low- and middle-income countries. Arguably, the methodologies most able to effect this transformation will be those that are convenient and affordable to administer, and that offer straight-forward low carbon alternatives to traditional forms of infrastructure investment. Current methodologies for capital investment planning that do not take climate change into consideration can result in prioritization of investments that diverge from a low carbon path and a potential missed opportunity to reap financial benefits from efficiency gains. This paper concludes that relatively minor alterations to common procedures can reveal the trade-offs and local benefits of low carbon alternatives in the capital investment planning process. This paper was written as an input to the preparation of the Climate-Informed Capital Investment Planning Guidebook, a how-to guide for local government staff, which will be published in 2015.

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    South Africa’s Fragmented Cities: The Unequal Burden of Labor Market Frictions

    Using high-resolution administrative, census, and satellite data, this paper shows that South African cities are characterized by spatial mismatches between where people live and where jobs are located, relative to 20 global peers. Areas within 5 kilometers of commercial centers have 9,300 fewer residents per square kilometer than expected, which is 60 percent below the global median. Poor, dense neighborhoods are most affected. In Johannesburg, a 10-percentile increase in distance from the nearest business hub corresponds to a 3.7-percentile drop in asset wealth (a proxy of household wellbeing) and 4.9-percentile drop in employment. In Cape Town, the declines are 4.0 and 3.7 percentiles, respectively. Employment is 87 percent lower in the poorest decile than the richest in Johannesburg and 61 percent lower in Cape Town. These findings suggest that South Africa’s spatial organization of people and economic activity constrains agglomeration and reinforces inequality. This methodology provides a scalable and standardized data-driven framework to analyze spatial accessibility and agglomeration frictions in complex, data-constrained urban systems.

    The Evolution of Local Participatory Democracy in Nepal

    Nepal is, according to its constitution, among the world’s most decentralized countries, with a long and complex tradition of local-level public participation. This paper traces the evolution of Nepal’s modern participatory institutions, examining the extent to which they are “induced” by external interventions versus being “organically” rooted in indigenous practices. The paper identifies three broad phases: an initial focus on participation in project implementation; a subsequent phase that expanded citizen engagement; and a third phase of citizen empowerment, culminating in the 2015 federal constitution, which granted unprecedented local autonomy. The analysis yields five key findings. First, over the past 50 years, successive reforms have progressively expanded opportunities for citizens to influence local decision-making. Second, these reforms have integrated traditional participatory mechanisms into formal institutions of local government. Third, although central-level initiatives exist, most participatory platforms continue to operate at the local level. Fourth, the federal constitution has created a new landscape of local democracy, embedding autonomy and accountability. Fifth, although they are still valued in many ethnic and territorial communities, traditional participatory practices are gradually disappearing. The paper concludes by offering policy recommendations to help donor agencies and governments strengthen Nepal’s democratic trajectory. It argues that effective interventions should build on Nepal’s deep participatory traditions while recognizing the constitutional reality of far-reaching local autonomy.

    Institutional Capacity for Policy Implementation: An Analytical Framework

    State capacity is an important prerequisite for policy implementation, yet at the country level it is difficult to measure, assess, and reform. This paper proposes a focus on institutional capacity: the ability of public institutions to implement the specific policy mandates for which they are responsible. Based on a review of existing literature, the paper defines the different dimensions that compose institutional capacity and groups them into two cross-cutting categories: organizational dimensions (personnel, financial resources, information systems, and management practices) and governance dimensions (transparency, independence, and accountability). The paper proposes measures for organizational and governance dimensions using existing data, shows intra-institutional variation of these measures within countries, and discusses how new data could be collected for better measurement of these concepts. Finally, the paper illustrates how the framework can be used to diagnose the sources of common problems related to weak policy implementation.

    Closing the Gender Gap in Entrepreneurship: Overcoming Challenges in Law and Practice for Female Entrepreneurs

    Despite significant strides toward gender equality, women around the world continue to encounter systemic obstacles that hinder their entrepreneurial success. This paper systematically reviews the literature on the barriers female entrepreneurs face and the solutions proposed to overcome these challenges. It discusses institutional factors, financial factors, human capital factors, and social and cultural factors. The literature overview is complemented by a series of stylized facts that illustrate how overcoming some of these existing barriers is correlated with improved women’s entrepreneurship and female labor force participation, drawing on the World Bank’s Women, Business and the Law database as well as the World Bank’s Enterprise Surveys. The findings underscore the need for creating an enabling environment where women can thrive as entrepreneurs.

