Abstract
This paper introduces a novel top-down approach to geospatially identify and distinguish areas of mixed use from predominantly residential areas within urban agglomerations. Under the framework of the World Bank’s Central American Country Disaster Risk Profiles (CDRP) initiative, a disaggregated property stock exposure model has been developed as one of the key elements for disaster risk and loss estimation. Global spatial datasets are therefore used consistently to ensure wide-scale applicability and transferability. Residential and mixed use areas need to be identified in order to spatially link accordingly compiled property stock information. In the presented study, multi-sensor nighttime Earth Observation data and derivative products are evaluated as proxies to identify areas of peak human activity. Intense artificial night lighting in that context is associated with a high likelihood of commercial and/or industrial presence. Areas of low light intensity, in turn, can be considered more likely residential. Iterative intensity thresholding is tested for Cuenca City, Ecuador, in order to best match a given reference situation based on cadastral land use data. The results and findings are considered highly relevant for the CDRP initiative, but more generally underline the relevance of remote sensing data for top-down modeling approaches at a wide spatial scale.

Publication Consistent Yet Adaptive Global Geospatial Identification of Urban–Rural Patterns(Elsevier, 2016-12)The main motivation of this paper is to shed new light on the problem of spatial identification of urban and rural areas globally, and to provide a compatible disaggregation framework for linking associated country-specific, non-spatial data compilations, such as building type inventories. Existing homogeneously set-up global urban extent models commonly ignore local-level specifics. While global consistency and regional comparability of urban characteristics are much strived-for goals in the global development and remote sensing communities, non-conformity at the national level often renders such models inapplicable for effective decision-making. Furthermore, the focus on identifying ‘urban’ leads to an ill-defined ‘rural’, which is simply defined by contrast as ‘everything else’; a questionable definition when referring to strongly spatially localized residential patterns. In this paper we introduce the novel iURBAN geospatial modeling approach, identifying Urban–Rural patterns in Built-up-Adjusted and Nationally-adaptive manner. The model operates at global scale, but at the same time conforms to country specifics. In this model, high-resolution, satellite-derived, built-up data is used to consistently detect global human settlements at unprecedented spatial detail. In combination with global gridded population data, and with reference to national level statistical information on urban population ratios globally compiled in the annually-released UN World Urbanization Prospects, iURBAN identifies matching urban extents. Additionally, a novel reallocation algorithm is introduced which addresses the poor representation of rural areas that is inherent in existing global population grids. Associating all of the population with inhabitable, built-up area and conforming to national urban–rural ratios, iURBAN sets a new standard by enabling careful consideration of both urban and rural as opposed to traditional urban-biased approaches.Publication Pacific Islands Pacific Observatory, Monitoring Economic Activity by Nighttime Light Data(Washington, DC, 2023-05-15)This note provides a deep dive into the quality of nighttime lights (NTL) data for Pacific Island Countries (PICs). It explores their potential to generate and complement regional socio-economic statistics. NTL data has been widely used as a proxy of economic activity. It has been used to both disaggregate estimates of national economic output and predict economic growth. Although applying the first use case in PICs is technically feasible, validation is difficult given the lack of sub-national economic indicators. Previous studies show that the correlation between NTL and Gross Domestic Product (GDP) in the PICs is not strong enough to reliably predict national growth. Studies that have attempted to predict GDP based solely on regressions with NTL data have underestimated the economic output from small island states. Important industries such as agriculture, fishing, and tourism are not well captured by lighting intensity. Although NTL analysis tends to miss rural populations in most islands, the distribution of lights nonetheless holds valuable information to support poverty mapping exercises. A new methodology leveraging daily NTL data can generate disaggregated electrification rates across Pacific areas, with reasonable correlation to survey-derived electrification rates. Daily lights provide limited value to examine the spatio-temporal impacts and recovery from the volcanic eruption in Tonga. Most satellite observations from Visible Infrared Imaging Radiometer Suite (VIIRS) for the relevant period were affected by data quality issues. As this archive is relatively new, more case studies with different types of natural disasters need to be examined to provide a conclusive assessment of this novel application.Publication Identifying Urban Areas by Combining Data from the Ground and from Outer Space(World Bank, Washington, DC, 2018-10)This paper develops a tractable method to identify urban areas and applies it to India, where urbanization is messy. Google Earth images are assessed subjectively to determine whether a stratified large sample of Indian cities, towns and villages, as officially defined, are urban or rural in practice. Based on these assessments, a regression analysis combines two sources of information—data from georeferenced