Abstract
As the author enter the second decade of the twenty-first century, governments, international organizations, nongovernmental organizations (NGOs), philanthropic organizations, and civil society groups worldwide are actively focusing on evidence-based policy and increased accountability to stakeholders (results agenda).The widespread implementation of the Results Agenda has generated a plethora of books, guides, academic papers, trainings, and case studies, which has enabled an ongoing maturation process in the field. Consequently, specialists are now better equipped to understand what works under which circumstances. Broadly speaking there are two interrelated questions which must be answered when assessing the sustainability of a government results agenda. First, is the institutional design and practice of government conducive to evidence-based policy making? Second, are the overarching monitoring and evaluation (M&E) methods and specific tools used appropriate for garnering the evidence demanded by government? These series of notes aim to make a small contribution to the latter question by summarizing and highlighting a selection of PM&E methods and the tools that governments and international organizations around the world have developed to put these into practice in their own contexts. The central goal of this initiative is to prompt a process of learning, reflection and action by providing practical information to those whose leadership role requires them to understand PM&E methods and their potential for enhancing evidence-based policy making.

Publication Integrating Qualitative Methods into Investment Climate Impact Evaluations(World Bank Group, Washington, DC, 2014-12)Incorporating qualitative methods into the evaluation of development programs has become increasingly popular in recent years, both for the distinctive insights such approaches can bring in their own right and because of their capacity to complement the strengths -- and where necessary correct some of the weaknesses -- of quantitative approaches. Some initial work deploying mixed methods has been undertaken in the assessment of investment climate reforms, but considerable room for expansion exists. This paper summarizes some of the key principles and practices underpinning mixed methods evaluations in development, highlight some notable examples of how such work has been conducted (and the particular contributions it has made), and offers some guidelines for those seeking to increase the sophistication and utility of qualitative methods in the evaluation of investment climate reforms.Publication Meta-Evaluation of IEG Evaluations (FY15-19)(Washington, DC: World Bank, 2022-02-14)IEG’s meta-evaluation serves as an input for the upcoming independent external review of its evaluations. The report focuses on aspects of credibility related to the rationale, focus, use of innovative methods, and various research design attributes as formulated in evaluation reports and their respective approach papers. Drawing on a set of 28 evaluations published from fiscal year 2015 to 2019, the meta-evaluation offers six major conclusions and suggestions based on a systematic review of evaluation scope, reliability, validity (including construct, internal, external, and data analysis validity), consistency, and the integration of innovative methods.Publication Developing a Trade Information Portal(Washington, DC, 2012-07)A number of countries have introduced or are considering the introduction of a trade information portal as a means of facilitating trade and increasing transparency. For World Trade Organization (WTO) members or countries in the process of acceding to the WTO, a trade information portal will assist in complying with new commitments currently being negotiated as part of the Doha Development Round. The negotiations aim to strengthen the provisions of Article X of General Agreement on Tariffs and Trade (GATT) which currently requires that all regulatory trade related information "shall be published promptly in such a manner as to enable governments and traders to become acquainted with them". In many developing nations, government agency specific websites may not exist and even when they do they are often incomplete, out of date, or the content may not cover the entire spectrum of information that a trader may wish to obtain to ensure compliance with import, export, or transit requirements. It is therefore desirable to create a single platform where all the information relating to trade from all the various agencies is aggregated under one roof and is readily available for searching and viewing. This guide discusses the issues and challenges that developing nations are likely to face when implementing a trade information portal and provides a checklist of practical guidelines for the steps that might be required in order to achieve effective implementation.Publication Analyzing the Effects of Policy Reforms on the Poor : An Evaluation of the Effectiveness of World Bank Support to Poverty and Social Impact Analyses(Washington, DC: World Bank, 2010)The current global financial and economic crises are likely to put enormous pressure on governments to respond with immediate measures and to undertake far-reaching reforms in the medium term, requiring a substantial increase in donor support. To protect the poor and enhance benefits to them, key policy reforms will need to be underpinned by systematic analysis of their expected poverty and social impacts. The World Bank's experience to date with the Poverty and Social Impact Analysis (PSIA) approach provides useful lessons for addressing these issues. Overall, implementation of the PSIA approach has had considerable limitations. There have been tensions between the various operational objectives assigned to PSIAs. The tensions concern inconsistencies between informing country and Bank policy decisions in a timely way and building country analytic capacity. PSIAs have had limited ownership by Bank staff and managers and have often not been effectively integrated into country assistance programs. Quality assurance, monitoring, and evaluation of the overall effectiveness of PSIAs have been weak. To improve PSIAs' effectiveness, this evaluation recommends that the Bank take measures to ensure that staff fully understands what the PSIA approach is and when to use it, clarify the operational objectives of each PSIA, and ensure that the approach and timeline adopted are aligned with those objectives. Quality assurance mechanisms should be strengthened to ensure that PSIAs are designed to achieve the intended effects.Publication Maldives : Electronic Government Procurement Readiness Assessment and Roadmap(Washington, DC, 2007-05)The assessment focuses on the degree of readiness of Government of The Maldives's (GoTM's) current public procurement environment for making a transition from traditional paper-based, manual methods of procurement transaction processing and communication to electronic government procurement (e-GP). The e-GP Assessment was discussed individually with informed respondents in the public and private sectors, who provided advice or comment on the degree of readiness of nine key components related to e-GP: government leadership, human resource planning, procurement planning and management, procurement policy, procurement legislation and regulation, Internet and electronic infrastructure, standards, private sector integration, and current e-GP systems and initiatives. The assessment found: adequate evidence that Internet and electronic infrastructure are in place and supported, little evidence that government leadership, planning and management, procurement regulation, standards, private sector integration, or e-GP systems are in place and being supported; no evidence that human resource planning, procurement legislation, or procurement policy were in place. This report outlines a strategy to make ready and implement electronic government procurement policies, infrastructure, and initiatives.

