Abstract
The first section identifies the overlaps between Kazakhstan's development objectives and the goals of IFC's new strategy of creating markets for the private sector. Kazakhstan's development objectives are to increase diversification, employment, and productivity. These are based on the government's 2030 Strategy and 2020 Plan, as well as World Bank Group (WBG) country assessments. Operationalizing the IFC 3.0 strategy requires identifying the markets with the greatest potential to help meet these objectives. The approach amounts to: (a) identifying those sectors with the greatest market potential which, if realized, would have the greatest impact on development objectives; (b) providing an assessment of what is preventing the realization of market potential; and (c) indicating the IFC and WB activities that should be the top priorities to help meet this double bottom-line of development impact and market creation. The assessment in the second section indicates that the sectors with the greatest unrealized development and market potential are food-grains, meat and poultry, and cross-Kazakhstan transport and logistics. The market potential assessment relies on quantitative tools (multiplier models, product space and competitiveness benchmarking), expert interviews and a survey of policy reports. The last section summarizes the priority horizontal reforms, sector-specific policies, and promising sectors with the potential for expansion and greater firm entry. The first part of this section is intended to inform the high-level dialogue between WBG management and Kazakhstani authorities. The second part is essentially the sector-wide measures without which private sector investments will not be forthcoming, recognizing that the aim is to create markets and expand private sector development. The third part identifies promising areas where private sector actors could play a catalytic role, recognizing the ease of playing such roles differs by sector: it is greatest for grains, somewhat less for meat, and least for transport and logistics.

    What is Missing Between Agricultural Growth and Infrastructure Development? Cases of Coffee and Dairy in Africa

    Although it is commonly believed that aggregate economic growth must be associated with public infrastructure stocks, the possible infrastructure needs and effects are different from industry to industry. The agriculture sector is typical. Various infrastructures would affect agriculture growth differently depending on the type of commodity. This paper finds that a general transport network is essential to promote coffee and cocoa production, perhaps along with irrigation facilities, depending on local rainfall. Conversely, along with the transport network, the dairy industry necessitates rural water supply services as well. In some African countries, a 1 percent improvement in these key aspects of infrastructure could raise GDP by about 0.1-0.4 percent, and by possibly by several percent in some cases.

    Agricultural Exports from Latin America and the Caribbean : Harnessing Trade to Feed the World and Promote Development

    The United Nations estimates that global food demand will double by 2050, with much of that growth in developing countries. The world will have 2.3 billion more people, and given the deep transformation of growth trajectories in low-income countries, they will be increasingly affluent, with demands for more, different, and better food. While countries in Latin America and the Caribbean (LAC) are quite heterogeneous in their production potential, overall they are well equipped to contribute to meeting this challenge. LAC has always maintained a strong comparative advantage in agricultural production, as indicated not only by its position as a net food exporter but also by its high comparative advantage. LAC is also well endowed in renewable water resources, with about a third of the 42,000 cubic kilometers worldwide. Per capita, LAC has the highest endowment of renewable water among developing regions, though some sub regions in LAC face higher than average scarcity. This report's in-depth look at Argentina and Brazil identifies looming logistics and policy issues that threaten to derail these locomotives of agricultural growth and some policy choices that have contributed to their success and that might be worth emulating. While LAC countries have substantially reduced the anti-export and anti-agricultural biases in their trade regimes, this bias remains significant in some countries. Argentina, a major food exporter, imposes export taxes and quantitative controls, with considerable adverse consequences for the sector and the global food trade system. For LAC countries' agricultural sectors to stay competitive, it is important to appropriately manage the real exchange rate to minimize Dutch disease.

    Republic of India : Accelerating Agricultural Productivity Growth

    In the past 50 years, Indian agriculture has undergone a major transformation, from dependence on food aid to becoming a consistent net food exporter. The gradual reforms in the agricultural sector (following the broader macro-reforms of the early 1990s) spurred some unprecedented innovations and changes in the food sector driven by private investment. These impressive achievements must now be viewed in light of the policy and investment imperatives that lie ahead. Agricultural growth has improved in recent years (averaging about 3.5 percent since 2004-05), but at a long-term trend rate of growth of 3 percent, agriculture has underperformed relative to its potential. The pockets of post-reform dynamism that have emerged evidently have not reached a sufficiently large scale to influence the sector's performance. For the vast population that still derives a living directly or indirectly from agriculture, achieving "faster, more inclusive, and sustainable growth', the objectives at the heart of the Twelfth five year plan, depends critically on simultaneous efforts to improve agriculture's performance and develop new sources of employment for the disproportionately large share of the labor force still on the farm. The scope of this study is broad in the sense that it marshals considerable empirical evidence and analyses to address those issues. Yet the scope is restricted in the sense that the study does not address all of the issues. A wealth of knowledge exists (and continuing analytical work proceeds) on other major strategic issues, water and irrigation management, food grain management, and public expenditures on agriculture, for example, and the findings of this study must be seen in that context. The lack of sufficient quality data, and often the lack of access to such data, also prevents some issues from being explored in greater depth. Finally, some important issues require more focused and dedicated analysis, such as food safety and quality standards, agricultural trade, and food price increases. This relationship between longer-term strategic issues and contemporary concerns, such as water resource management and food prices, are highlighted in this study through the prism of productivity, but they too require further analysis to fully address the underlying issues.

    Eastern Africa - A study of the Regional Maize Market and Marketing Costs

    Maize is the most important staple food in the Eastern Africa region and the most widely traded agricultural commodity. Therefore, the performance of grain markets has a significant impact on people's welfare, particularly the poor, and is critical to inducing pro-poor growth in Kenya, Tanzania, and Uganda, i.e. the countries under review in this report. Marketing costs at the borders would need to be reduced but even more attention should be paid to domestic marketing costs. Policy makers in East Africa should not be misled that encouraging greater regional trade is solely a diplomatic matter. Instead, concerted public investments and policy actions at local, national, and regional levels are required. Reduced marketing costs would allow a reduction in input prices and thus production costs. This report aims to examine, identify, and quantify the factors behind the marketing costs for maize in East African countries. While a number of studies have recognized major barriers to trade in the region, few have actually quantified their relative importance or the magnitudes of these constraints on grain trade. Since much past research has been inconclusive, a key focus of this report is to identify how different barriers contribute to marketing costs within countries and across borders. It also aims to analyze whether a reduction in cross-border trade costs without a simultaneous reduction in domestic costs would be sufficient for greater regional integration in East Africa.

    India - Taking Agriculture to the Market

    Policy makers in India recognize the importance o f well-functioning markets to agricultural growth, food security, and broad-based rural development. Markets facilitate the commercialization and diversification of farming, and they are essential for efficiently bringing food and agricultural products to domestic and international consumers. Well functioning domestic markets can reduce the cost of food and assure stability of supply, which as the recent global food crisis has highlighted, are key to assuring the food security of poor and non-poor households. They also open opportunities for greater value-addition and employment throughout the economy. The rapid growth of the Indian economy is bringing new forces for change in agricultural marketing and processing systems. Changes in consumer demand are fueled by rising incomes, increasing urbanization, a growing middle class demanding more diversified and higher-quality food, more working women demanding access to prepared or processed foods and more convenient shopping under one roof, and increased exposure to products through wider media penetration (domestic and international television, cable, and internet). These forces in turn drive changes in the structure of marketing and encourage agricultural diversification.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises

    Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