    Technical Guide to Actions on Global Warming and Clean Development Mechanism in Sri Lanka

    The Ministry of Environment and Natural Resources of the Government of Sri Lanka is the apex body under which all environmental issues and policy matters are addressed. The Global Affairs Division of the Ministry of Environment and Natural Resources is tasked with formulating policy and strategic planning and liaise with the international organizations dealing with global environmental issues and is the Designated National Authority (DNA) for matters arising out of the Kyoto Protocol. Under the Kyoto protocol, the Clean Development Mechanism (CDM) provides for Green House Gas (GHG) mitigation projects that contribute towards sustainable development in developing nations and the net emission reductions can be traded to a developed nation to meet its Kyoto obligations. The report begins with green house effect with GHG emissions and their contributions to global warming. To highlight the gravity of the problem various projections are presented on future climate change, extreme weather events, sea level rise and their impact on developing countries. It describes the global initiative to tackle climate change and specifically details the Kyoto protocol.

    Mexico - Low-Carbon Development : Main Report

    This study analyzes a range of energy efficiency options available in Mexico, including supply-side efficiency improvements in the electric power and oil and gas industries and demand-side electricity efficiency measures to limit high-growth energy-consuming activities, such as air conditioning and refrigeration. It also evaluates a range of renewable energy options that make use of the country's vast wind, solar, biomass, hydro, and geothermal resources. But low-carbon (CO2) development is not only about energy production and consumption. In Mexico one of the most important sources of greenhouse gas emissions continues to be emissions from deforestation. The rate of deforestation has fallen steadily in Mexico over the past decades. Expanded programs for forest management, wildlife conservation, and efforts to increase the stock of forests can provide needed employment in rural areas and help make Mexican forests net absorbers of CO2 in the coming years. A fundamental question often asked about low-cost mitigation options is why they are not already being undertaken. As the study shows, the availability of commercial technology and even low financial costs is often not enough to overcome barriers related to institutional and knowledge gaps, regulatory and legal constraints, or societal norms. Inability to surmount these 'transactions costs' is typically at the root of the problem of why supposedly low-cost actions are not undertaken. To partially overcome this dilemma, one of the explicit criteria used in this study for identifying low-carbon measures was that they had already been implemented on some scale in Mexico or in a similar economy outside of Mexico. In order to mainstream low-carbon development, a package of new stimuli will be needed, including public and consumer education and training, public demonstrations, standards and regulations, and financial incentives.

    Low-Carbon Development for Mexico

    One of the most compelling reasons for pursuing low-carbon development is that the potential impacts of climate change are predicted to be severe, for both industrial and developing countries, and that reducing greenhouse gas emissions can reduce the risk of the most catastrophic impacts. The challenge of reducing emissions is sobering: leading scientific models indicate that limiting the rise in global mean temperatures to less than two degree Celsius will require that global greenhouse gas emissions peak within the next 10-15 years and then fall by 2050 to levels about 50 percent lower than in 1990. Although many countries recognize the need to curtail carbon emissions, there is considerable uncertainty about how much this will cost in individual countries, what measures can be undertaken in both the short and longer term, and how cost-effective specific interventions are in reducing emissions. This study analyzes a range of energy efficiency options available in Mexico, including supply-side efficiency improvements in the electric power and oil and gas industries, and demand-side electricity efficiency measures addressing high-growth energy-consuming activities, such as air conditioning and refrigeration.     Transition to a Low-Emissions Economy in Poland

    Against the backdrop of agreement that global coordinated action is needed to prevent dangerous climate change, individual countries are thinking through the implications of climate action for their economies and people. The rest of the report is organized along the following lines. The next section provides background on Poland's greenhouse gas (GHG) emissions. Then section B sets out Poland's existing carbon abatement targets and key policy challenges related to GHG mitigation. The next section summarizes the innovative methodological approach used by the report. Section D discusses the methods and implications of constructing business-as-usual or reference scenarios. Section E provides the major findings from the first model, the engineering approach, on the costs of measures aimed at GHG mitigation for Poland. Section F explains how these findings are expanded and revised by incorporation into the first macroeconomic model. Section G provides an analysis of the economic impact through 2020 of mitigation measures within the constraints of European Union (EU) policy arrangements. Section H examines the energy sector and how Section E's findings are enhanced by optimization of the structure of the energy sector. Section I takes a first look at the challenges of energy efficiency. Section J provides additional analysis of the transport sector. The last section provides some notes on additional issues and further work.

