Abstract
Following the findings and policy messages of the World Development Report (WDR) on gender equality and development 2012, the World Bankapos;s gender and development group are seeking to deepen the evidence base on promoting womenapos;s agency as a basis for enhanced action on gender equality. A component of this work is a review of evidence on the relationship between collective action and womenapos;s agency: whether and how different forms of collective action enhance womenapos;s ability to exercise agency in key domains and the operational implications for Bank policies and programs. The paper seeks to clarify the conceptual terrain of collective action; identify the links with womenapos;s agency; and draw lessons from the evidence on what works and what does not for boosting development and gender-equality outcomes. It draws attention on the somewhat smaller body of empirical research examining the mechanics of collective action and its links with economic and social wellbeing, particularly within developing societies. The findings are complex, but the overall conclusions are consistent with an emerging body of literature now questioning participation as a silver bullet in development and calling for more flexible, context-sensitive approaches for promoting agency, and empowerment.

Publication Women's Voice and Agency : The Role of Legal Institutions and Women's Movements(World Bank, Washington, DC, 2014)Global events like the Beijing Women s Conference of 1995 have resulted in the creation of strong international frameworks that set standards for women s rights around the world. Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Platform for Action, and other international norms define the scope of universal rights for women and girls, and have opened new spaces for regional and national legal reform. Bottom-up engagement with these international laws and institutions by local and transnational women s movements has catalyzed widespread changes in lawmaking and transformed standard-setting documents into tools for reform. The following paper discusses four important pillars of women s voice and agency (while recognizing that there are others which are beyond the scope of this review): freedom from the risk of violence; freedom of movement; freedom to make decisions on family formation and the freedom to shape policy. It will examine the ways in which these freedoms impact women s voice and the ways in which women are working to reform law and policy to ensure these four freedoms are accessible to all.Publication Opening Doors : Gender Equality and Development in the Middle East and North Africa(Washington, DC, 2013-02-06)Since the early 1990s, countries in the Middle East and North Africa (MENA) Region have made admirable progress in reducing the gap between girls and boys in areas such as access to education and health care. Indeed, almost all young girls in the Region attend school, and more women than men are enrolled in university. Over the past two decades, maternal mortality declined 60 percent, the largest decrease in the world. Women in MENA are more educated than ever before. It is not only in the protest squares that have seen women whose aspirations are changing rapidly but increasingly unmet. The worldwide average for the participation of women in the workforce is approximately 50 percent. In MENA, their participation is half that at 25 percent. Facing popular pressure to be more open and inclusive, some governments in the region are considering and implementing electoral and constitutional reforms to deepen democracy. These reforms present an opportunity to enhance economic, social, and political inclusion for all, including women, who make up half the population. However, the outlook remains uncertain. Finally, there are limited private sector and entrepreneurial prospects not only for jobs but also for those women who aspire to create and run a business. These constraints present multiple challenges for reform. Each country in MENA will, of course, confront these constraints in different contexts. However, inherent in many of these challenges are rich opportunities as reforms unleash new economic actors. For the private sector, the challenge is to create more jobs for young women and men. The World Bank has been pursuing an exciting pilot program in Jordan to assist young women graduates in preparing to face the work environment.Publication The Status of Yemini Women : From Aspiration to Opportunity(Washington, DC, 2014-02)The report draws on the conceptual framework of the world development 2012: gender equality and development, and the regional report on gender equality, opening doors: gender equality in the Middle East and North Africa. The report's analytic approach is unique in threading together three bodies of evidence and analysis to shed new light on significant trends and causes underpinning the large gender disparities in the country. The report presents: i) a fresh look at available survey data on human development and socio-economic indicators in the country; ii) a brief history and in-depth analysis of the most critical legal barriers to women's and girl's full participation in Yemeni society; and iii) insights from a rich qualitative dataset collected in January 2011.The findings especially highlight the powerful roles of social norms and legal rights and entitlements in placing women and girls at a disadvantage and constraining not only faster progress on gender equality but also the country's economic development. The objectives of this report are two-fold: first, to take stock of the status of gender outcomes in Yemen and understand the forces that are driving the strong gender inequalities; and second, drawing on these insights and outcomes of the study, to highlight promising areas for policy action in this crucial transition period. The report explores how individual aspirations and opportunities in the areas of education, family formation, and labor force participation are constrained by the severe gender gaps in Yemeni society.Publication West Bank and Gaza Checkpoints and Barriers : Searching for Livelihoods(World Bank, 2010-01-01)This report assesses the impact of the movement and access regime in the period 2000-07 on the economy and the working lives of Palestinians, exploring the gender dimension of restrictions on labor force participation, and how new tensions in the arena of work resulting from movement and access restrictions have affected relations between women and men. The findings of this study are based on an analysis of data covering the years 2000 to 2007 and examine the long-term impacts of restrictions on movement and access. As controls on movement became more entrenched following the second intifada, a massive economic decline ensued, leading to a drop in male employment and real wages resulting from job losses in Israel, and a corresponding rise in unemployment. This same period also witnessed a sharp rise in both covert and overt forms of violence. Israeli military incursions, detentions, manned checkpoints, home demolitions, the separation barrier, and the Palestinians' own response spun a web of violence in public and private that touched the everyday lives of all Palestinians. The violence resulting from the occupation has led to loss of life, land, property, and free movement of people, and has fragmented social space, a key source of material and moral support especially for women. With neither Israeli nor Palestinian legal systems able to provide defense or protection, these momentous changes in people's everyday lives created a sense of collapse of the public, social, and moral order against this backdrop, the effects on Palestinian society have been extensive and far reaching, on relations between men and women, on intergenerational relations between the young and the old, on ties of kinship, and on social networks. This study, through qualitative sources, provides insights to a chain of events that have and are moderating social behavior and gender relations associated with work. The study also captures what the deteriorating situation has meant for Palestinian females and males of all ages in terms of their economic engagement, their ability to seek alternate livelihoods, their coping strategies, their social and human investments, and their future aspirations.Publication Unleashing the Potential of Ethiopian Women : Trends and Options for Economic Empowerment(Washington, DC, 2009-06)This report aims to update knowledge of gender disparities in Ethiopia using the latest household survey data. The aim of this analysis is to support ongoing efforts to implement Plan for Accelerated and Sustained Development to End Poverty (PASDEP) vision. The significant progress in addressing key dimensions of gender disparities such as education shown in this report as well as in the recent annual progress report on the implementation of PASDEP in 2006-2007 suggests that current policy directions are proving effective. At the same time this report highlights the need to complement the existing emphasis on broad based interventions with additional targeted interventions which might address the specific constraints experienced by some groups. Further, based on the evidence from a few detailed evaluations of some existing programs, the study highlights how policy making in this area should include more emphasis on considerations of effective implementation and monitoring. This report is structured as follows. Chapter two presents a set of stylized facts on gender disparities in Ethiopia, including both trends over the last decade and current comparisons between Ethiopia and other countries. Chapter three looks in greater detail at the main drivers of gender disparities, focusing on factor markets. Chapter four looks at the economic pay-offs of decreasing gender inequality. Chapter five identifies a few priority areas for policy intervention.

