Abstract
Turkey's economic performance during the 2000s is a global success story; high-income status is now within reach but this will require creating more and better jobs. Upgrading the skills of the current labor force is crucial for creating more and better jobs. The Turkish Employment Agency (ISKUR) plays a leading role in upgrading the skills of jobseekers and facilitating their access to productive employment by providing vocational training and other employment support services. The increasing importance of ISKUR vocational training prompted the government to commission the present study to evaluate its impact and to identify ways to enhance it. The study evaluates the main type of ISKUR's vocational training courses at a particular point in time, and thus it does not take into account recent reforms. The study evaluates a representative sample of general vocational training courses, which account for about two thirds of ISKUR vocational trainees (the other one-third mostly take courses on demand by employers) that took place between December 2010 and June 2011. The evaluation has an experimental design, exploiting the excess demand for ISKUR vocational training courses to randomly assign eligible training applicants into those who receive training (treatment group) and those who do not (control group). The study makes use of the findings from this evaluation, complemented by evidence from other countries, to suggest a number of policy options to further strengthen the impact of ISKUR training and services. In this context, this report is structured as follows: section one gives the context: jobs, skills upgrading, and ISKUR; section two presents evaluation of ISKUR training programs: design, data, and methods; section three presents evaluation of ISKUR training programs: results; and section four gives strengthening the impact of ISKUR training and services.

    Providing Skills for Equity and Growth

    The scope of this report is twofold. First, it documents skills gaps and mismatches and attempts to understand the reasons for them. Second, it provides a framework for thinking about skills development, drawing on international best practices, with the intent of stimulating further discussion. Given the breadth of the task, in this report we narrow the focus on a particular segment of the labor force: unskilled youth. There are several reasons sustaining this choice. First, unskilled youth, most of whom are out of school and have little chance to integrate themselves into the labor market, represent a significant share of the labor force that will remain active for the next 30 or 40 years. If nothing is done, out-of school youth will benefit at best only marginally from growth, and may even become an obstacle to sustaining growth in the long term. Second, the current educational system still faces a strong challenge in retaining students, and unskilled youth are likely to remain high on the agenda in the next decade or even longer. Finally, in the past decade, training programs designed specifically for out-of-school youth have begun to emerge around the developing world, in particular in Latin America, and recent evaluations suggest that they can be effective in increasing productivity and the chance of finding employment. Nevertheless, many of the findings of this report extend to overall skills development in Cambodia. In particular, the report points to significant market failures preventing both firms and training providers from offering quality training at all levels, as well as the need to develop certification and accreditation systems that are valued and recognized by employers and span all levels of education. The report proceeds in four chapters. The first covers demographic trends and the labor market. The second looks at skills gaps and mismatches. The third reviews existing training providers. The concluding chapter considers policy options in going forward.

    The Impact of Vocational Training for the Unemployed : Experimental Evidence from Turkey

    A randomized experiment is used to evaluate a large-scale, active labor market policy: Turkey's vocational training programs for the unemployed. A detailed follow-up survey of a large sample with low attrition enables precise estimation of treatment impacts and their heterogeneity. The average impact of training on employment is positive, but close to zero and statistically insignificant, which is much lower than either program officials or applicants expected. Over the first year after training, the paper finds that training had statistically significant effects on the quality of employment and that the positive impacts are stronger when training is offered by private providers. However, longer-term administrative data show that after three years these effects have also dissipated.

    Gambia, The - Youth Employment and Skills Development Study : Improving Youth Employment Outcomes Through Enhanced Skills Development

    Despite substantial improvements in access to basic education and steady economic growth, The Gambia still faces considerable challenges in respect to reducing poverty. As the result of its narrow economic base and its reduced internal market, the country will continue to rely heavily on the productivity of its citizens to reverse the cycle that keeps families in poverty generation after generation. Poverty reduction is a complex equation that involves improvements in job creation, especially for high-skilled and productive employment, as well as improvements in human capital levels to ensure that citizens are able to take advantage of employment opportunities. Currently, however, low human capital levels greatly limit the productivity and employment outcomes of the population, as evidenced by the fact that a majority continues to work in subsistence agriculture, especially in rural areas. The Second Poverty Reduction Strategy Paper II (2007-2015, PRSP II) recognizes the need to focus on improving youth employment outcomes. It states that 'The Gambia has a problem of youth unemployment especially those that have limited skills. Consequently, a big proportion of the youth are part of the people categorized as poor in The Gambia. PRSP II will focus on the problem of youth unemployment through various approaches including supporting private sector investment that creates jobs for the youth, increasing access to productive assets particularly credit by the youth, and retooling and training the youth to increase their employability.'

    Are Skills Constraining Growth in Bosnia and Herzegovina?

    The shortage of skills sought by key export-oriented and import competing industries in Bosnia and Herzegovina (henceforth, 'BH') is substantial and if left unaddressed, threatens to constrain future economic growth of the country. Prior to the onset of the global economic crisis, BH enjoyed strong rates of economic growth based to a significant degree on the growth of exports. On average, exports grew at an impressive 34 percent per year between 1995 and 2008. Our analysis however confirms that the growth of exporting, as well as import-competing industries is increasingly becoming constrained by the shortage of skills in the labor force. In this report we seek to identify these shortages and their likely causes and recommend reforms and policies which can prevent the plummeting of economic growth due to lack of adequate skills. Firm-level evidence confirms that the shortage of qualified workers is becoming a serious obstacle to growth of BH exporting companies. This report investigates what types of skills firms are looking for and are not finding in the marketplace. The policy recommendation section of this study seeks to provide ideas and direction for the BH government to address these labor market challenges.

