Abstract
Since the implementation of decentralization in 2001, district governments have been getting increased responsibilities to provide education services to the citizen. Basic and secondary education management authority has been fully transferred from the central to the provincial and district government. District education expenditure has grown rapidly both in terms of level and as a share of national education expenditure. The amount of district education expenditure has increased from Rp. 26 trillion in 2001 to 52 trillion in 2006 and they constitute 50 percent of the total national education public expenditures in 2006. This review of district education expenditures is one of the outputs of a larger set of analytical and design activities that will prepare the ground for System Improvement through Sector Wide Approaches (SISWA) Program in basic education. In 2006, 56 percent of education expenditure was spent at the sub-national level. District governments are the main spenders, accounting for 51 percent of total spending, while provincial governments account for just over 5 percent. These shares of total education spending demonstrate the trend in education service delivery, with district government shares being relatively high compared with the central government. District education expenditure has increased since decentralization. However, the budget share of district education spending has been decreasing. This decreasing trend, particularly since 2005, may have been influenced by BOS (school operational assistance) transfers from the central government. Net enrollment rates (NERs) at the primary school level in most of the visited districts are close to universal, except in some remote districts in Papua. Districts with high NERs at the primary level also tend to have high NERs at the junior secondary level. Differences in NERs at the primary and junior secondary levels are more significant in kabupaten (district) than kota (city) areas. This situation suggests a higher transition rate from primary to secondary schools in urban than rural districts.

Publication Managing Resources to Build Back and Create a Better Future for Nias : Nias Public Expenditure Analysis(Washington, DC, 2007-07)Already one of the poorest regions in Indonesia, the island of Nias was badly affected by the twin disasters of the 26 December 2004 tsunami and a devastating earthquake that struck three months later, on 28 March 2005. Now, more than two years after the disasters and despite the significant progress that has undoubtedly been made, some troubling trends are starting to emerge, of which this report takes stock. In particular, funds are not being disbursed at the desired pace as the reconstruction effort faces enormous implementation challenges. The allocation of significant resources for reconstruction, as well as the decentralization process, entails both opportunities and challenges for the development of Nias. This report assists in making use of those opportunities and overcoming the challenges by informing the planning and budgeting process of the two district governments in Nias, and analyzing constraints in public financial management in both districts, as well as identifying key gaps in the reconstruction process.Publication Service Delivery and Financial Management in a New Province : Gorontalo Public Expenditure Analysis 2008(Washington, DC, 2008-03)As one of Indonesia's recently established provinces, 2001 Gorontalo has faced numerous challenges, the most daunting being one of the country's highest levels of poverty. Gorontalo's sub-national governments shoulder a heavy responsibility in ensuring the rapid development of the region, alleviating poverty and improving the provision of basic public services especially in education and health and making sure those services reach the poorest and most vulnerable groups. In performing these crucial tasks, the success of sub-national governments depends to a large degree on three factors: the ability of sub-national governments to define and then translate their visions for development into effective development plans; the existing capacity of the government bureaucracy; and the availability of budgetary resources. A clear and well-articulated vision is needed to guide regional development, one that should serve to synergize the efforts of multiple stakeholders to make full use of the latent potential that exists in Gorontalo. Moreover, for a region with limited resources such as Gorontalo, strong leadership is needed to encourage the people to make the best possible use of those resources in providing a better future to all levels of society. This report can benefit the provincial and district governments of Gorontalo, as well as other regional governments, in serving as a reference tool for reform efforts in regional public financial management and regional development planning. Ultimately, this report can contribute towards better management of regional public finances and government bureaucracy, leading to new standards in effective entrepreneurial government.Publication Managing Resources for Better Outcomes in a Special Autonomy Region : Aceh Public Expenditure Analysis Update 2008(World Bank, Washington, DC, 2008-11)This public expenditure analysis for Aceh in 2008 states that the Government of Aceh has received a Special Autonomy Fund to give greater opportunities to build infrastructure and public services and promote economic development. Budget allocation for the provincial government and district went to the main sectors such as infrastructure, health and agriculture. Indicators of social output also show the improvement in the provision of public services. However, major challenges still remain. For one thing, progress in social outcomes in many cases was still below the national average. Furthermore, provincial governments and districts still can not confirm the budget in accordance with the schedule set by the regulations, or spend the budget fully in each budget year. In addition, several important issues related to the implementation of special autonomy funds are still to be defined clearly. In line with this, this report sets out the challenges and obstacles faced by the provincial government and districts in dealing with the allocation of the budget and financial management in Aceh. This report also provides recommendations to help resolve these challenges, by giving attention to special autonomy in the management of the Special Fund and the regional budget and validation process in Aceh.Publication Southeast Sulawesi Public Expenditure Analysis 2012(World Bank, Jakarta, 2012-10)Southeast Sulawesi is one of Indonesia's developing provinces and over the past five years has achieved one of the country's highest growth rates. In 2010, Southeast Sulawesi's economy grew at 8.2percent the third fastest in Indonesia. The poverty rate has declined significantly in the past 10 years and the unemployment rate is one the lowest in Indonesia. Per capita expenditure in Southeast Sulawesi has increased nine-fold compared to pre decentralization rates Southeast Sulawesi's consolidated per capita expenditure now falls in the top 10 in Indonesia. However, Southeast Sulawesi is still facing a range of challenges. The Human Development Index (HDI) has continued to lag at 25th in Indonesia over the past five years. Although regional Gross Domestic Product (GDP) has grown rapidly, in real per capita terms it is still far below the national provincial average. Southeast Sulawesi' poverty rate also remains above the national average. It will be important for the high and growing rate of per capita expenditure to be matched with improvements in public financial management capacity within the local government. In the context of overcoming these challenges and capitalizing on expanding opportunities, the local governments in Southeast Sulawesi and in particular the provincial government need to work harder to make the most of its budgetary resources. The development agenda and programs must be sharpened and budget allocations must be optimized to achieve development targets, especially in the strategic sectors of education, health, infrastructure and agriculture. This report contains findings and recommendations intended to support sub national governments in Southeast Sulawesi province to enhance their public financial management performance; improve the quality of evidence based planning and budgeting; and accelerate the achievement of existing development targets.Publication Liberia - 2008 Public Expenditure Management and Financial Accountability Review(World Bank, 2009-06-01)The 2008 Public Expenditure Management and Financial Accountability Review (PEMFAR) assess Liberia's public expenditure performance along four main dimensions: macroeconomic, institutional, allocations between sectors, and allocations within key sectors. At the macroeconomic level, it describes the external economic constraints and opportunities that will drive growth and revenue mobilization over the medium term and determine the likely fiscal envelope (chapter one). It next reviews the institutional structures that guide and ensure appropriate resource allocation and assesses the strength and weaknesses of the current systems using a standardized public expenditure and financial accountability scoring system (chapter two). It then assesses how public expenditure has been allocated between sectors and priorities (chapter three). It lastly reviews the allocation of resources within two priority sectors, health and education (chapter four).

Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.
