Abstract
Por lo mismo que la tala y el comercio ilegal de la madera son actividades clandestinas o encubiertas, no figuran en las estadísticas, por lo que el presente análisis se basa en fuentes primarias e inferencias estimativas obtenidas de fuentes secundarias. Siendo ello así, el presente análisis es de carácter preliminar y ha sido elaborado en la perspectiva de enriquecer el proceso de reflexión colectiva sobre la temática y de propiciar estudios puntuales en mayor profundidad. Desarrollado conforme al orden temático provisto por los términos de referencia, el documento aspira a agregarle valor a dicho proceso poniendo énfasis en los aspectos conceptuales básicos llamados a servir de plataforma doctrinaria para la lucha contra la tala y el comercio ilegal de la madera, proceso que debería ir de la mano con la lucha contra la deforestación irregular.

Publication Andean Countries : A Strategy for Forestry, Volume 2. Bolivia(FAO, Rome, 2006-08-31)The World Bank's revised forest policy came into being in 2002 and covers all types of forests. It has the following key objectives: (i) harnessing the potential of forests to reduce poverty in a sustainable manner; (ii) integrating forests effectively into sustainable development; and (iii) protecting vital local and global environmental services and values. The policy enables the bank to fully engage in forestry throughout the developing world, while ensuring that it complies with such safe guard policies such as OP 4.01 (Environmental Assessment), OP 4.04 (Natural Habitats) and OD 4.20 (Indigenous Peoples). On the other hand, the policy provides only a general framework for its lending operations in forestry and cannot take account of the individual socio-economic and environmental needs of regions and sub regions. To carry out the work, experienced local consultants were recruited to prepare country level reports following guidelines provided by the FAO Investment Centre, the aim being to gain a strong local perspective on the main issues and potential for sustainable and equitable growth in the sector. These reports were complimented by reference to an extensive literature base to produce individual country reports and the summary which follows. Given the complexity of forestry in the region, the need to involve large numbers of stakeholders, and the need to accommodate change, the findings of this report should not be regarded as definitive, but rather as a first step to shaping the Bank's interventions in the sector in individual countries over the medium term. It should also be noted that data have been obtained from a variety of sources, and that inconsistencies and gaps were common; they should consequently be regarded as orders of magnitude.Publication Strategic Environmental Assessment of the Kenya Forests Act 2005(Washington, DC, 2007)Forest in Kenya is an important source of livelihood, environmental services, and economic growth. In November of 2005 the Government of Kenya (GOK) ratified a new Forests Act. The act contains many innovative provisions to correct previous shortcomings, including a strong emphasis on partnerships, the engagement of local communities, and promotion of private investment. The purpose of the Strategic Environmental Assessment (SEA) is to inform, influence, and strengthen the processes of implementing the new Forests Act and inform policy discussions regarding sustainable use forests resources for national development. The SEA examined current risks confronting both woodland and forest environments and the social well-being of communities relying on these resources. Evidence gathered through research and extensive consultation with stakeholders was used to identify the scope for improving institutional structures and governance processes under the planned forestry reforms, notably those relating to the Kenya forest service and the participation of communities and the private sector in forest management. The SEA recommends ways of enhancing the opportunities for environmental and social gain that already form part of the overall goal of the Forests Act.Publication A Legal and Institutional Framework for Sustainable Management of Forest Resources in Southern Sudan : Policy note(World Bank, 2010-02-01)This policy note was prepared in response to a request from the Government of Southern Sudan (GoSS) for World Bank assistance in developing legislative and institutional policies and strategies that will take advantage of the potential of the region's forest resources to contribute to poverty alleviation, food security, sustainable agriculture, economic growth, and to protection of forest-related environmental services such as climate, biodiversity, water, and wildlife resources. The note is intended to: (a) take stock of the current situation on the ground, including identifying the legislative, institutional, governance, and policy reforms needed to create an enabling environment for both public and private-sector investment. This should help in contributing to improved understanding of the currently underutilized potential of Southern Sudan's forest resources; (b) analyze what has worked and what has not worked prior to and since the signing of the Comprehensive Peace Agreement (CPA); and (c) suggest priority solutions and actions towards revitalizing the forestry sector. Key policy issues addressed in this note include: 1) strengthening forest resource information and knowledge base; 2) developing a coherent legislative and policy framework, organizational structure, and capacity for the sector; 3) promoting participatory forest and woodland management; 4) enabling forest-based industries to thrive; 5) creating an enabling environment for attracting private-sector investment; 6) protecting and enhancing forest-related environmental services; 7) using technical approaches to conservation and sustainable management of forest resources; and 8) introducing predictable and sustainable long-term financing mechanisms.Publication Andean Countries : A Strategy for Forestry, Volume 3. This report describes how these reforms played out in the rainforests of Cameroon. The intention is to provide a brief account of a complex process and identify what worked, what did not, and what can be improved. The barriers to placing Cameroon's forests at the service of its people, its economy, and the environment originated with the extractive policies of successive colonial administrations. The barriers were further consolidated after independence through a system of political patronage and influence in which forest resources became a coveted currency for political support. These deeply entangled commercial and political interests have only recently, and reluctantly, started to diverge. In 1994, the government introduced an array of forest policy reforms, both regulatory and market based. The reforms changed the rules determining who could gain access to forest resources, how access could be obtained, how those resources could be used, and who will benefit from their use. This report assesses the outcomes of reforms in forest-rich areas of Cameroon, where the influence of industrial and political elites has dominated since colonial times.

