In Most Low- and Middle-Income Countries Pollution Levels Are Higher in Wealthier Areas

Abstract
Air pollution is a major threat to health, and the dangers are particularly acute in low- and middle-income countries. However, little is known about how the burden of pollution is spread across the wealth distribution in these countries. This paper uses new data providing high-resolution wealth estimates for more than 100 low- and middle-income countries, combined with equally high-resolution estimates of air pollution, to estimate how wealth is correlated with ambient air pollution around the world. The findings show that on average air pollution is positively correlated with wealth, but the relationship is highly heterogeneous across countries. The fact that air pollution and wealth are both disproportionately high in urban areas, where economic activity is largely concentrated, appears to drive this relationship. When the analysis is limited to anthropogenic sources of pollution, the relationship becomes less heterogeneous and more systematically positive. The paper also examines the relationship between pollution exposure and wealth within large cities around the world. Again, the findings show substantial heterogeneity across cities. The paper explores several hypotheses for this heterogeneity but does not find a single explanation. Economic concentration within cities appears to explain some of the relationship. Cities with more concentrated economic opportunity tend to have more positive correlations between pollution and wealth.

    The Macroeconomic Implications of Climate Change Impacts and Adaptation Options

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    South Africa’s Fragmented Cities: The Unequal Burden of Labor Market Frictions

    Using high-resolution administrative, census, and satellite data, this paper shows that South African cities are characterized by spatial mismatches between where people live and where jobs are located, relative to 20 global peers. Areas within 5 kilometers of commercial centers have 9,300 fewer residents per square kilometer than expected, which is 60 percent below the global median. Poor, dense neighborhoods are most affected. In Johannesburg, a 10-percentile increase in distance from the nearest business hub corresponds to a 3.7-percentile drop in asset wealth (a proxy of household wellbeing) and 4.9-percentile drop in employment. In Cape Town, the declines are 4.0 and 3.7 percentiles, respectively. Employment is 87 percent lower in the poorest decile than the richest in Johannesburg and 61 percent lower in Cape Town. These findings suggest that South Africa’s spatial organization of people and economic activity constrains agglomeration and reinforces inequality. This methodology provides a scalable and standardized data-driven framework to analyze spatial accessibility and agglomeration frictions in complex, data-constrained urban systems.

    The Evolution of Local Participatory Democracy in Nepal

    Nepal is, according to its constitution, among the world’s most decentralized countries, with a long and complex tradition of local-level public participation. This paper traces the evolution of Nepal’s modern participatory institutions, examining the extent to which they are “induced” by external interventions versus being “organically” rooted in indigenous practices. The paper identifies three broad phases: an initial focus on participation in project implementation; a subsequent phase that expanded citizen engagement; and a third phase of citizen empowerment, culminating in the 2015 federal constitution, which granted unprecedented local autonomy. The analysis yields five key findings. First, over the past 50 years, successive reforms have progressively expanded opportunities for citizens to influence local decision-making. Second, these reforms have integrated traditional participatory mechanisms into formal institutions of local government. Third, although central-level initiatives exist, most participatory platforms continue to operate at the local level. Fourth, the federal constitution has created a new landscape of local democracy, embedding autonomy and accountability. Fifth, although they are still valued in many ethnic and territorial communities, traditional participatory practices are gradually disappearing. The paper concludes by offering policy recommendations to help donor agencies and governments strengthen Nepal’s democratic trajectory. It argues that effective interventions should build on Nepal’s deep participatory traditions while recognizing the constitutional reality of far-reaching local autonomy.

    Institutional Capacity for Policy Implementation: An Analytical Framework

    State capacity is an important prerequisite for policy implementation, yet at the country level it is difficult to measure, assess, and reform. This paper proposes a focus on institutional capacity: the ability of public institutions to implement the specific policy mandates for which they are responsible. Based on a review of existing literature, the paper defines the different dimensions that compose institutional capacity and groups them into two cross-cutting categories: organizational dimensions (personnel, financial resources, information systems, and management practices) and governance dimensions (transparency, independence, and accountability). The paper proposes measures for organizational and governance dimensions using existing data, shows intra-institutional variation of these measures within countries, and discusses how new data could be collected for better measurement of these concepts. Finally, the paper illustrates how the framework can be used to diagnose the sources of common problems related to weak policy implementation.

    Closing the Gender Gap in Entrepreneurship: Overcoming Challenges in Law and Practice for Female Entrepreneurs

    Despite significant strides toward gender equality, women around the world continue to encounter systemic obstacles that hinder their entrepreneurial success. This paper systematically reviews the literature on the barriers female entrepreneurs face and the solutions proposed to overcome these challenges. It discusses institutional factors, financial factors, human capital factors, and social and cultural factors. The literature overview is complemented by a series of stylized facts that illustrate how overcoming some of these existing barriers is correlated with improved women’s entrepreneurship and female labor force participation, drawing on the World Bank’s Women, Business and the Law database as well as the World Bank’s Enterprise Surveys. The findings underscore the need for creating an enabling environment where women can thrive as entrepreneurs.