Publication Effects of Interventions to Raise Voluntary Enrollment in a Social Health Insurance Scheme : A Cluster Randomized Trial(World Bank, Washington, DC, 2014-05)A cluster randomized controlled trial was undertaken, testing two sets of interventions to encourage enrollment in the Philippines' Individual Payer Program. Of 243 municipalities, 179 were randomly assigned as intervention sites and 64 as controls. In early 2011, 2,950 families were interviewed; unenrolled Individual Payer Program-eligible families in intervention sites were given an information kit and a 50 percent premium subsidy until the end of 2011. In February 2012, the "non-compliers" had their voucher extended, were re-sent the enrollment kit, and received Short Message Service (SMS) reminders. Half were told that in the upcoming end-line interview the enumerator could help complete the enrollment form, deliver it to the insurer, and have identification cards mailed. The control and intervention sites were balanced at baseline. In the control sites, 9.9 percent (32/323) of eligible individuals had enrolled by January 2012, compared with 14.9 percent (119/801) in intervention sites. In the sub-experiment, enrollment was 3.4 percent (10/290) among eligible non-compliers and who did not receive assistance but 39.7 percent (124/312) among those who did. A premium subsidy combined with information can increase voluntary enrollment in a social health insurance program, but less than an intervention that reduces the enrollment burden; even that leaves enrollment below 50 percent.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Breaking Even or Breaking Through(World Bank, Washington, DC, 2011-08)Higher education (HE) systems worldwide are faced with three main challenges: providing young people with the skills required by the job market; improving access to high quality services; and seeking out new sources of financing to cope with the growing student demand. This document will provide evidence on the need to seek sustainable financing strategies for countries in Middle East and North Africa (MENA), whether they are high income economies, such as the oil producing countries, or low to middle income economies. Chapter one presents an overall description of HE graduates and the many challenges they face in their transition into the workforce. The different elements that affect this transition are discussed and special attention is given to the mismatches between labor supply and demand. Chapter two analyses the current levels of spending on HE, projects the future financing gaps taking into account the need to continue expanding access and improving quality and relevance, and provides a framework for funding approaches linked to meeting access, equity, and quality goals. Chapter three outlines ways of using current funds in more effective ways, emphasizing the need to align financing allocations with policy goals. Innovative funding allocations that link funding to performance and demand- as well as supply-side mechanisms are discussed. Chapter four discusses different ways to diversify sources of funding and presents alternative methods of cost-sharing. The chapter emphasizes the equity measures needed for cost-sharing mechanisms, such as student fees, and provides an overview of student loan programs used in MENA and elsewhere. Chapter five discusses the role of private provision of HE, and how this can be an alternative to increase access and quality, provided the necessary regulatory and quality controls are in place. Chapter six describes an alternative source of funding not yet common in MENA, namely the use of philanthropic resources to build endowments to support HE.Publication What Explains the Stagnation of Female Labor Force Participation in Urban India?(World Bank Group, Washington, DC, 2015-03)Female labor force participation rates in urban India between 1987 and 2011 are surprisingly low and have stagnated since the late 1980s. Despite rising growth, fertility decline, and rising wages and education levels, married women's labor force participation hovered around 18 percent. Analysis of five large cross-sectional micro surveys shows that a combination of supply and demand effects have contributed to this stagnation. The main supply side factors are rising household incomes and husband's education as well as the falling selectivity of highly educated women. On the demand side, the sectors that draw in female workers have expanded least, so that changes in the sectoral structure of employment alone would have actually led to declining participation rates.Publication The 2018 Health Equity and Financial Protection Indicators Database(World Bank, Washington, DC, 2018-10)The 2018 database on Health Equity and Financial Protection indicators provides data on equity in the delivery of health service interventions and health outcomes, and on financial protection in health. This paper provides a brief history of the database, gives an overview of the contents of the 2018 version of the database, and then gets into the details of the construction of its two sides -- the health equity side and the financial protection side. The paper also provides illustrative uses of the database, including the extent of and trends in inequity in maternal and child health intervention coverage, the extent of inequities in women's cancer screening and inpatient care utilization, and trends and inequalities in the incidence of catastrophic health expenditures.
