Abstract
After a decade of continuous growth, the Uruguayan economy experienced a recession over 1998-2001, with a deeper contraction registered in 2002 following the unraveling of the Argentinean crisis in late 2001, which culminated in default, and devaluation in early 2002. The recession had a deteriorating effect on poverty, and other social indicators, although considered better than in the majority of Latin American countries. Notably, increased unemployment began in 1998 - unemployment, and self-employment - was accompanied by a reduction in real wages in the private sector. In addition, since 1999, pensions, which constitute a sizeable portion of household incomes, have been falling as well. Vulnerable groups were the most affected, which are groups composed by households in which the head is unemployed, employed in the informal sector, or self-employed; crowded households; households headed by construction sector workers; and, by individuals with low educational attainment, or by young persons. There are also some "new poor", notably individuals living in households with intermediately educated heads. This growth in poverty resulted from three broad factors: a) higher incidence of unemployment, combined with longer unemployment spells, and less hours worked, all of which affected more the vulnerable segments; b) reductions in real earnings originated by inflation, and the reduced rate of increase in nominal remunerations. These were compounded by occupational, and sectoral shifts in the labor market, that contributed to the reduction of average earnings; and, c) higher household income inequality. The government response to the recession included many positive actions, in particular, the existence of a firmly established, and overall well designed set of social programs, including social assistance, and, there are three programs that play an important role in mitigating and coping with social risks: an early child development program; a housing program targeted to poor households in rural areas; and, a housing program with similar characteristics, but targeted to urban slums, introduced in 2000. Notwithstanding, some fragmentation within institutions, and overlapping program objectives across institutions, were found in some social interventions. A key question arising from the analysis in the Report is why nominal wages kept growing in the face of reduced economic activity, forcing a significant quantity adjustment of the labor market. Analyses of the effect of policies showed, that public wage rigidities exerted a negative, although small, impact on employment as a whole until 2001, especially for intermediately educated individuals, and those belonging to the three lowest quintiles of the income distribution. The report finds that both the public wage bill, and overall wage inequality would be lower if, public workers earned accordingly with the private pay structure. As noted in the final chapter, however, a deeper analysis of the labor market is needed, to assess other factors preventing adjustments in this market. Currently, the existing evidence in this regard is contradictory.

    Argentina has gone through a major crisis in the past year, resulting in severe social dislocations, and a reduction of welfare by its poorest. The collapse of the Convertibility Plan, the freezing of bank deposits and the default on foreign debts, and the resulting high inflation, falling output and exchange rate devaluation, carried with it severe consequences for the poor. The break with the Convertibility Plan also meant that the adjustment in the labor market, occurred more through wages, rather than by an increase in unemployment. Inflation reduced real wages substantially, and, unlike previous recessions, unemployment arose largely from the formal sector, with an increase in employment in the informal sector. Many of the middle class, faced with both declining wages and freeze on bank assets, moved into poverty for the first time, carrying characteristics somewhat different than the traditional poor, including higher levels of education. Households appear to cope through a variety of strategies, including the entry into the workforce of those not previously employed, and reduced consumption of food, and other products. The Government's response to move to a floating exchange rate, and the consequent reduction in real wages, has provided the basis for a potential recovery. The reduction in real public sector wages, and pension obligations with inflation, while nominal revenues increased, has temporarily provided for an improved fiscal balance. The government, however, still faces serious issues in fiscal, and financial sector management. And Government programs still do not provide an adequate safety net for the unemployed on a permanent basis. Safety net programs are costly and duplicate other programs. Smaller, inefficient programs should be combined. Educational services need to be maintained, particularly with regard to payment of teachers, as the welfare effects go beyond the immediate income levels of teachers; in the health sector, gradual implementation of an infant and maternal health insurance, and the definition of, and agreement on provincial health goals (with monitorable health indicators) seem to be two key initial steps towards more effective protection for the uninsured poor, including other chronic inefficiencies in the health sector. Longer term poverty reduction measures include policy reforms towards higher levels of employment, access to basic services by the poor by improving infrastructure, and, improved human capital, and their productivity.

