Abstract
A Public Expenditure Review (PER) update was conducted in 2006 which highlighted: (i) the large and increasing weight of non-discretionary expenditures in the total budget; (ii) the importance of improving coordination among the various planning instruments; (iii) the need to strengthen public finance management; (iv) the fiscal risks that emerge from the energy sector; and (v) the need to further progress with the pension reform. During 2006-07 the Government implemented several of the 2006 PER update recommendations. Building on the findings of the 2006 PER update, in mid 2007 the Government and the World Bank decided to prepare jointly an updated PER that would inform the preparation of the second Growth and Poverty Reduction Strategy Paper (GPRSP-2) and the Country Assistance Strategy (CAS). The objectives of the PER were to: (i) examine recent macro and fiscal developments (chapter one and two); (ii) provide an update of the strengths and shortcomings of the public finance management system, the recent reforms implemented in this area and the new emerging challenges (chapter three); (iii) conduct an analysis of the fiscal decentralization issues, with particular emphasis on the municipalities' resources, expenditures, budget processes, capacity and systems, and accountability to the citizens (chapter four); and (iv) examine public expenditure issues in infrastructure, focusing on issues of adequacy, allocation and efficiency of spending in electricity, water, roads, air transportation, and ports (chapter five).

    Zimbabwe Public Investment Management Efficiency Review

    The Public Investment Management (PIM) efficiency review is intended to support the Government of Zimbabwe, and in particular the Ministry of Finance, in its efforts to strengthen the efficiency of the public investment system, with the goal of improving the creation, operation and maintenance of public sector capital assets that support service delivery and economic growth. The problems of public investment management are not merely financial but systemic. Budget execution deficit remains a major bottleneck. Due to large backlogs across sectors, capital budget allocation has prioritized completion and rehabilitation of on-going and stalled projects and programs. Currently, public investment projects are mainly financed by the national budget. Regulatory frameworks for public-private partnerships are in place, but sluggish recovery from the private sector has not made it a notable source of financing for capital projects. Foreign loans and grants, and humanitarian aid from donors are not channeled through the official budget. This report is intended to provide the basis for a follow-on discussion with government on possible options and approaches to addressing the identified problems, focusing on those which are the most critical to Zimbabwe's economic recovery and long term development. It is complementary to the action plan, also developed by the team for consideration by the Government of Zimbabwe, which suggests a list of reform actions over the immediate to medium-term to strengthen the regulatory framework and build capacity across central and implementing agencies. The objective of the policy note is to support the Government of Zimbabwe to strengthen the efficiency of PIM system, with an ultimate goal of contributing to improved governance, service delivery, and economic growth. The study will inform a reform and capacity strengthening action plan with the Government as well as subsequent Bank's proposed technical assistance program to strengthen the PIM.

    Zambia - Public Expenditure Review : Public Expenditure, Growth and Poverty - A Synthesis

    At the heart of the growth problem, the persistence of poverty, and issues of policy reform in Zambia is the public sector reform program. The best practice in public sector reform identifies three areas in which governments can improve their performance and their impact on the economy and poor: 1) macroeconomic discipline (the satabilization problem); 2) strategic priority setting (the allocation problem); and 3) efficient public-service delivery (the execution problem). Zambia's problem appears to be in all three areas. In particular, the aggregate performance, allocation, and execution of the budget are vital to the success of Zambia's public sector reform program. All three areas, particularly the allocation and execution issues, as they apply to public expenditure are the subject matter of the present public expenditure review (PER).

    Republic of Congo : Enhancing Efficiency in Education and Health Public Spending for Improved Quality Service Delivery for All

    The development of a wealthier, literate, and healthy society is a fundamental goal of Congo's national development plan (NDP) 2012-16 and poverty reduction strategy paper (PRSP) 2012-16. Appropriate funding allocations and efficient use of funds in education and health are fundamental for the development of the sectors. This public expenditure review (PER) of the Congolese education and health sectors aims at providing inputs to improve efficiency and equity in spending in these sectors. It takes into account the following findings of the macro PER: (i) spending on the social sectors is still low although it has increased over time; (ii) the fiscal space generated by the increased oil revenues has largely boosted investment expenditure; and (iii) budget execution is low which contributes to lower the real level of public spending. The PER is divided in two main parts. Part I, constitutes an overview of the two sector reports. Thus, it presents a brief analysis of the context of the country, a summary of findings of the education and health PER, a discussion on cross-cutting themes on spending in the two sectors, and a summary of recommendations. Part II includes the education and health PER.

