Abstract
The polish tertiary education report was undertaken by the World Bank and the European Investment Bank in consultation with the Ministry of National Education and Sports of Poland (MoNES). The modernization of higher education and other tertiary education services has become an increasing focus of public concern in Poland. A major purpose of the report is to discuss important issues in Polish tertiary education and to focus on policies to improve the quality and accessibility of educational services. Section one of this report summarizes the key trends in the development of tertiary education in Poland since the beginning of the 1990s, including the evolving legal framework and the principal outcomes of a decade of reform. Section two focuses on the major outstanding issues today with respect to the financing of tertiary education, quality assurance, linkages to science and research, and the business community together with the need for Poland to build capacity for, and implement, a comprehensive lifelong learning system. Section three presents some promising policy options and suggests specific reform measures for consideration by policy makers in Poland.

    Legal Frameworks for Tertiary Education in Sub-Saharan Africa : The Quest for Institutional Responsiveness

    Prospects for future economic growth in Sub-Saharan Africa will depend in significant measure on the continent's capacity to cultivate the higher order skills and expertise needed to acquire knowledge and utilize it to advance economic and social development. Recognition of this reality is leading policy makers and politicians across the region to renew their attention to the role that tertiary education can play in undergirding knowledge-based strategies for growth and competitiveness. As this awareness has grown, fuller understanding of the relationship between human capital formation and economic growth, the types of tertiary education policies that can nurture this relationship, and the national-level conditions that shape the possibilities for success in these endeavors has been pursued by the World Bank through a series of analytical studies. This analytical work culminated in 2008 with the completion of the region's flagship report entitled accelerating catch-up: tertiary education for growth in Sub-Saharan Africa. This report examined the human resource implications of more knowledge-intensive strategies for growth in Africa within the context of globalize competition and argued the need for more conscious management of education policies in order to align education sector outputs, especially postsecondary graduates and research, with national strategies for economic growth and poverty alleviation. In doing so, the report issued a clear call for more autonomous, flexible, and responsive institutions of tertiary education capable of adjusting their missions and programs to fast-paced changes in the technologies, economic relations, and trade regimes that can spell the difference between a nation's competitiveness and stagnation within the global economic arena. It also highlighted the critical role of governance arrangements at the level of tertiary education systems as well as individual tertiary institutions in determining capabilities for flexibility and responsiveness that enable timely adaptation to change.

    Benchmarking the Governance of Tertiary Education Systems

    This paper presents a benchmarking approach for analyzing and comparing governance in tertiary education as a critical determinant of system and institutional performance. This methodology is tested through a pilot survey in East Asia and Central America. The paper is structured in the following way: (i) the first part highlights the link between good governance practices and the performance of tertiary institutions (ii) the second part introduces the analytical approach underpinning the governance dimensions of the benchmarking tool and the specific indicators that could be used to develop relevant governance databases; (iii) the third and final part presents the results of two pilot surveys carried out by the World Bank in the East Asia and Central America regions in relation to the governance of the tertiary education systems and institutions of the countries concerned.

    Cross-border Tertiary Education : A Way towards Capacity Development

    This report emphasizes that cross-border tertiary education refers to the movement of people, programs, providers, curricula, projects, research and services in tertiary (or higher) education across national jurisdictional borders. Cross-border education is a subset of educational internationalization and can be part of development cooperation projects, academic exchange programs and commercial initiatives. The focus of this volume is on the mobility of students, programs and providers/institutions. Student mobility remains relatively small, but has grown at an unprecedented pace in the past decade. The study concludes that cross-border tertiary education can be a helpful capacity development tool that countries and donor countries and agencies should consider in their development strategies. Finally, with the growth of trade in education services and the inclusion of the sector in the General Agreement on Trade in Services (GATS), countries and their education community should develop a better technical understanding of trade agreements. These agreements can be a tool in their capacity-building strategy, but the consequences and uncertainties of making certain commitments should be well understood. Whatever development strategy they chose, countries should consider whether cross-border tertiary education should be part of it, and if yes, how.

    SABER - Tertiary Education Governance : Data Collection and Assessment Tool on Governance in Tertiary Education

    Systems Assessment for Better Education Results (SABER) is designed to assess existing education policies of participating countries in order to enable comparisons between them and learning of best practices. The purpose of this background paper is to present SABER-Tertiary Education Governance, a tool for facilitating comparisons of both system-wide policies and practical implementation of these policies at the institution-level across and within countries in the tertiary education sector. This paper was prepared as a background papers for SABER Tertiary Education, one of the domains in the SABER initiative at the World Bank, itself launched within the context of the Bank s new education strategy 2020 which sets the goal of Learning for All. Among the factors influencing tertiary education performance, recent research has identified governance as a key determinant. A good governance structure and favorable regulatory conditions can promote innovative behavior among tertiary education institutions, enable the development of strong quality assurance systems, and facilitate the design of effective financing mechanisms. This tool aims to assess tertiary education policy according to eight policy goals.

    Internationalization of Higher Education in MENA : Policy Issues Associated with Skills Formation and Mobility

    This policy issues note is focused on internationalization of higher education and the linkages and implications that internationalization has for skills mobility. Internationalization is one of the most important developments that globalization has brought to higher education worldwide. In the Middle East and North Africa (MENA) region, it has turned into quite a complex undertaking. The Arab Spring has made it clear that young people in MENA are asking for more and better opportunities: to study and work; to move about the world; and to learn and to create new knowledge and enterprises. Higher education, migration, and labor mobility are key policy areas as MENA nations address the need for a strong skills base to underpin the economic and social development of the regions disparate economies. All three policy areas share an interest in the development, recognition, and application of educational qualifications, in the quality of education and training, and in the ability of people to acquire, provide, and use education for their own well-being and for their nation's benefit. This note is intended to be the base document for a policy dialogue integrating the three issues associated with the development of human capital: higher education, migration, and labor mobility. This note seeks to introduce a systematic policy discussion about the internationalization of higher education to help MENA countries improve the quality and relevance of their higher education systems, open opportunities for better skills development, and improve high-skilled labor migration. There are important interactions among the formation of skills and competencies, the acquisition of credentials and qualifications, and where and how those skills are applied. These include the quality of education, the ease with which credentials are recognized in different countries, the role of international partners, and the incentives to study and work in the region and elsewhere. This note will explore how a regional approach to accreditation and recognition of qualifications could bring benefits and understanding of the complex interactions among student mobility, domestic higher education, and the economic and social development priorities of MENA countries. It will also provide evidence on the importance of setting goals for intra-regional student mobility and for student and faculty flows into the region through accreditation, student and faculty exchange, hiring incentives, and research infrastructure including competitive research grants. Finally, the note will demonstrate the need for a clear policy on the 'export of educational services.'

    Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth

    Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