    The Impact of Financial Crises on Labor Markets, Household Incomes, and Poverty : A Review of Evidence

    The 1990s have witnessed several financial crises, of which the East Asia and Mexico tequila crises are perhaps the most well-known. What impact have these crises had on labor markets, household incomes, and poverty? Total employment fell by much less than production declines and even increased in some cases. However, these aggregates mask considerable churning in employment across sectors, employment status, and location. Economies that experienced the sharpest currency depreciations suffered the deepest cuts in real wages, though deeper cuts in real wages relative to Gross Domestic Product (GDP) were associated with smaller rises in unemployment. To some extent, families smoothed their incomes through increased labor force participation and private transfers, though the limited evidence available suggests that wealthier families were better able to smooth consumption. The initial impact of the crises was on the urban corporate sector, but rural households were affected as well and in some instances suffered deeper losses than did urban families. School enrollment declined, especially among poorer families, as did use of health facilities, but the impact on children's nutrition levels appears to vary. Crises have typically proved short-lived, but whether households plunged into poverty during a crisis is able to recover as the economy does remain an open question.

    Uruguay : Maintaining Social Equity in a Changing Economy

    This report focuses on understanding key issues related to poverty, vulnerability and social policy in the context of a changing Uruguayan economy. Because the country is highly urbanized (90 percent), and data on rural areas are scant, most of the analysis in this study focuses on urban areas. Chapter 1 presents a profile of poverty and its trends in the nineties using household survey data. Chapter 2 looks at changes in the structure of the economy and the link with problems of unemployment, underemployment, and labor insecurity over the past decade. Chapter 3 focuses on the specific issues of marginalization and vulnerability based on a qualitative study carried out in poor urban neighborhoods surrounding Montevideo. Chapter 4 analyzes Government social expenditures, with particular emphasis on how effective these expenditures are at reaching the poor and meeting the needs of vulnerable groups. Background papers with detailed analysis are also available under separate cover. Policy recommendations are included in this summary.

    FYR of Macedonia : Poverty Assessment for 2002-2003

    This report provides a broad assessment of the status of living standards in FYR Macedonia during the period 2002 - 2003. This work complements the body of analysis undertaken by the Government, independent researchers, and donors on economic developments in FYR Macedonia. Instead of analyzing the successes or failures of policies in engendering growth, the report focuses its attention on examining living conditions as they stand today. Since economic growth is not an end in itself but rather a means to achieving sustained improvements in living conditions of all citizens, how good or bad outcomes are ultimately reflect the success or failure of government policies. In order to reach its ultimate objective, the report specifically sets out to do the following: (i) provide a broad perspective on how living conditions in FYR Macedonia compares to other countries in the region; (ii) determine the extent of poverty among FYR Macedonia's population and outline the profile of the poor; and (iii) analyze the linkage between growth and changes in poverty overtime.

    Croatia - Living Standards Assessment : Volume 1, Promoting Social Inclusion and Regional Equity

    The Croatian economy has performed moderately well in the past decade, enabling a gradual narrowing of the income gap with the European Union (EU). Using a cost-of-basic-needs poverty line, poverty in Croatia is found to be low, with only a small proportion of the poor facing hard-core deprivation. Looking ahead, the task of faster external income convergence with the EU will be challenging, and will require both faster job creation as well as flexibility in the allocation of jobs and workers in the economy. These will also help with more rapid improvement in living conditions in lagging regions. To these ends, the report highlights three sets of interrelated policy challenges and priorities: (1) sustaining high rates of growth to permit continued income convergence with Europe; (2) promoting greater labor mobility, including measures aimed at building human capital to improve workers' opportunities; and (3) improving the adequacy and effectiveness of social safety nets within a responsible fiscal framework. In examining regional disparities, several development indicators show that regional disparities in living conditions are significant (though on average no higher than in EU countries), and only partially explained by human capital and other such individual attributes. Building on local comparative advantages offers the best way forward to improve living conditions in lagging regions.

    Economic Recovery

    World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.

    South Asia Development Update, April 2024: Jobs for Resilience

    South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.

    Media and Messages for Nutrition and Health

    The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.

    Remarks at the United Nations Biodiversity Conference

    World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.

    The Journey Ahead

    The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.