    Public Expenditure Review 1999 : Improving Education through Increased, Efficient, and Effective Utilization of Resources

    The Governemnt of Ghana has been preparing public expenditure reviews annually since 1993, by adopting relevant thematic areas to highlight important issues of public expenditure management in Ghana. These reviews have indicated lapses in the mechanism through which public expenditures were made and also provided the basis for assessment of expenditure priorities of government. Since education is the largest spending sector of the economy, the 1999 public expenditure review is focused on improving the quality of education through increased efficient and effective use of resources. Under Ghana vision 2020, improving access to quality education in the country has been identified as one of the focal points for government to achieve its aim of ensuring efficient education in the country. Education and training are thus being structured to meet the current manpower needs of the country as well as satisfy the intellectual and skill requirement of a technology-based growing economy.

    Jobs for a Livable Planet

    The global transition to clean energy must accelerate if global warming is to be limited to 1.5°C and the effects of climate change mitigated. For the energy sector, the transition involves replacing fossil fuels with clean sources of energy and electrifying traditionally unelectrified areas (such as transport, heating, and industrial processes) while working toward universal access to clean energy services. Disruptive changes in production and consumption in the economy will result from phasing out traditional fossil-fuel industries and promoting sustainable energy technologies. To bring evidence to bear on this issue, the World Bank’s Energy Sector Management Assistance Program (ESMAP) implemented a program of analytical work from 2020 to 2023. Entitled “Estimating the Job Creation Potential of the Clean Energy Transition,” it assessed the job creation potential of the clean energy transition in low- and middle-income countries. In view of the limited applicability of the literature to the energy transition for developing economies and data constraints that preclude an ex post analysis, a computable general equilibrium model was developed to simulate, ex ante, the economywide employment impacts of clean energy interventions characterizing the energy transition in a sample of strategically important Sub-Saharan African countries. While modeling can indicate likely high-level outcomes, it sheds little light on the mechanisms by which clean energy projects create jobs, which is important for policy design. Modeling also abstracts from spatial, temporal, and skills frictions that arise in real labor markets. Therefore, to complement the modeling and understand how clean energy interventions create jobs in developing countries and also characterize the jobs created, detailed case studies of selected World Bank–supported clean energy projects were carried out, supplemented by deep dives into jobs created by productive use of electricity in mini grids and insights on the labor transition options for workers of coal-fired power plants. The findings, conclusions, and recommendations of this program of analytical work are presented in this report.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Rethinking Caribbean Tourism

    This report assesses the current performance of tourism in the Caribbean1 and, in light of the new trends, identifies future pathways and policies for sustainable growth in three targeted segments. These segments were selected to include the traditional markets of cruise and all-inclusive resort accommodation as well as new opportunities in the high-value segment of adventure tourism. Cruise and all-inclusive resorts continue to be priorities for governments as they provide jobs, stimulate foreign direct investment (FDI), and generate the majority of regional demand (WTTC, 2022) (CTO, 2020). However, influence and market power in these segments have also created environmental and social risks and inhibited tourism diversification. Adventure tourism offers potential to add value and diversity to the rich endowment of natural and cultural assets and expand the value proposition and local economic impact of traditional markets. Additionally, it can create a new ecosystem of suppliers appealing to an entirely different market segment of high-spending tourists. Segment selection was based on analysis of current impacts, growth projections, and scales of environmental and social externalities that examined the importance and value of the segments to the Caribbean. It also integrated feedback from consultations with key stakeholders and alignment with national policies and trends.

    Fish to 2030

    Seafood sector can contribute to the global food supply in an important way, and provide an important source of animal protein. Based on observed regional trends in seafood production and consumption and using a global, partial-equilibrium, multi-market model, this study investigates what the global seafood market may look like in 2030. The model projects that the total fish supply will increase from 154 million tons in 2011 to 186 million tons in 2030, with aquaculture entirely responsible for the increase. The fastest aquaculture growth is expected for tilapia and shrimp, while the largest expansion is expected in India, Latin America and Caribbean and Southeast Asia. Fast-growing seafood demand in China and elsewhere represents a critical opportunity for global fisheries and aquaculture to improve their management and achieve sustainable seafood economy.

    Timor-Leste’s economy continued its recovery in 2022, expanding by 3.9 percent, fueled by public consumption and investment. Private investment rose from an exceptionally low level while net exports continued to be a drag on growth. Headline inflation soared in March 2023 at 9.6 percent, spurred by significant increases in food and non-food prices. High inflation is part of a global trend driven by prices of tradable goods. Within Timor-Leste, the government’s policy of enforcing higher excise taxes on tobacco products, implementing import taxes, and applying excises to sugar and sugary beverages, partially drove the inflationary trend. To advance a reform agenda, the new government may want to consider institutionalizing fiscal consolidation through robust fiscal rules. Both revenue mobilization and expenditure rationalization efforts should not only be maintained but also enhanced. Given that significant increases in public spending have had a limited impact on Timor-Leste’s medium-term economic growth, it is possible to sustain growth levels with a reduced budget.