Publication The Political Economy of Targeted Safety Nets(World Bank, Washington, DC, 2005-01)To be successful, Social Safety Net (SSN) programs require three elements of policy design: technical correctness, administrative feasibility and political viability; yet the politically supportable aspect is often neglected. In this note, several features of political economy applicable to the choice, design, and implementation of safety net programs are discussed: modeling the electoral politics of targeting; the roles of attitudes and perceptions; centralized versus localized control; internal and organizational politics, and finally, politics and the different social objectives of safety ropes and safety nets. The note discusses the political viability of any SSN program, profoundly influenced by corruption and the perceptions of horizontal equity, process and administrative fairness, and effectiveness. Corruption subverts all three perceptions, and so is especially damaging to political support. Moreover, changes in the average poverty rate mask enormous "churning" as households move in and out of poverty. This volatility creates the demand not just for transfer programs to those whose incomes are chronically low (safety nets), but also for insurance-like programs that would pay off not only when income was absolutely low, but also when households experienced negative shocks (safety ropes). While safety "nets" seek to minimize income or expenditure poverty, the objective of safety "ropes" is to mitigate risk. If the targeting of social programs is judged exclusively on poverty or benefit incidence based on a cross sectional snapshot, then risk mitigation programs benefiting households who have suffered large shocks, but who are not "poor" may appear to have large "leakage" when in fact they are simply serving an alternative social objective. While a "safety net" program might be more popular, the more effectively it transfers from richer to poorer households, a "safety rope" program might cause little net redistribution, but be popular because it serves an important insurance function.Publication Assistive Technologies for Children with Disabilities in Inclusive and Special Schools in Indonesia(World Bank, Washington, DC, 2023-09-25)This empirical study of the Indonesian context aims to rigorously examine availability and usage of AT for children with disabilities. It reviews key challenges and support needed in both inclusive and special schools, focusing on teachers in primary and secondary education in Ministry of Education, Culture, Research and Technology (MoECRT). Key questions included: 1) What is the availability and use of AT for students with disabilities in schools in Indonesia? 2) In what ways can teachers, schools, and local and national stakeholders work together to promote equitable and quality learning through AT for children with disabilities? To answer these questions, this study employed a mixed method to enhance the validity and quality of evidence based analysis of AT for children with disabilities in Indonesia, including a national level teacher survey with over 2,000 teachers who participated voluntarily, focus group discussions with teachers, school principals and policy makers as well as an international review of practices on AT for children with disabilities to address the lack of previous studies in Indonesia.Publication The New Microfinance Handbook : A Financial Market System Perspective(Washington, DC: World Bank, 2013-02)The new microfinance handbook provides a primer on financial services for the poor. It is written for a wide audience, including practitioners, facilitators, policy makers, regulators, investors, and donors working to improve the financial system, but who are relatively new to the sector. It will also be useful for telecommunication companies and other support service providers, students and academics, and consultants and trainers. Although this book is in part an update of the original handbook, the growth of the sector and the complexity of the financial market system have led to a perspective much broader than the previous 'financial and institutional perspective.' As a result, additional chapters have been added to address issues more relevant than when the original handbook was written. To reflect this complexity, the author invited a number of experts to write many of the new chapters. In addition, given that this book does not go into as much detail as the previous book did, a list of key resources at the end of each chapter provides readers additional information on specific topics. Finally, although the title still uses the term microfinance, the book very much addresses the wider financial ecosystem, moving beyond the traditional meaning of microfinance to inclusive financial systems.Publication An Overview of Agricultural Pollution in Vietnam(World Bank, Washington, DC, 2017)Vietnamese agriculture has experienced remarkable growth over the past twenty years. Today, however, Vietnamese agriculture is edging toward the limits of a growth model rooted more in the intensification of production systems featuring heavy use of labor, chemicals, and natural resources than in efficiency or value addition gains. Agricultural growth is decelerating and Vietnam’s competitiveness as a provider of bulk, undifferentiated commodities is flagging as the agricultural sector faces rising competition for labor, land, and other resources. The environmental fallout from intensification has also begun to adversely impact productivity and the position of Vietnam’s commodities in international markets. If it is to fulfill its ambitions and remain a motor of economic development, Vietnam’s agriculture will need to start producing More from Less. In this regard, tackling agricultural pollution represents a key challenge for Vietnam. Pollution has started to take a toll on the sector’s own resource base, potentially impacting soil fertility and yields, the effectiveness of chemicals in combating pests and disease, farmer health and productivity, environmental health, and the safety of food. Growing evidence and public concern about pollution have led the Vietnamese government to adopt a new outlook and to take measures to address the problem. The research upon which this summary report is based represents the first attempt to assemble existing evidence on the nature and magnitude of agricultural pollution in Vietnam, looking across the livestock, aquaculture, and crops subsectors. It is also an attempt to shed light on the socioeconomic impacts and drivers of agricultural pollution, including the shortcomings of existing policies and programs to reign in the problem.Publication Enterprise Surveys(World Bank, Washington, DC, 2017-12)The Enterprise Surveys (ES) focus on many aspects of the business environment. These factors can be accommodating or constraining for firms and play an important role in whether an economy’s private sector will thrive or not. Questions contained in the ES aim at covering most of the topics mentioned above. The topics include infrastructure, trade, finance, regulations, taxes and business licensing, corruption, crime and informality, access to finance, innovation, labor, and perceptions about obstacles to doing business. This document summarizes the results of the Enterprise Survey for Paraguay. Business owners and top managers in 364 firms were interviewed between February and August 2017. The report provides a description of the sample breakdown across the three survey design categories: business sector, firm size, and location.