population censuses and data from satellite imagery—to identify the correlates of units in the sample being urban. The resulting model is used to predict whether the other units in the country are urban or rural in practice. Contrary to frequent claims, India is not substantially more urban than implied by census data. And the speed of urbanization is only marginally higher than official statistics suggest. But a considerable number of locations are misclassified in the midrange between villages and state capitals. The results confirm the value of combining subjective assessments with data from these different sources.Publication Applying Machine Learning and Geolocation Techniques to Social Media Data (Twitter) to Develop a Resource for Urban Planning(World Bank, Washington, DC, 2020-12)With all the recent attention focused on big data, it is easy to overlook that basic vital statistics remain difficult to obtain in most of the world. This project set out to test whether an openly available dataset (Twitter) could be transformed into a resource for urban planning and development. The hypothesis is tested by creating road traffic crash location data, which are scarce in most resource-poor environments but essential for addressing the number one cause of mortality for children over age five and young adults. The research project scraped 874,588 traffic-related tweets in Nairobi, Kenya, applied a machine learning model to capture the occurrence of a crash, and developed an improved geoparsing algorithm to identify its location. The project geolocated 32,991 crash reports in Twitter for 2012-20 and clustered them into 22,872 unique crashes to produce one of the first crash maps for Nairobi. A motorcycle delivery service was dispatched in real-time to verify a subset of crashes, showing 92 percent accuracy. Using a spatial clustering algorithm, portions of the road network (less than 1 percent) were identified where 50 percent of the geolocated crashes occurred. Even with limitations in the representativeness of the data, the results can provide urban planners useful information to target road safety improvements where resources are limited.Publication The Impact of Urban Spatial Structure on Travel Demand in the United States(World Bank, Washington, DC, 2003-03)The authors combine measures of urban form and public transit supply for 114 urbanized areas with the 1990 Nationwide Personal Transportation Survey to address two questions: (1) How do measures of urban form, including city shape, road density, the spatial distribution of population, and jobs-housing balance affect the annual miles driven and commute mode choices of U.S. households? (2) How does the supply of public transportation (annual route miles supplied and availability of transit stops) affect miles driven and commute mode choice? The authors find that jobs-housing balance, population centrality, and rail miles supplied significantly reduce the probability of driving to work in cities with some rail transit. Population centrality and jobs-housing balance have a significant impact on annual household vehicle miles traveled (VMT), as do city shape, road density, and (in rail cities) annual rail route miles supplied. The elasticity of VMT with respect to each variable is small, on the order of 0.10-0.20 in absolute value. However, changing several measures of form simultaneously can reduce annual VMT significantly. Moving the sample households from a city with the characteristics of Atlanta to a city with the characteristics of Boston reduces annual VMT by 25 percent.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 1987(New York: Oxford University Press, 1987)This report, consisting of two parts, is the tenth in the annual series assessing development issues. Part I reviews recent trends in the world economy and their implications for the future prospects of developing countries. It stresses that better economic performance is possible in both industrial and developing countries, provided the commitment to economic policy reforms is maintained and reinforced. In regard to the external debt issues, the report argues for strengthened cooperation among industrial countries in the sphere of macroeconomic policy to promote smooth adjustment to the imbalances caused by external payments (in developing countries). Part II reviews and evaluates the varied experience with government policies in support of industrialization. Emphasis is placed on policies which affect both the efficiency and sustainability of industrial transformation, especially in the sphere of foreign trade. The report finds that developing countries which followed policies that promoted the integration of their industrial sector into the international economy through trade have fared better than those which insulated themselves from international competition.Publication The World Bank Group Beyond the Crisis(World Bank, Washington, DC, 2009-10-09)Robert B. Zoellick, President of the World Bank, addressed the following issues: seeds of crisis; the changing context; responsible globalization; the current role of the World Bank Group; the role of the World Bank Group in a new post-crisis World; and the reform agenda. He pointed to four aspects of Group’s future role: development finance; delivering knowledge products; the global public goods agenda (such as climate change and communicable diseases); and unforeseen future crises. Reform efforts include: 1) improving development effectiveness with a focus on results, decentralization, gender, investment lending reform, and human resources; 2) promoting accountability and good governance, and 3) increasing cost efficiency. He noted the completion of recent enhancements to the voice and representation of developing and transition countries in the Bank Group. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.
