Abstract
Unclear roles and responsibilities and other factors related to organisational design, have been found to be some of the common barriers to providing good urban water services in developing countries. A comparative study commissioned by the World Bank in 2013 assessed how five well-performing water utilities located in different parts of the world aligned their organisational structures and management systems with their strategies and the operating environment. Lessons therefrom can be adapted for organisational (re)design of water utilities, for their improved performance, subject to enabling factors in the individual organisation's operating environment.

Publication The Challenge of Reducing Non-Revenue Water in Developing Countries--How the Private Sector Can Help : A Look at Performance-Based Service Contracting(World Bank, Washington, DC, 2006-12)This study explains that one of the major issues affecting water utilities in the developing world is the considerable difference between the amount of water put into the distribution system and the amount of water billed to consumers (also called "non-revenue water" [NRW]). High levels of NRW reflect huge volumes of water being lost through leaks, not being invoiced to customers, or both. It seriously affects the financial viability of water utilities through lost revenues and increased operational costs. In this report, a number of case studies, taken from some of the largest and most recent performance-based NRW contracts, are studied and discussed in terms of their technical and financial performance. Lessons learned from the case studies are analyzed, showing the potential benefits of NRW performance-based service contracting with the private sector. This paper was prepared as part of a Public-Private Infrastructure Advisory Facility (PPIAF)-financed study to investigate opportunities for the use of the private sector to assist water utilities in developing countries in reducing non-revenue water. This study indicates that the private sector help ailing public sector utilities in developing countries reduce NRW even though the performance- based service contracting approach described should not be seen as a substitute for overall sector reform. The case studies, while limited in number, provide examples of both good ideas and those to be avoided-but hopefully enough to help a utility and its consultants devise better cost-effective contractual arrangements suited to their conditions.Publication Evaluating the Institutional Sustainability of an Urban Water Utility : A Conceptual Framework and Research Directions(Elsevier, 2013-12)Institutional sustainability (IS) is critical to translating infrastructure investments into actual service delivery. This paper examines IS for urban water utilities, and how its progress could be tracked. Common conceptualisations of IS in extant literature were found inadequate from an evaluation stand point. We conceptualize IS as a capacity rather than a financial issue, and, consistent with a process-based approach, we propose a new evaluation tool – the water utility maturity (WUM) model – which is flexible and considers different levels of IS. Municipal wastewater treatment was almost nonexistent. Public utilities were inefficient. Prices for water were unsustainably low. Since then, large investments have been made in water supply and wastewater infrastructure, and tariffs for water and wastewater have increased. China's national ministries and agencies have issued directives on water pricing, utility regulation, wastewater treatment, private sector participation, and other reforms. Chinese and international companies are now active in the sector. However, many complex financial, institutional, and technical challenges lie ahead. China's water supplies are limited, its rivers are among the most polluted in the world, and its coastal waters are on the brink of ecological collapse.Publication Public-Private Partnerships for Urban Water Utilities : A Review of Experiences in Developing Countries(World Bank, 2009-02-01)This study provides objective information and analysis on the performance of public-private partnerships (PPP) projects in urban water supply and sanitation in developing countries. It reviews the spread of urban water PPP projects during the past 15 years, and assesses whether and how they have helped to improve services and expand access for the populations concerned. The study uses a structured framework to assess the performance of more than 65 large water PPP projects that have been in place for at least five years (three years in the case of management contracts) and that provide services to a combined population of almost 100 million. By population size, this sample represents close to 80 percent of the water PPP projects that were awarded before 2003 and have been active for at least three years. The analysis focuses on the actual impact of these projects for the concerned populations, that is, the net improvements achieved under these partnerships. Chapter two summarizes the historical development of water PPPs in developing countries, reviewing the current state of the market, the rate of contract cancellations, and the evolution of the industry. Chapter three reviews the performance of PPP projects in terms of access, service quality, operational efficiency, and tariffs. Chapter four draws conclusions and lessons on how to make public-private partnership a more viable and sustainable option for improving water supply and sanitation (WSS) services in the developing world.

Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication The Container Port Performance Index 2023(Washington, DC: World Bank, 2024-07-18)The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.
