Abstract
The study comprises two volumes on the use of public resources to provide educational services in Brazilian municipalities, by which the policy report (volume 1) presents recommendations, based on the research report (volume 2). This research outlines the policy context, objectives, and methodology practiced, to then focus on the extent to which municipalities benefited from efforts designed to provide additional resources for education. A description, and analysis of the patterns of change in the availability of resources, documents the substantial redirection in resources from State governments to Municipal governments that took place during 1996-02, and likewise, from prosperous municipalities, to relatively less prosperous ones, while discussions, and analyses on the composition of expenditures explore issues on the municipal management of such resources, in particular, on specific issues regarding teachers as related to municipal management of resources. The econometric analysis of the educational impact of additional resources, and the management shift of resources from States to Municipalities, shows the educational impact as measured in terms of changes in indicators of internal efficiency of municipal education systems. Policy conclusions suggest efforts should build on the success of previous reforms, by extending the results of successful municipalities to lesser performing ones, with a focus on educational quality, and supported by federal programs that provide financial incentives, and technical assistance.

Publication Decentralized Service Delivery for the Poor : Volume 2, Background Papers(Washington, DC, 2006-08)This report on the decentralized service delivery for the poor is structured in two volumes. Volume one is a cross-sectoral report, the core report. The first part includes the program and performance overview which describes the programs (including their poverty goals) and their process of decentralization, the overview of expenditures, the access of the poor to these services, and the evidence on the quality of services. The second part of the core report is on the institutional dimensions of decentralized service delivery which includes the World Development Report (WDR) 2004-type framework of accountability, adapted to the situation in Mexico. Volume two contains the sectoral pieces. For this report-the third phase of a programmatic series of studies on poverty in Mexico-Mexico's social cabinet requested that the Bank analyze service delivery of a specific list of programs that are essential to the government's development strategy in the context of decentralization. The elements of the government's strategy considered here-basic education, health care for the population without social security coverage, local social infrastructure, and local rural development-all aim directly or indirectly to reduce poverty. Both social and economic services shape the opportunities of poor people. Social services contribute to human capital formation and risk management, while economic services shape access to markets. The analysis presented in this report does not pretend to be exhaustive of decentralized service delivery for the poor. Important areas for future research include the following: (i) analysis of the compliance of the law or of the detail regulations in programs; (ii) systematic comparisons of state interventions in the sectors analyzed in this report; (iii) analysis of the implications and requirements to implement per capita funding in health and education, and freedom to choose providers; and (iv) systematic compilation of information at the state and municipal level on the performance of the programs.Publication Learning Outcomes in Thailand : What Can We Learn from International Assessments?(World Bank, 2012-01-01)Education quality is crucial to Thailand's future economic success. While lower-income countries in East Asia are experiencing a bulge in their youth population, Thailand's youth labor force is expected to decline by 10 percent over the next decade. As a result, the labor-intensive comparative advantage that contributed significantly to Thailand's past economic performance will diminish. This means that it is essential for Thailand to develop the human capital of its declining young work force to ensure the country's future competitiveness and economic growth. Education is a significant component of human capital development, the economic benefits of which are firmly established in the policy literature to have a positive effect on economic growth. However, the success or failure of education in terms of increasing productivity and growth depends crucially on its quality. Thailand has participated in two international student assessments to measure the quality of education: Organization for Economic Co-operation and Development (OECD's) Program for International Student Assessment (PISA) and the IEA's Trends in Mathematics and Science Study (TIMSS). This study also supports policy dialogue on improving accountability mechanisms for publically funded private schools. The above findings reveal that public schools outperform private schools even though private schools receive public funding. The implication is that the accountability mechanism for private schools that receive public funding needs to be improved in order to ensure that private schools are providing high quality services. There are several international examples of strong accountability mechanisms for publically funded private schools. One example is the voucher scheme used in the Netherlands. This provides schools with equal funding per student with which schools have considerable freedom on how to use this funding; however, they must meet specific performance requirements.Publication A Review of the Bulgaria School Autonomy Reforms(Washington, DC, 2010-06-25)The sweeping decentralization reform of the education system introduced by the Government in 2007 to promote greater school autonomy and more efficient spending produced impressive efficiency gains and set the foundation for better adjustment to local needs. Despite initial successes, lingering concerns remain about the accountability of schools to the local community. Thus, as a part of a continued engagement with the Government of Bulgaria, this study records the achievements of the reforms and highlights outstanding challenges. Its aim is to assess progress in the functioning of the model of delegated financing and governance in the education sector. The study aims to identify where the model could be strengthened to further improve the achievement of the objectives of the reform. The study focuses on four questions: (1) To what extent are the reforms leading to a more efficient system? (2) Is there any evidence that the quality of education had been impacted by these reforms? (3) What is the equity impact of the school closures? (4) How are accountability mechanisms affecting the role of the major stakeholders?Publication India : Education Sector Development in the 1990s, A Country Assistance Evaluation(World Bank, Washington, DC, 2002)World Bank lending in education has taken place through a unique working relationship in line with India's principle of self-sufficiency and domestic development. Until the late 1980s, the government of India strongly resisted external funding for education programs. Subsequently, the goal of universal elementary education resulted in demand for additional resources, leading the department of education (DOE) to review its policy on external funding in education. The Bank's continued efforts towards a dialogue with DOE aimed at confidence building also contributed to this change in policy. Since 1980, the Bank s investments in education in India have grown from an almost negligible amount to 2 billion dollars. The Bank has approved four vocational and technical education and training (TVET) projects and six basic education projects. Overall, their capacity increased more than 50 percent, by roughly 100,000 student places, and expansion often exceeded targets. The operations evaluation department (OED) has rated project performance as satisfactory or highly satisfactory, though substantial improvements are still needed in industry linkages, quality of trainers, and academic flexibility.Publication Private Education Provision and Public Finance : The Netherlands(World Bank, Washington, DC, 2010-01)One of the key features of the Dutch education system is freedom of education -- freedom to establish schools and organize teaching. Almost 70 percent of schools in the Netherlands are administered by private school boards, and all schools are government funded equally. This allows school choice. Using an instrument to identify school choice, it is shown that the Dutch system promotes academic performance. The instrumental variables results show that private school attendance is associated with higher test scores. Private school size effects in math, reading, and science achievement are 0.17, 0.28, and 0.18.

