dc.description.abstract The Cameroon economic updates aim at sharing knowledge and stimulating debate among those interested in improving the economic management of Cameroon and unleashing its enormous potential. The notes thereby offer another voice on economic issues in Cameroon, and an additional platform for engagement, learning, and exchange. The average observed economic growth rate from 2010 to 2013 is a mere four percent, one percentage point below the vision 2035 targets. Achieving the official objectives set for 2020 will require Cameroon to move to double digit annual growth rates over the 2014-2020 period, compared to the 4.8 to 5.4 percent projected by the World Bank. This report looks at the quality of basic education to ensure that the right investments are made in people to build human capital, a key ingredient for sustainable economic growth. Cameroon has achieved significant progress over the last decade in expanding access to basic education. The number of students completing primary school, the primary completion rate, rose from 53 percent in 2001 to about 80 percent in 2011. The improvements in access to education also mask significant differences in education performance across and within individual regions, as well as between gender and income groups. The economic update suggests improving data collection in order to better monitor education service provision, assess more systematically student learning, increase in budget allocation to education as a whole, reprioritize public spending to the zones d'education prioritaires (Education Priority Zones) (ZEPs), ensure transparency in budget allocation, and revisit the textbook policy to ensure durability and affordability. en
dc.description.abstract Le taux de croissance moyen observé au Cameroon de 2010 à 2013 n’est que de 4 %, un point de pourcentage en deçà des objectifs de la « Vision 2035 ». Pour rattraper ce retard et atteindre les objectifs officiellement fixés pour 2020, il faudrait presque une croissance annuelle à deux chiffres entre 2014 et 2020, par opposition aux 4,8 à 5,4 % projetés par la Banque mondiale. Cela suppose un réexamen des sources de croissance afin d’identifier les axes d’intervention. Cette septième édition des Cahiers économiques du Cameroon se penche sur la qualité de l’éducation de base pour s’assurer que les investissements appropriés sont consacrés aux populations afin de renforcer le capital humain, un ingrédient essentiel à une croissance durable. L’accès à l’éducation de base s’est beaucoup amélioré au Cameroun ces dix dernières années. La proportion d’élèves sortant de l’école primaire (taux d’achèvement du cycle d’études primaires) est passée de 53 % en 2001 à environ 80 % en 2011 et l’espérance de vie scolaire a augmenté de quatre ans au cours de la même période, soit une amélioration sensible, comparée aux résultats d’autres pays. Le taux brut de scolarisation primaire est passé de 102,8 % en 2001 à 112,9 % en 2011. L’accroissement du taux brut de scolarisation ne semble cependant pas s’être accompagné de meilleurs résultats scolaires. Les résultats du Cameroun au test standardisé des acquis scolaires, organisé dans le cadre du Programme d’analyse des systèmes éducatifs (PASEC) piloté par la Conférence des ministres de l’Éducation des États et gouvernements de la Francophonie, se sont dégradés entre 1998 et 2005 (dernière année pour laquelle des données sont disponibles au moment de l’impression de ce rapport), même s’ils restent supérieurs à ceux de nombreux autres pays francophones d’Afrique. Ces Cahiers proposent une série de recommandations susceptibles de guider pouvoirs publics Camerounais vers une amélioration de la qualité de l’éducation de base. fr
