Abstract
This report examines Madagascar’s public agricultural expenditure from 2013 to 2022 and incorporates recent policy changes as of mid-2024. Its findings and recommendations aim to help the government allocate scarce public resources more effectively for better targeting and outcomes. The study consists of two main components: an analysis of public agricultural expenditures and an assessment of price incentives for selected commodities, which may either reinforce or counteract the intended effects of budget allocations. The methodologies follow the Comprehensive Africa Agriculture Development Program (CAADP) for expenditure analysis and the Food and Agriculture Organization (FAO) Monitoring and Analyzing Food and Agricultural Policies Program (MAFAP) for price incentive analysis. Expenditure data were sourced from the Ministry of Economy and Finance (MEF), while price data were gathered from multiple sources. The team faced several constraints during data collection, which limited the analysis, particularly in assessing the effectiveness and efficiency of expenditures.

Publication Basic Agricultural Public Expenditure Diagnostic Review : Ghana's Ministry of Food and Agriculture(Washington, DC, 2013-04)Ghana, like many other African countries, had made a commitment in 2003 to allocate at least ten percent of their national budgetary resources to develop the agricultural sector by 2008, following the adoption of the Comprehensive African Agriculture Development Programme (CAADP), with an aim towards realizing food security and poverty reduction. This Agriculture Public Expenditure Review (AgPER) for Ghana analyzes data on public spending from both government and donor sources to assess: 1) the alignment between expenditure patterns within the agricultural sector and stated policy priorities; and 2) the effectiveness of public spending by comparing spending against results. The AgPER's focus is on the sectors of agriculture, including crops, fisheries, and forestry, in line with the New Partnership for African Development's (NEPAD) definition of the sectors of focus. The Cameroon government assigns a crucial role to agriculture in stimulating growth, combating poverty, and job creation. The objectives of the Basic Agricultural Public Expenditure Diagnostic Review in Cameroon are as follows: a) to learn from past experience of budget implementation in the agricultural sector, identify bottlenecks, inefficiencies, and deviations from the stated goals, and recommend remedial measures for existing and future programs, with the intention of improving their impact and making them more efficient and equitable; b) to initiate the creation of databases and formulate the required methodology to conduct regular comparable reviews, thereby contributing towards the institutionalization of the process. This database should facilitate the analysis of factors affecting the growth of agriculture on a macroeconomic scale within the framework of a computable general equilibrium model soon to be established. This model will analyze the role of relative prices, public expenditure, and exchange rates on the growth in the sector; c) to assist the government in fostering an environment and management skills focused on results with special emphasis on improving planning, implementation, and budget analysis; and d) to improve awareness of the absorptive capacities of the sector by the government and its development partners to help decide how to increase the financial resources dedicated to agricultural development.Publication Burundi Public Expenditure Review : Strengthening Fiscal Resilience to Promote Government Effectiveness(Washington, DC, 2013-12-02)This public expenditure review is prepared by the World Bank, in close collaboration with the government of Burundi. This document highlights the significant progress made by Burundi in the recent past. The most notable recent achievement has been the improvement of indicators in the sectors of health, education and gender. In spite of such progress however, it is observed that economic growth remains weak and gross domestic product (GDP) rates are below expectations. Burundi is therefore vulnerable to different sources of shocks, especially external as a result of increasing prices of imported food and fuel, the price volatility of tea and coffee exports, climate change, and declining aid transfers. The main objective of the public expenditure review is to assist the government in its efforts to escape fragility by focusing on two important and complementary themes: 1) creating adequate fiscal space to reduce the impact of future shocks; and 2) using the available fiscal space to improve public expenditure management and promote government effectiveness.
