Abstract
Georgia’s current tourism offering is oriented toward low-spending neighboring markets and,although there is growth in high-spend global markets, the share is still very small. The majority of international visitor trips are from Georgia’s neighboring countries—Russia, Azerbaijan, Armenia and Turkey. This strong regional footprint is partly attributable to Georgia’s reputation during Soviet times as a recreational destination. Proximity, low prices, familiarity and language have contributed to this strong position. However, of Georgia’s top 15 source markets, tourists from Azerbaijan, Armenia and Turkey have the lowest average total trip expenditure and make the shortest trips. Although Georgia has seen very strong growth from China and India, arrivals to Georgia from the top global tourism source markets1 in 2018 represented only 7.3 percent of arrivals to the country. Georgia’s government is targeting high-growth, high-spend source markets. In 2015, the Government of Georgia (GoG) launched “Georgia Tourism 2025”; a 10-year vision and strategic plan for increasing the value and importance of tourism for the benefit of the country’s economy and ultimately its citizens. The plan—developed with support from the World Bank Group—included infrastructure development, country promotion, service quality improvement and tourism product diversification. Building on this plan, in 2018, GoG developed a marketing, branding and promotional strategy to communicate Georgia’s brand positioning, visual and verbal identity guidelines, and promotional objectives and target high growth, high-spend source markets. As Georgia’s source markets evolve, new GVC structures necessary to serve those markets will alsoemerge. GoG has identified 26 key source markets based on accessibility, economic factors, culturalrelations, and other factors such as the size of diaspora, historical ties and language barriers. A shift towards these new markets will also correspond to changes in consumer behavioral trends and tastes. This, coupled with global industry trends will see new value chain structures emerge, emphasizing activities with differing competitive forces, and presenting differing opportunities to create and retain value. Georgian firms may need support to respond to changes in emerging tourism GVCs and compete for higher-value-added activities. The report asks and answers two questions: i) How are emerging trends changing the structure of Tourism GVCs and how can Georgian firms benefit from these changes? ii) What policy reforms, capital investment or skills development is needed to increase Georgia’s value chain competitiveness in each of these key tourism offerings?

Publication The Role of International Business in Aid for Trade : Building Capacity for Trade in Developing Countries(Washington, DC, 2011-07)Since the launch of the global initiative on aid for trade in 2005, there has been a concerted effort by donors, partner agencies, and recipients to strengthen trade capacity and improve trade-related infrastructure so that developing countries may reap the benefits of trade. The majority of these efforts have been driven by the public sector: building infrastructure, providing technical assistance, improving trade facilitation, and trade policies. With a growing number of companies looking to the developing world for new markets, the private sector has a profound interest in ensuring sound investments through access to trade-related infrastructure, an educated workforce, and quality standards for inputs to their goods. The time is ripe to explore new partnerships between the public and private sector in order to build trade capacity in developing countries. This paper is a step towards highlighting the role of the private sector in the aid for trade initiative and provides a framework for understanding what this role entails. This framework is informed by 40 case stories submitted by multinational companies, business associations, and other private sector actors, which cover a variety of trade related capacity building projects. These case stories demonstrate the importance of the private sector in building human and productive capacity, incorporating producers into global value chains, improving quality and safety standards, and promoting trade facilitation. The paper concludes by highlighting seven ways in which the private sector engages with the aid for trade initiative and provides several avenues for bolstering future collaboration between the public and private spheres.Publication The Media and Development : What's the Story?(World Bank, 2009)This paper assesses the impact the media have on the development process. Because the media can be used and delivered in so many ways, there is no single means of analyzing its contributions to development. Thus, the paper presents a range of storylines with the common thread being the media's role in development. The paper also discusses older and newer trends in the relationship between the media and development, and how they might impact developing countries.Publication Mozambique - Investment Climate Assessment - 2009 : Sustaining and Broadening Growth(World Bank, 2009-10-01)Mozambique's recent history is a rare example of a successful post-conflict recovery and economic takeoff. Emerging from decades of economic stagnation and decline, a consequence first of a failed socialist economic experience and then of a vicious civil war that only ended in 1992, the country has achieved a commendable degree of political stability. This has been accompanied by prudent and stable economic policy continuity, as well as coordinated and ever more efficient use of substantial international aid. These factors have contributed to sustained economic growth that averaged 7.8 percent between 1992 and 2006. Furthermore, this growth has been 'pro-poor': increasing output has been accompanied by real and significant decreases in poverty levels, with the poverty headcount index declining from 69 percent in 1997 to 54 percent in 2003. Based on the enterprise survey results for Mozambique, this report assesses the main obstacles to achieving an investment climate that supports private sector growth and provides policy options for improving the business environment and increasing competitiveness with the goal of achieving sustained and broad-based growth. The focus is on microeconomic constraints and reforms where, according to a recent World Bank report, most of the challenges for sustainable growth are concentrated. Therefore, the analysis presented in this report should be of interest to policy makers, academics, non-governmental organizations and representatives of the private sector involved in the policy dialogue in the country. Improvements to the business environment and increased access to finance are the most critical aspects to firm growth in Mozambique identified in this report. Despite recent progress, the business environment for the Mozambican enterprise sector is still in many ways problematic. Based on econometric evidence as well as on business perceptions and quantitative data, this study indicates that while all aspects of the investment climate are important, reform priorities should focus on increasing access to finance and improving the business environment.Publication INGENS - Income Generation through Energy and Complementary Services : Status Report(Washington, DC, 2008-06)This is an internal status report to ESMAP and Gesellschaft fur Technische Zusammenarbeit (GTZ) which summarizes their ongoing work under a joint energy study entitled INGENS - Income Generation through Energy and. Complementary Services. INGENS has proposed (and started to test) a pragmatic, low-cost approach to improve impact evaluation for future electrification programs: a simple Add-on Electricity Impact Evaluation Instrument (AddIE) for the specific case of firm level productivity which shall be applicable to a broad range of electrification programs (EP), and cost well under US$100k per EP. This tool allows EP managers to move from simple monitoring and reporting of numerical targets achieved to evaluation of the (pro-poor) impact achieved among an important segment of the target group. Five countries were studied: Benin, Ghana, Nigeria, Uganda, and South Africa. This report discusses the overall results of the studies and lessons learned. Finally, it presents next steps and a funding request. There are five annexes at the end of the report, including the questionnaire used, case examples, pictures, and the budget for future funding.Publication An Assessment of the Investment Climate in Kenya(World Bank, 2009)The central objective of this Investment Climate Assessment (ICA) is to identify the main impediments to productivity growth Kenyan firms face. This objective is achieved through the analysis of firm-level data directly collected by the World Bank in 2007. This ICA arrives at a critical juncture; the government has committed to improving the investment climate, even further convinced that growth can be achieved only through a prosperous private sector. Based on the view that prosperity requires a thriving industrial sector, private sector-led growth is central to the government's economic recovery strategy and its recent "vision 2030." In early 2007 Government of Kenya (GoK) launched its first-ever private sector development strategy. This strategy is based on five pillars: improving Kenya's business environment, accelerating institutional transformation, facilitating growth through greater trade expansion, improving productivity of enterprises, supporting entrepreneurship, and developing small and medium enterprises. All these pillars are linked to the ICA's analytical goal. The ICA uses a robust and standardized methodology that has been applied to many countries worldwide.

Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
