Abstract
The preparation of this report, initiated at the request of the Government, required close coordination by a multi-sectoral working group involving several ministries. As the goal of this report is to define an overall framework for skills development for both the formal and informal sectors, it analyses various types and levels of education: primary, secondary (general and technical), higher education, public and private vocational training, and apprenticeships. The report focuses its analysis on: (i) the labor market and constraints on the creation of jobs; (ii) the education and training system from the point of view of its performance, management, and financing; (iii) the issue of skills creation for the sectors considered growth producing. The latter can constitute an entry point in a dynamic involving the development of the supply of education and training that anticipates demand and adapts to the evolution of knowledge, technology, and organizational forms. The aim of this report is to provide the Government with lines of reflection to feed into a serious and inclusive policy dialogue that brings out the full dimensions of the issues at stake. The dialogue should be based on the concept of an open economy in which the spirit of entrepreneurialism and innovation, a full exploitation of the possibilities offered by science and technology, and a state that creates the conditions to encourage the development of the private sector are the keys to success.

    Putting Higher Education to Work : Skills and Research for Growth in East Asia

    A fundamental question facing East Asia, especially its low- and middle income economies, is how to sustain or even accelerate the growth of recent decades. From 1950 to 2005, for example, the region's real income per head rose sevenfold. With aging populations, these economies will need to derive an increasing share of growth from productivity improvements rather than from physical factor accumulation to drive growth. The book argues that higher education is failing to deliver skills for growth and research for innovation because of widespread disconnects between higher education institutions and other skill and research users and providers. These disconnects undermine the very functioning of the higher education system. The main assumption of the report is that to deliver labor market skills to higher education graduates, these institutions: (a) must have characteristics that are aligned with what employers and employees need; and (b) must be well connected among themselves and other skills providers. Similarly, to deliver research that can enhance innovation and productivity, higher education institutions need to have a strong role in research provision and have strong links with firms and other research providers.

    Developing Skills for Economic Transformation and Social Harmony in China : A Study of Yunnan Province

    It starts with a demand-side analysis in chapter two, examining historical trends in demand for skills, revealing the types of skills in demand, and projecting future demand for skills driven by economic growth and policy development. Chapter two also highlights the emerging skills shortages and mismatches in Yunnan. The rest of the report focuses on the access, quality, and relevance of Yunnan's education and training system and how effective it is in supplying the skills in demand. An overview of Yunnan's formal and non-formal education and training system is presented in chapter three. Chapter four focuses on the formal Technical and Vocational Education and Training (TVET) system, examining its governance, industry participation, curriculum reforms, quality assurance, and finances. Analysis of the formal education and training system focuses mainly on secondary and tertiary TVET. Chapters five and six address two major training programs outside the formal education system: non-formal training for rural workers and work-based training for urban workers, both of strategic importance. Finally, chapter seven draws on lessons from the Shanghai Program for International Student Assessment, or PISA to demonstrate the role of schools in developing the cognitive skills of 15-year-olds. The report concludes with a summary of findings and a set of policy recommendations for meeting the skills challenges and improving the education and training system.

    Developing Skills for Economic Transformation and Social Harmony : Yunnan Province

    China has achieved impressive growth over the last three decades and has now become the second-largest economy in the world. To sustain its growth, China is transitioning from an investment-led, high-carbon growth model to a consumption-led, green growth model, less reliant on low-cost manufacturing and more on technology and innovation. Skills development has been a key factor enabling China's unprecedented growth, and will continue to play a vital role in sustaining its ongoing economic transformation and pursuit of a harmonious society. The study is aimed at facilitating policy development leading to a demand-driven, high-quality, and equitable education and training system conducive to lifelong learning. The experience of Yunnan also sheds light on skills development in China, as the analysis in this report situates Yunnan in the broader national context. The intended audience includes policymakers in the Ministries of education, human resources and social security, agriculture, and finance, and the poverty alleviation office and national development and reform commission. The report would also be of interest to researchers and development workers interested in understanding skills development in China. This report consists of three parts. The first part, skills challenges: demand, gaps, and mismatch, examines the sources of the mismatch of supply and demand for skilled labor in Yunnan. The second part, education and training, sets out the challenges facing Yunnan as it seeks to strengthen the Technical and Vocational Training and Education (TVET) system, improve access to education and the quality of educational outputs, encourage more robust work-based and rural training, and invest additional resources in general education. Finally, in conclusions and policy implications, the report lays out specific policy proposals that cross both sector lines and address sector-specific issues.