    China : Air Pollution and Acid Rain Control - The Case of Shijiazhuang and the Changsha Triangle Area

    This study, and the associated technical assistance project, has three main objectives. The first is to help localities in China address several questions related to the planning, and implementation of SO2 emissions, and acid rain control: What are the environmental consequences, specifically for localities of different pollution control strategies, in terms of the impacts on human health, agricultural productivity, and other sectors and activities? What are the relative costs of different sulfur emission reduction plans? Will the proposed strategies enable localities to meet the environmental targets set by the central government? The second objective is to assist with capacity building, and training in China. to enable cities and regions to carry out environmental, and economic analyses of sulfur emission impacts, and control programs. The third objective is to provide a forum for discussion with the central government, primarily the State Environmental Protection Administration (SEPA), on the results of the case studies, and the implications for national policy with respect to sulfur control. This study analyzes China's national sulfur pollution control program, looking at local implementation plans, and actions for reducing sulfur emissions in two municipalities- Shijiazhuang and Changsha. The city of Shijiazhuang in Hebei Province was chosen for a case study on ambient SO2 pollution control, representing a northern Chinese city, while the tri-city region of Changsha, Zhuzhou, and Xiangtan in Hunan Province, was chosen to represent a southern area experiencing serious levels of acid rain. The clear divide between northern and southern cities and regions, indicate that emission control efforts in the north will benefit from access to significant quantities of low sulfur coal, the lack of which in the south, will significantly increase the cost of sulfur emission control. Other findings suggest that gaining a better scientific understanding of the impacts of sulfur emissions, and improving estimates of the relative benefits of different control options, are two important pieces of information for leveraging local implementation efforts. While promoting policies with multiple benefits, is an effective way of cutting sulfur pollution without reliance on regulatory policies, or institutions.

    Integrated Air Pollution Management in China : Developing Particulate Matter Control

    This study is a joint effort of the Ministry of Environmental Protection (MEP), Chinese experts, and the World Bank to inform the policy-making process in line with the government of China s medium- and long-term objectives. Specifically the study aims to assist MEP, provincial governments, and municipalities by: (1) Proposing a national PM10 compliance plan to help non-compliant cities attain grade II - preferably by 2015 or in certain cases by 2020 at the latest - and already compliant cities to further reduce PM concentrations. The plan would include (a) policies and regulations and associated physical interventions/measures; (b) geographical scope; (c) sequencing of interventions; and (d) feasible environmental investments likely to have high benefit/cost ratios. (2) recommending a PM2.5 monitoring system and related data applications.

    Toward Cleaner Urban Air in South Asia: Tackling Transport Pollution, Understanding Sources

    This ESMAP study was undertaken to provide technical input to support the region-wide process of developing and adopting cost-effective and realistic policies and efficient enforcement mechanisms to reverse the deteriorating trend in urban air quality in South Asia. It focused mainly on fine particulate matter, estimated to account for most premature mortality and illnesses caused by outdoor air pollution. Through stakeholder feedback, the study examined two areas where more information and policy analysis could complement ongoing activities on air pollution control: making vehicle emissions inspection more effective and understanding sources of small particulate matter. Poorly maintained older technology vehicles contribute disproportionately to total vehicular emissions. A common approach to identifying gross polluters and ensuring that they are repaired or retired is a vehicle inspection and maintenance (I/M) program. The analysis carried out in this study recommends that limited resources be concentrated on applying more robust (but also costly) test protocols to vehicle categories in large cities likely to contain a disproportionately large fraction of high annual-kilometer, gross polluters (for example, commercial diesel vehicles). The ultimate goal of I/M is to reduce human exposure to elevated concentrations of harmful pollutants. Where air pollution is not serious, the number of people exposed is not large, or for vehicles that are not driven many kilometers a year or do not pollute much (such as new gasoline vehicles), the benefit of testing vehicles would be much less limited, if not negligibly small.

    Higher Levels of No-Till Agriculture Associated with Lower PM in the Corn Belt

    No-till approaches to agricultural soil management have been encouraged as a means of reducing soil erosion, reducing water pollution, and increasing carbon sequestration. An understudied additional benefit of no-till approaches may be improvements in local air quality due to reductions in both machinery use and dust emissions. This paper leverages recent advances in remote sensing and air pollution modeling to examine this question at a landscape scale. Combining data on daily fine particulate matter levels with satellite measures of no-till uptake since 2005, the paper shows a strong association between increasing adoption of no-till agricultural practices and reductions in county average fine particulate matter pollution over more than 28 million hectares of cropland in the U.S. Corn Belt. The reduction in local pollution implies substantial monetary benefits from reductions in mortality that are roughly one-fourth as large as the carbon benefits. The benefits of mortality reductions are also, by themselves, nearly equal to the current monetary costs of subsidizing no-till practices.