Publication A Sourcebook of HIV/AIDS Prevention Programs : Education Sector-Wide Approaches(2008)This sourcebook aims to support efforts by countries to strengthen the role of the education sector in the prevention of HIV/AIDS. It was developed in response to numerous requests for a simple forum to help countries share their practical experiences of designing and implementing programs that are targeted at school-age children. The sourcebook seeks to fulfill this role by providing concise summaries of programs, using a standard format that highlights the main elements of the programs and makes it easier to compare the programs with each other. All the programs are summarized in section two, which allows those seeking advice on program design to browse through the various options and identify those that might reward further study. The full program reports for each country are given in section three. Each program report follows the same format, so the reader can more easily find those aspects of the program that are of specific interest. The consistent design also allows for ease of comparison between programs. There are four main sections within each full program report. Part A gives an overview of the program, describing the rationale, the aims and objectives, the target audience, the components, and the main approaches. Part B describes the process from the initial needs assessment, through the development of materials and training, to the practical details of implementation. There is an attempt made to estimate unit costs, but these should be seen only as indicative, because the number of beneficiaries is often uncertain and because costs in newly implemented programs may be artificially high. Part C provides an assessment and comprises lessons learned. This section begins with comments from implementers on the challenges faced and the lessons learned, followed in a few cases by a description of any formal evaluation of the program. The final part explores the extent to which the program complies with a set of benchmarks that, on the basis of expert opinion, contribute to an effective program. Part D gives details of the organizations involved with the program, including their contact information. It lists all the materials that are available to the reader, along with an order code number.Publication Ten Steps to a Results-Based Monitoring and Evaluation System : A Handbook for Development Practitioners(Washington, DC: World Bank, 2004)An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, Non-governmental Organizations (NGOs), civil society, international organizations, and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a 'readiness assessment' and take the practitioner through the design, management, and importantly, the sustainability of such systems. The handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication The Container Port Performance Index 2023(Washington, DC: World Bank, 2024-07-18)The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.Publication Growing Africa(World Bank, Washington, DC, 2013-03-11)This report highlights the great potential of the agribusiness sector in Africa by drawing on experience in Africa as well as other regions. The evidence demonstrates that good policies, a conducive business environment, and strategic support from governments can help agribusiness reach its potential. Africa is now at a crossroads, from which it can take concrete steps to realize its potential or continue to lose competitiveness, missing a major opportunity for increased growth, employment, and food security. The report pursues several lines of analysis. First, it synthesizes the large body of work on agriculture and agribusiness in Africa. Second, it builds on a diagnosis of specific value chains. As part of this effort, the value chain for Africa's largest and fastest-growing food import, rice, is benchmarked in Senegal and Ghana against Thailand's rice value chain. Third, 170 agribusiness investments by the Commonwealth Development Corporation (CDC) in Africa and Southeast Asia are analyzed to gain perspective on the elements of success and failure. Fourth, the report synthesizes perspectives from the private sector through interviews with 23 leading agribusiness investors and a number of other key informants. In conclusion, the report offers practical policy advice based on the experience of countries from within and outside Africa. The huge diversity of Africa's agro-ecological, market, and business environments, however, necessarily means that each country (and indeed regions within countries) will need to adapt the broad guidance provided here to the local context. Annex 1, concerning the rice value chain, was authored by John Orchard, Tim Chancellor, Roy Denton, Amadou Abdoulaye Fall, and Peter Jaeger. Annex 2, containing interviews with 23 leading agribusiness players in Africa, was authored by Peter White.
