dc.description.abstract | The study focuses on the organizational, technical, and management issues associated with the restructuring, and commercialization of Road Agencies in seven countries: Botswana, Cameroon, Ethiopia, Ghana, Namibia, Tanzania, and South Africa. The overall aim of this work is to deepen the understanding of good practice in order to provide Sub-Saharan Africa Transport Policy Program (SSATP) partner countries with the guidance they need to set up or restructure Road Authorities in Sub-Saharan Africa. To this end, the main objectives are to: (1) identify some key issues and constraints surrounding the operation and management of Road Authorities, and (2) put forward some basic guidelines for increasing the managerial effectiveness and efficiency of Road Authorities. The remainder of this report is structured as follows. Chapter two provides an international perspective on restructuring road agencies in terms of best practice approaches. Chapter three highlights the fundamental principles that should be adopted for achieving sound road management practices within a Road Authority. Chapter four then reviews country-specific experiences pertaining to the progress made in the commercialization of the road management practices of road agencies. Finally, chapter five presents the main findings, conclusions, and recommendations of the study. dc.description.abstract | Une vingtaine d’autorités routières ont été créées en Afrique subsaharienne, pour la plupart depuis 2000, selon les principes affirmés par l’Initiative de gestion de la route (IGR), ancienne composante du SSATP. L’objectif principal était de créer des instances de type commercial et plus orientées vers les usagers que les traditionnelles agences des routes, entités publiques dont le fonctionnement est davantage motivé par des considérations politiques. Or, depuis leur création, elles n’ont fait l’objet d’aucune évaluation systématique permettant de quantifier les progrès réalisés en matière de gestion routière. Ce constat a motivé le présent travail d’analyse de l’état d’avancement du principe de gestion commerciale. Cette analyse vise essentiellement à définir les principaux problèmes et obstacles qui nuisent à la gestion commerciale d’un certain nombre d’agences des routes en Afrique subsaharienne, et à proposer des principes de base pour améliorer leur efficacité. Notre intention est aussi de mieux comprendre les principes qui soustendent une réforme structurelle réussie qui servirait de modèle directeur quasi théorique aux pays membres du SSATP pour la mise en place d’autorités routières, ou pour la restructuration de leur agence des routes. Le présent ouvrage s’intéresse avant tout aux questions à la fois techniques, organisationnelles et managériales liées à la restructuration et à l’exploitation du réseau routier comme un service marchand dans sept pays : Botswana, Cameroun, Éthiopie, Ghana, Namibie, Tanzanie et Afrique du Sud. Ces pays principalement anglophones ont été choisis en raison de leur vaste répartition géographique, de la pluralité des mécanismes institutionnels en place et de leur niveau d’avancement dans la gestion commerciale de leur mode d’exploitation. Les progrès réalisés en matière de gestion commerciale des routes ont été mesurés principalement à l’aune des réformes institutionnelles nécessaires à l’amélioration des services routiers. Ces réformes s’appuient sur quatre piliers centraux : établir fermement les responsabilités ; favoriser la prise en charge par les usagers ; garantir une source stable de financement ; promouvoir les pratiques de gestion commerciale. | fr |