    Post-Basic Education and Training in Rwanda : Skills Development for Dynamic Economic Growth

    Improved access to and quality of upper secondary schools, teacher training colleges, Higher Learning Institutions (HLIs), and demand-driven Technical and Vocational Education and Training (TVET) courses to supply the demand for the higher-level skills and competencies relevant to labor market needs remains a central priority for the ministry of education in Rwanda. Since the original analysis and drafting of this report took place there have been a number of changes within the Post Basic Education and Training (PBET) sector and progress has been made on various areas of policy implementation discussed in the report. Most significantly, the government of Rwanda announced in 2010 that all students will be entitled to access fee-free education until the end of upper secondary school (or equivalent). This policy move addresses some of the concerns raised in the report to ensure that increasing numbers of basic education graduates can move on to PBET. This report provides a description of key aspects of the education sector as a whole with particular emphasis on quality improvement in basic education. The present report takes the perspective that Rwanda's PBET system is the country's principle mechanism for generating the skilled labor force needed to become a middle-income, knowledge- and expert-based economy. PBET in this report is defined as all formal education and training for which the entry requirement is the completion of at least basic education. This report is structured as follows: chapter one describes Rwanda's recent growth trends, ambitions for the future, and the role that skills development must play to ensure that these ambitions can be reached. Chapter two shows an analysis of the Rwandan labor market, exploring trends in both labor supply and demand, with an emphasis on the educational attainment of the labor force. Chapter three describes the context of PBET policies and strategies and the structure of the PBET system, highlighting the key features of its various segments. Chapter four focuses on the governance, management, and financing of the PBET system. Chapter five builds on the preceding chapters to offer a set of policy options that, when implemented, are expected to contribute to the promotion of a well-integrated and managed system.

    Matching Aspirations : Skills for Implementing Cambodia's Growth Strategy

    Over the past decade, Cambodia improved the skills of its workforce at a slower rate than other countries in East Asia. And, although Cambodia's firms do not perceive skills as their main business constraint, skills shortages may negatively affect the process of both industrial and agricultural upgrading and economic diversification. Employers point to a structural imbalance in skills supply, including a relative shortage of vocational training graduates compared to university graduates. This report provides valuable insight for Cambodia to develop the skills necessary to match the country's development aspiration. At the same time, it outlines specific actions to create opportunities for access to information in the skills market, to expand household-oriented interventions, to improve school retention, and to strengthen second-chance options - including technical and vocational education and training. This report further proposes how to expand financing for early childhood development effectively, to strengthen institutions, and to promote incentives toward better results among skills providers, including higher education institutions. The analysis in this report represents an important collaborative contribution to Cambodia's growth strategy and human development agenda.

    Implementation Know-how Briefs to Support Countries to Prioritize, Connect and Scale for a Digital-in-Health Future

    Technology and data are integral to daily life. As health systems face increasing demands to deliver new, more, better, and seamless services affordable to all people, data and technology are essential. With the potential and perils of innovations like artificial intelligence the future of health care is expected to be technology-embedded and data-linked. This shift involves expanding the focus from digitization of health data to integrating digital and health as one: Digital-in-Health. The World Bank’s report, Digital-in-Health: Unlocking the Value for Everyone, calls for a new digital-in-health approach where digital technology and data are infused into every aspect of health systems management and health service delivery for better health outcomes. The report proposes ten recommendations across three priority areas for governments to invest in: prioritize, connect and scale. The Implementation Know-How Briefs serve as practical guides for countries as they implement the ten recommendations. Every Implementation Know-How Brief provides practical information to start planning and implementing how to implement the recommendations. It also contains key terminologies for those not familiar with a particular topic, provides key questions to ask, and a general orientation as to typical issues in these sectors.     Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth

    Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.
