Abstract
The objective of this research is to provide analysis on the current skills ecosystem in Moldova. This assessment is based on interviews with private sector representatives, training providers and government representatives, and desk research. The report presents its findings on skills demand and skills mismatches, the private sector’s human resource management (HRM) practices and workforce development approaches, the education system and workforce training, and possibilities to strengthen future skills-forecasting practices in Moldova. The research is intended to provide ideas for strengthening structured private-sector engagement in skills development activities in the future to ensure the prevalence of demand-led and demand-responsive skills development initiatives. Additional information on the relevant legal framework governing labor and education, sectoral and education committees, and an overview of the education structure in Moldova, is provided in annexes to this report. Six sectors were selected for analysis based on their contribution to the Moldovan GDP (at the stage of the inception report), their shares of employment and exports, the registered number of SMEs, and their potential for growth. This report provides key findings from consultations across these six sectors. Detailed reports for each of the six sectors are available as a separate document. Secondary data and research included open online sources, including the website of the National Bureau of Statistics.

Publication Botswana Labor Market Signals on Demand for Skills(Washington, DC, 2014-01)Botswana has an official unemployment rate of 17.8 percent. The low labor-intensity of growth is a potential explaining factor for this high level of unemployment. It is thus essential to analyze the role of education and training in the access to employment. This note finds that the role of education has changed under the effect of schooling expansion and persistent unemployment. Labor market institutions appear to have a limited impact on employment and wage levels, while the importance of active labor market programs is growing. This note aims to identify labor market signals that point to demand for specific current and future skills. The note seeks to answer the following questions: does the labor market place a higher premium on workers literacy and numeracy skills, technical skills, or behavioral skills?; is the labor market more in need of secondary or tertiary education graduates?; and will growing economic sectors (for example, tourism) benefit more by increasing the supply of sector-specific skills (for example, through specific training for tour guides and hospitality staff) or general skills (for example, through training of lawyers and accountants who can be absorbed in any sector of the economy)?.This note analyzes the following data and documentation to identify labor market signals in the Botswana economy: government economic growth and diversification strategies; general labor market data; and enterprise and employee surveys.Publication Skills for Quality Jobs and Development in Lao PDR : A Technical Assessment of the Current Context(Washington, DC, 2013-11-11)Lao has embarked on an ambitious plan to transform its economy, reduce poverty, and graduate from least developed country status by 2020. The objectives of this report are 1) to provide critical information to the Government of Lao PDR (GoL) about existing skills gaps in Lao; 2) to provide the GoL and the steering committee that will revise the Human Resource Development Strategy 2000-2020 (and link it to the 8th NSEDP) with evidence of the current skills situation in the country, to better inform decisions and human resource planning for the future; and 3) to provide the GoL, the World Bank, and other development partners a baseline of skills indicators against which to measure progress going forward. Lao's economic growth has led to increased demand for workers at all skill levels, but employers have a difficult time finding workers to meet that demand. The lack of skills among the workforce is the most commonly cited constraint. The first priority will be to increase the limited flow of students progressing to higher education levels, in part due to high dropout rates among students (especially in rural areas) in primary school or between primary and secondary school. The second priority will be to increase the level of cognitive skills among the population by improving the quality of the education system. The third priority will show as Lao's economy moves forward, skills taught in the higher education system will need to become better aligned with labor market needs. The fourth priority will be to promote lifelong learning and skills upgrading by increasing the incentives and opportunities of workers to skill up, and employers to invest in the skills of their workers.Publication Demand for Skills(World Bank, Washington, DC, 2015-01-12)This note summarizes the main findings of the STEP Employer Skills Survey carried out in Azerbaijan in 2013. The note argues that there is a skills shortage in Azerbaijan. Azeri employers claim that it is difficult to find workers with required skills. The shortage is particularly pronounced in the case of modern, innovative firms, which tend to required more advanced skills. The education system does not meet the needs of the majority of employers. In particular, it does not equip young workers with the