    Low-Carbon Development : Latin American Responses to Climate Change

    Climate change is already a reality. This is evidenced by the acceleration of global temperature increases, the melting of ice and snow covers, and rising sea levels. Latin America and the Caribbean region (LCR) are not exempt from these trends, as illustrated by the changes in precipitation patterns that are already being reported in the region, as well as by observations of rising temperatures, the rapid melting of Andean tropical glaciers, and an increasing number of extreme weather events. The most important force behind climate change is the rising concentration of greenhouse gases (GHGs) in the earth's atmosphere driven mainly by manmade emissions of carbon dioxide (CO2) and other greenhouse gases. Because of inertia in the climate system, the planet is likely to continue warming over the twenty-first century, and unless emissions are significantly reduced, this process could accelerate, with potentially very serious consequences for nature and mankind. There is still, however, a high degree of uncertainty regarding the specific drivers, timing, and impact of global climate change, as well as about the costs and efficacy of actions aimed at either mitigating it or dealing with its physical and economic impacts. As a result, it is very hard, at this point, to unambiguously determine economically efficient emission pathways for which the benefits of actions to mitigate climate change will exceed the costs of those actions. Despite these problems and uncertainties, there is increasing evidence suggesting that urgent action is needed in order to alter current emission trends so as to avoid reaching GHG concentration levels that could trigger large and irreversible damages. Negotiations are under way and are scheduled to be concluded in 2012 with a new agreement on a way forward. At the same time, individual countries are also considering how to respond in their own domestic policy to the challenges of climate change. LCR governments and civil society should be well informed about the potential costs and benefits of climate change and their options for decisions that will need to be made over the next decades as well as the global context in which these decisions must be taken. At the same time, the global community needs to be better informed about the unique perspective of the LCR, problems the region will face, potential contributions the region can make to combat global warming, and how to unlock the region's full potential so as to enable it to maximize its contribution while continuing to grow and reduce poverty. This report seeks to help fill both these needs.

    Working Without Borders

    Online gig work poses both opportunities and challenges for governments and workers. On the upside, it offers prospects for income generation, especially in developing countries, where most people work in low-productivity, low-quality, often informal jobs. The virtual and often temporary nature of gig work also provides flexibility for often neglected groups such as women, youth, migrants, and people with disabilities. These jobs could be a stepping-stone to bet¬ter-quality jobs for low-skilled workers by helping them learn critical digital skills and close the digital divide. But most gig jobs offer little to no protection for workers, with uncertain income streams and no clear career pathways. Depending on local labor regulations, many gig workers are not protected against unfair practices, abuse or injuries while working. Gig work also raises challenges for managing data security and privacy. The report examines how countries can navigate the promise and perils of online gig work. It reveals that the online gig workforce is much larger than previously assumed with an estimated 154 million to 435 million Online gig workers around the globe. For the first time ever, the report mapped and tracked regional platforms and gig workers who work in languages other than English. Key messages are: • Online gig work is expanding, accounting for up to 12% of the global labor force and is a growing source of income for millions. • Demand for online gig workers is rising faster in developing countries than in industrialized countries. • Local gig platforms play a vital role in the local labor market, but they face challenges in establishing a viable business model, and opportunities for long-term growth. • Online gig work can support inclusion by providing work opportunities for youth, women, and low-skilled workers. • Gig workers, like most other informal sector workers in developing countries, are often outside the purview of labor regulations. • The gig economy can offer opportunities locally to build digital skills, increase income-earning opportunities, and facilitate social protection coverage of informal workers.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Reboot Development: The Economics of a Livable Planet

    “Reboot Development: The Economics of a Livable Planet” explores how the foundational natural endowments of land, air, and water—long taken for granted—are under growing threat, putting at risk the very progress they helped create. For generations, natural resources have powered development, supporting health, food, energy, and economic opportunity. Today, strains on these resources are intensifying. This report argues that failing to maintain a livable planet is not merely a distant environmental concern, but a present economic threat. Drawing on new data, the report shows that over 90 percent of the world is exposed to poor air quality, degraded land, or water stress. Loss of forests cuts rainfall, dries soils, and worsens droughts, costing billions of dollars. The nitrogen paradox emerges—fertilizers boost yields but overuse in some regions harms crops and ecosystems. Meanwhile, air and water pollution silently damage health, productivity, and cognition, sapping human potential. The report warns that these hidden costs are too large to ignore. Yet the message is not one of constraint but of possibility. Nature, when wisely stewarded, can drive growth, create jobs, and build resilience. The report shows that more efficient resource use—like better nitrogen management and forest restoration—yields benefits that far exceed the costs. It also urges a shift to cleaner sectors and producing “better things,” noting that these provide new sources of growth, creating more jobs per dollar invested. The findings are clear: Investing in nature is not only good for the planet, it is smart development.

    Digital Progress and Trends Report 2023

    Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.