    Sindh Employer's Survey 2010

    Although some progress has been made in the basic education sector in Pakistan, currently, less than 1 percent of the population aged 10 years and above is trained in occupational skills. This situation could be improved through an identification of employment opportunities, a provision of appropriate training, promotion of effective employment policy from the government, and a stronger linkage between those who are trained and a labor market. In order to identify what, when and where training and skills are needed and how skills are imparted, this paper analyses the results of the employer survey conducted in November 2009 towards 1,000 selected enterprises. The results of the survey will provide various benchmarks which can be used over time to: measure how Sindh Technical Education and Vocational Training Authority (STEVTA) and Benazir Bhutto Shaheed Youth Development Program (BBSYDP) can improve existing program outcomes, and to monitor changes in labor market demand so that STEVTA and BBSYDP can shift resources appropriately. Authors conclude this paper with eight findings and recommendations: 1) rising demand for skills indicates the need for skills program, 2) need for training of specific skills such as on-the-job training and communication skills, 3) need for specific trainings for occupations demanded, 4) improved employment prospects, 5) trainees' need for direct contacts to firms and preparation for interviews, 6) need for an increase in visibility of BBSYDP, 7) need for a reform in public institutions, and 8) current focus of firm's internal trainings on educated and skilled employees.

    Competitive Cities for Jobs and Growth

    A competitive city is a city that successfully facilitates its firms and industries to create jobs, raise productivity, and increase the incomes of citizens over time. Worldwide, improving the competitiveness of cities is a pathway to eliminating extreme poverty and to promoting shared prosperity. The primary source of job creation has been the growth of private sector firms, which have typically accounted for around 75 percent of job creation. Thus city leaders need to be familiar with the factors that help to attract, to retain, and to expand the private sector. This document aims to analyze what makes a city competitive and how more cities can become competitive.

    Stagnant Stunting Rate Despite Rapid Economic Growth in Papua New Guinea

    Maternal and child undernutrition is a pervasive and detrimental condition in Papua New Guinea. Despite rapid economic growth during the past decade, the stunting rate for children under 5, one of the primary indicators for child undernutrition, was estimated at 46 percent in Papua New Guinea in 2010, stagnant from 44 percent in 2005. This paper analyzes the association between the demographic, socioeconomic, environmental, and health-related factors on nutritional status for children under age 5 years, using the 2009–10 Papua New Guinea Household Income and Expenditure Survey. Stunting and underweight rates sharply rise in the first 24 months. Even in the better-off quintiles, children suffer from suboptimal breastfeeding and complementary food in the first 24 months. In general, the regression results showed that household wealth and geographic location are crucial factors that contribute to children’s malnutrition. More importantly, food quality, measured by protein intake, has significant predicting power on child malnutrition. Broadly increasing socioeconomic status and improving the quantity and quality of caloric intake are general steps to improving health outcomes in Papua New Guinea. In addition, three key areas were identified as critical to alleviating the persistent and detrimental stunting rate in the country: (1) exclusive breastfeeding and complementary food; (2) interventions by health workers; and (3) nutrition education.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Health and Nutrition in Urban Bangladesh

    Urbanization is occurring at a rapid pace in Bangladesh, accompanied by the proliferation of slum settlements, whose residents have special health needs given the adverse social, economic, and public environmental conditions they face. Over the past 45 years, the country’s health and nutrition policies and programs have focused largely on rural health services. Consequently, equitable access of urban populations—particularly the urban poor—to quality health and nutrition services has emerged as a major development issue. However, the knowledge base on urban health and nutrition in Bangladesh remains weak. To address the knowledge gap, Health and Nutrition in Urban Bangladesh: Social Determinants and Health Sector Governance examines the health and nutrition challenges in urban Bangladesh—looking at socioeconomic determinants in general and at health sector governance in particular. Using a mixed methods approach, the study identifies critical areas such as financing, regulation, service delivery, and public environmental health, among others that require policy attention. The study also proposes specific actions within and outside the health sector to address the issues, providing guidance on their sequencing and the specific responsibilities of government agencies and other actors. This study should be useful to policy makers and practitioners working on urban health and nutrition issues in Bangladesh and in other low- and middle-income countries.

    Energy Efficiency Study in Lebanon

    The purpose of this report is to assess the status of past and current energy efficiency initiatives in Lebanon and, in conjunction with key stakeholders, prepare an Energy Efficiency Action Plan, implementation of this Action Plan in the near future. The identified EE programs have been developed based on available data and information gathered during our one-week field mission and the best practices in similar countries with comparable backgrounds. The savings and investments for each proposed program have been evaluated outlining the impacts of the expected emission reductions and of the expected primary energy savings. The major design phases of each program, their implementation, monitoring plans, and evaluation have been defined. Program financing sources have been recommended and enumerated for possible consideration during the development phase. The role of the various stakeholders has also been determined for each program with general recommendations and suggestions for the successful implementation of the programs. Actions plans are recommended, and it is recommended to begin with the short-term action plan, however the other proposed plans could be started, especially in the case where related actions have already been initiated, to ensure their continuity and the effective development of the proposed programs.