Publication Evaluation of the World Bank Assistance to Primary Education in Mali(Washington, DC : World Bank, 2007)This case study examines the impact of World Bank assistance to the education sector in Mali from 1990-2005. It also examines the ways in which government, donors, non-governmental organizations (NGOs), and civil society have responded to the enormous challenges in the sector, and suggests a variety of ways in which the support from all actors, and particularly the Bank, can be improved.Publication Brazil Teachers(World Bank, Washington, DC, 2016-12-31)Evidence on the impacts of many teacher policies remains insufficient and scattered, and the impact of many reforms depends on specific design features. In addition, teacher policies can have very different impacts, depending on the context and other education policies already in place. Systems approach for better education results (SABER) - teachers is a tool that aims to help fill the gap by collecting, analyzing, synthesizing, and disseminating comprehensive information on teacher policies in primary and secondary education systems around the world. To offer informed policy guidance, SABER-teachers analyzes the information collected to assess the extent to which the teacher policies of an education system are aligned with policies shown by research evidence to have a positive effect on student achievement. SABER-teachers collects data on ten core teacher policy areas to offer a comprehensive, descriptive overview of the teacher policies in place in each participating education system. The eight teacher policy goals are functions that all high-performing education systems fulfill to a certain extent to ensure that every classroom has a motivated, supported, and competent teacher. This report presents the results of the SABER-Teachers tool as applied in Brazil. The report describes the performance of Brazil’s education system in achieving each of the eight teacher policy goals. It also contains comparative information from education systems that have consistently scored highly on international student achievement tests and those that have previously participated in the SABER-Teachers initiative.Publication Education, Skills, and Labor Market Outcomes(World Bank, Washington, DC, 2016-05)In recent years, skills development has become a priority among developed and developing countries alike. The World Bank Group, in its quest to end extreme poverty and promote shared prosperity, has joined efforts with countries and multilateral development partners to ensure that individuals have access to quality education and training opportunities and that employers can find the skills they need to operate. The skills towards employability and productivity (STEP) skills measurement program is part of the World Bank’s portfolio of analytical products on skills. The STEP program consists of two survey instruments that collect information on the supply and demand for skills in urban areas: a household survey and an employer survey. STEP has been implemented in waves, the first surveys being implemented in seven countries in 2012 (Bolivia, Colombia, Ghana, Lao Peoples Democratic Republic (PDR), Ukraine, Vietnam, and the Yunnan Province in China), and the second in five countries in 2013 (Armenia, Azerbaijan, Georgia, Kenya, and Macedonia, Former Yugoslav Republic of (FYR)). The data presented in this publication correspond to these countries. It illustrates the similarities and differences among groups that have completed different education levels on a wide range of issues and outcomes. Section one analyzes the trajectory of skills acquisition: participation in early childhood education programs, educational attainment by gender, and participation in training and apprenticeship programs. Section two explores background conditions associated with educational attainment, including the socioeconomic status of survey respondents at age 15, the educational attainment of their parents, their households’ asset levels, their health (as expressed by the presence of chronic illness), and their overall satisfaction with life. Section three covers cognitive skills: writing, numeracy, and reading (which is also evaluated through a direct reading assessment). Section four covers job-relevant skills, which are task-specific and which respondents possess or use on the job; and section five covers socio-emotional skills, using established metrics to measure personality and behavior. Section six covers the status of survey respondents in the labor market: whether they are employed, unemployed, or inactive.Publication What Matters Most for Student Assessment Systems : A Framework Paper(World Bank, Washington, DC, 2012-04)The purpose of this paper is to provide an overview of what matters most for building a more effective student assessment system. The focus is on systems for assessing student learning and achievement at the primary and secondary levels. The paper extracts principles and guidelines from countries' experiences, professional testing standards, and the current research base. The goal is to provide national policy makers, education ministry officials, development organization staff, and other stakeholders with a framework and key indicators for diagnosis, discussion, and consensus building around how to construct a sound and sustainable student assessment system that will support improved education quality and learning for all.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