    The Arab Republic of Egypt : For Better or For Worse, Air Pollution in Greater Cairo

    This sector note presents the results of the World Bank-led study on the development of a strategy of the government of the Arab Republic of Egypt to respond to air quality problems in Greater Cairo. The Greater Cairo Metropolitan Area (GCMA) is the largest urban and industrial center in Egypt, which, in 2009, was ranked eighth among the world's top urban agglomerations. Twenty million people live and work in Greater Cairo, which is surrounded by major heavy industries to the north and the south, including large, as well as small and medium enterprises. As in many megacities in the world, air pollution has been a chronic problem in Greater Cairo. The persistent air quality problem represents a serious hurdle to the competitiveness that is a key to the socioeconomic development of Greater Cairo and therefore the nation. An action plan has prepared for the implementation of the main sectorial policies. This action plan will have to be developed and changed where required because it can only be implemented within a coherent framework of environmental, energy, and economic policies that need to be defined and adopted by the government. Therefore, the action plan, as presented in this report, should be considered as a basis for ongoing discussions with the government. These discussions must, in any case, be continued to support the implementation of the work that has been initiated through this report. The action plan also identifies the entities that should be involved in or responsible for implementing and monitoring specific activities.

    Jobs in a Changing Climate: Insights from World Bank Group Country Climate and Development Reports Covering 93 Economies

    The World Bank Group’s Country Climate and Development Reports (CCDRs) provide a crosscutting look at how countries’ development prospects, and the job opportunities they offer to their people, can be threatened by climate impacts and supported by climate policies. Climate change and policies affect jobs through impacts on productivity, energy and material efficiency, and physical, human, and natural capital. They can also transform employment opportunities, especially through complementary measures that help workers and firms adapt to and benefit from new technologies and production practices. Prepared by the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA), CCDRs integrate country perspectives, climate science and economic modeling, private sector information, and policy analysis to assess how countries can successfully grow and develop their economies and create jobs despite increasing climate risks and while achieving their climate objectives and commitments. Each CCDR starts from the country’s development priorities, opportunities, and challenges, and is developed in close consultation with governments, businesses, and civil society, ensuring the recommendations reflect national priorities. By combining evidence on adaptation, resilience, and emissions pathways, CCDRs highlight where climate action can reinforce development and job creation, and where targeted policies are needed to manage risks and smooth labor market transitions. Taken together, these elements can help create local jobs, ensure economic transitions are just and inclusive, and equip workers and firms to navigate the disruptions and opportunities of a changing climate and changing technologies.

    Gabon Country Climate and Development Report

    Gabon has a unique opportunity to drive inclusive growth, reduce poverty, and build a resilient post-oil economy, with climate action accelerating progress toward these goals. The country’s main development challenge is achieving higher growth and poverty reduction, as stronger growth is needed regardless of projected climate shocks to create jobs, raise living standards, and enable a viable post-oil economy. While pursuing growth-promoting economic reforms, climate action that prioritizes people must remain central to its development pathway. However, climate change risks exacerbating poverty and regional inequalities in a country already facing long-term challenges in expanding economic opportunities and basic public services, especially in rural areas. Climate shifts compound these challenges, making stronger private sector-led growth driven by reforms essential for resilience, diversification, job creation, and poverty reduction, though targeted investments in adaptation will still be required to mitigate climate shocks. Using a whole-of-economy approach, the Gabon Country Climate Development Report (CCDR) estimates that climate change impacts could result in GDP losses of 3.5 to 5.3 percent per year through 2050 compared to a business-as-usual baseline trajectory.

The CCDR for Kazakhstan identifies ways that Kazakhstan can achieve its development objectives while fostering the transition to a more green, resilient, and inclusive development pathway. It sets out policy reforms and investments needed to build resilience to climate change impacts and reduce greenhouse gas (GHG) emissions while creating a more diversified, competitive and sustainable economy.

    Madagascar Country Climate and Development Report

    Climate change has made delivering better development in Madagascar ever more urgent. This Country Climate and Development Report (CCDR) finds that Madagascar’s aspiration to evolve into an emerging country by 2040 will be derailed unless it can bolster its resilience to intensifying climate shocks to safeguard its modest development gains and boost economic growth. The high frequency of extreme climate shocks since the 1970s has led to significant macroeconomic disturbances and weak growth. This CCDR examines the implications of future climate change for Madagascar’s growth, and the potential benefits of both structural reforms and adaptation investments. It outlines three priority areas for building resilience to climate change, and calculates the costs needed to achieve this. It provides detailed recommendations for finding the finance required, as well as for implementing the policy challenges identified.

    Kyrgyz Republic Country Climate and Development Report

    This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. The CCDR also outlines a path to net zero emissions by 2050 (referred to as “with mitigation” measures, “decarbonization,” or, simply, “net zero 2050”), highlighting associated development co-benefits.
