Abstract
The study explores an important emerging opportunity for African exporters in a particular U.S. market niche - Afrocentric textiles and home products. The size and specific demand requirements of this emerging market are assessed by way of case studies of several large U.S. retail firms which are trying to source these African products. For various reasons, African firms are having problems meeting the demands of these firms, and the study investigates the specific supply constraints through detailed interviews with African producers. During the study, a growing opportunity for standardized garments production for mainstream U.S. consumers was also uncovered. The final section of the study assesses the competitiveness of African producers in this market and assesses Africa's future potential in this global export market.

Publication Making the Cut? Low-Income Countries and the Global Clothing Value Chain in a Post-Quota and Post-Crisis World(World Bank, 2011)The clothing sector has traditionally been a gateway to export diversification and industrial development for low-income countries (LICs) but recent developments may condition this role. In most developed and middle-income countries, the clothing sector was central in the industrialization process. Recently, however, the environment for global clothing trade has changed significantly, driven by the rise of organizational buyers and their global sourcing strategies, the phase-out of the Multi-Fibre Arrangement (MFA) at the end of 2004, and the global economic crisis in 2008-09. Changes in global supply and demand structures have increased competition between LIC exporters but also offer new opportunities in fast-growing emerging markets. The second half of the twentieth century was characterized by a rising demand for clothing and the replacement of developed countries' domestic production by imports from developing countries. Today, however, demand has stagnated and import penetration levels are close to 100 percent in most developed countries. Thus, the growth of clothing exports from a few developing countries largely comes at the expense of clothing producers in other developing countries. The heightened competition between developing countries has been reinforced by overcapacity in the global clothing industry since the MFA phase-out and has been accelerated by the global economic crisis. However, changes in demand structures post-crisis may lead to new opportunities. While import demand for clothing in the Unites States, the European Union (EU), and Japan might stagnate, demand will increase in fast-growing emerging markets.Publication Vertical and Regional Integration to Promote African Textiles and Clothing Exports : A Close Knit Family?(Washington, DC, 2007-07)Apparel production is especially labor intensive, with low start-up investments and easily transferable technology. Furthermore, the labor requirements can be easily met with low and semi-skilled workers, especially women. As a result, many countries with competitive labor costs, especially in South and East Asia, have captured significant shares in the world market during the last four decades. Despite the potential development benefits and their various sources of comparative advantage, few African countries have managed to establish a presence in the global textiles and apparel markets until recently. As a result, Africa as a whole remains a net importer of textiles and clothing even though it is a net exporter of cotton. The future of apparel exporters in sub-Saharan Africa is, however, rather uncertain as they face two major challenges for their products: i) increased competition from large, low-wage producers such as India, China, Bangladesh and Pakistan following the phase-out of quotas after the expiry of the ATC; and, ii) the expiration of the third-country fabric derogation under AGOA scheduled for 2013. This study explores the potential for regional and vertical integration to overcome these challenges and identifies obstacles to this. Timing is important since both the EU and the US have recently imposed trade restrictions on China (until 2008) to protect their domestic textiles and clothing industries. These safeguards provide a brief opportunity for sub-Saharan African producers to integrate their textiles and clothing industries both domestically and regionally.Publication The Unbalanced Uruguay Round Outcome : The New Areas in Future WTO Negotiations(World Bank, Washington, DC, 2001-12)The Uruguay Round involved a grand North-South bargain: The North reduced import barriers, particularly in textiles and agriculture. The South adopted new domestic regulations in such areas as services and intellectual property-changes that would lead to increased purchases from the North. In mercantilist economics, apples for apples-imports for imports. In real economics, apples for oranges. The authors argue that while the North's reduction of import barriers benefits both the North and the South, the new domestic regulations adopted by countries of the South could prove costly to those countries. To begin with, the regulations will be expensive to implement. This type of collaboration will be critical to agricultural development.Publication Antidumping Mechanisms and Safeguards in Peru(World Bank, Washington, DC, 2005-07)Peru's experience in the application of antidumping and safeguard measures is characterized by a radical change in the philosophy and procedures of trade at the beginning of the 1990s, and by an increasing use of these mechanisms. Trade liberalization was accompanied by the liberalization of foreign currency transactions and of financial and labor markets. Also, the internal revenue administration was modernized, institutions for regulation and competition defense were created, and state enterprises were transferred to private owners or concessionaires. New laws and institutions were created to regulate markets, including INDECOPI, a novel government agency charged with antimonopoly regulation and consumer defense, and which houses the Antidumping and Subsidies Commission. This highly autonomous and technical Commission became the central player in the implementation of WTO rules and procedures for fair trade. Since the reform was launched, a total of 81 trade protection cases have been presented, of which 57 were followed by a dumping investigation. The application of antidumping duties was approved for 29 of the cases investigated. Only two cases of safeguard investigations were recorded, one of which (Chinese textile clothing articles) is still in the negotiation phase. This paper reviews that case experience in detail, concluding that Peru has clearly differentiated between unfair competition and dumping on the one hand, and damage and safeguards on the other, and has applied strict technical criteria to the former and broader political considerations to the latter. Despite recent indications of a partial retreat from those principles, the decade-old reform is expected to last.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