practical skills that are required in the workplace, and with knowledge that is up-to-date. The note finds that employers seek not only technical, job-specific skills but also cognitive skills (such as literacy, numeracy and problem solving) and adequate socio-behavioural skills (such as communication, teamwork, leadership and ability to work independently). Conscientiousness stands out as a personality trait that is critical for employability. Unfortunately, many young job applicants lack the skills demanded by employers. The key employability skills that young workers are most frequently lacking include job-specific technical skills, problem solving skills, communication, teamwork and leadership skills. Hence, the skills gap refers not only to technical skills but also to higher-order cognitive skills and socio-behavioural skills. By their nature, these results show subjective perceptions of employers. And these perceptions reflect not only the objective conditions, but also employers’ expectations regarding worker skills that may be excessive. Nonetheless the results signal a skill problem in Azerbaijan, and employers’ criticism of the quality and relevance of education should not be too easily disregarded. The survey’s results strongly suggest that the quality of education needs to be improved, and the education system needs to be more responsive to labor market needs in order to support growth and modernization of the Azerbaijan’s economy.Publication An Assessment of Skills in the Formal Sector Labor Market in Bangladesh : A Technical Report on the Enterprise-Based Skills Survey 2012(Washington, DC, 2013-10)Education and skill development have played a crucial role in economic growth, poverty reduction and social transformation in Bangladesh, particularly the inclusion of women in the labor force in the last decade. Bangladesh has made impressive gains in improving access to education, reaching the Millennium Development Goals (MDG) of gender parity at the primary and secondary levels. Increased access to secondary education among girls over the past twenty years appears to have produced a powerful agent of social mobility as it is likely that many of the young girls who benefitted from the female stipends in the early 90s have now entered the labor market and may be enjoying higher earnings than older female cohorts. The widespread entry of women into the labor market has been a leading factor in the rapid expansion of the garment industry. With around USD 15 billion in export value in 2010, the readymade garment industry is currently Bangladesh's most important industry sector (McKinsey and Company 2011). In this context, a policy note on the skills development is being prepared to discuss the issues of the linkage between education and skills development and the labor market. The policy note, together with two other policy notes on access and equity, and quality of education, will be part of the Bangladesh Education Sector Review (ESR). The ESR is developed for diagnosing the current educational situation in Bangladesh and discusses different policy options for the way forward. The skills development policy note aims to assess the flow and stock of today's skills demands and supply, in the areas of formal and informal sector labor market, as well as the overseas labor market where a large number of Bangladesh seeks for employment opportunities. It also aims to discuss the skills required for Bangladesh to develop when achieving the status of the middle income country as stipulated in the vision 2021. As part of the skills policy note, the Enterprise-based Skills Survey (ESS) has been conducted. This background report documents the technical properties of the ESS and discusses the general results of the survey.Publication Investing in Women’s Employment : Good for Business, Good for Development(Washington, DC, 2013-10)Economic growth is more robust and sustainable when women and men alike participate fully in the labor market. Better jobs for women, employment that leads to higher wages and greater decision-making, also have a positive influence on the ways households spend money on children s nutrition, health, and education. Meanwhile, companies that invest in women s employment gain an important competitive advantage. Yet despite the persuasive evidence that gender equality has a transformative effect on productivity and growth, women s full economic and productive potential remains unrealized in many parts of the world. Globally, while women s education levels have increased and educated women now earn more than their uneducated peers, gender gaps in labor-market participation and wage levels persist. Women continue to be underrepresented in formal and higher value-added employment. This report, investing in women s employment: good for Business, good for development, is the first result of the WINvest initiative. It draws on members experiences and encourages business to tap and manage female talent in emerging and developing markets.

Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth(Washington, DC: World Bank, 2024-10-17)Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.Publication Global Economic Prospects, June 2024(Washington, DC: World Bank, 2024-06-11)After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. Each edition includes analytical pieces on topical policy challenges faced by these economies.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
