Abstract
Argentina’s agrifood sector drives both prosperity and crisis. While agrifood generates essential foreign currency earnings, tax revenue and employment, the sector’s vulnerability to external shocks can wreak havoc on the larger economy. This agriculture sector review addresses the economic, social, and environmental dimensions of Argentina’s agrifood sector. The economic dimension is vital, due to the influence of agrifood productivity and its growth on Argentina’s macroeconomy. The social, or inclusion, dimension highlights the potential to improve the livelihoods of the rural poor as well as access to affordable food for the urban poor. Finally, the environmental dimension examines the urgent need to increase the resilience of agricultural production systems and support their adaptation to climate change, as well as the agrifood sector’s potential to mitigate climate change and other externalities. This summary report is based on a series of more detailed sectoral background papers and is aimed at public sector policymakers and other key stakeholders, with the goal of identifying potential reforms in public policies and programs and contributing to the development of a new shared vision for the Argentine agrifood sector.

Publication Cambodia : Rural Sector Strategy Note, Towards a Strategy for Rural Growth and Poverty Reduction(Washington, DC, 2005-06)Recovering from three decades of conflict, over this last decade, Cambodia has undergone dramatic economic, political, and social transitions. Cambodia experienced rapid institutional changes as it restored peace, moved from a centrally planned to a market-oriented economy, and moved from isolation to regional and global integration. Cambodia has achieved political and macroeconomic stability, and has initiated key structural reforms. Nevertheless, Cambodia's economy remains vulnerable, and economic growth has not translated into widespread poverty reduction. With a GDP per capita of US$280, and social indicators showing little progress since the 1960s, Cambodia remains one of the poorest countries in the world. The legacies of war - the losses in physical and social capital, depleted human capital, and the remaining land mines - will continue to challenge the country's overall development in the short, and medium terms. In addition, the country's small and open economy is faced with the challenge of establishing institutions and infrastructure that will allow it to realize the benefits, and mitigate the risks of regional and global integration, in an increasingly competitive regional environment. To a great extent, progress will depend on achievements in rural areas. The purpose of this Note is to provide a broad framework to explore options for Cambodia's future directions for rural development with the government, donors and other development partners. The Note provides a profile of existing conditions in the rural sector, and highlights areas for priority attention to achieve broad-based and healthy growth rates, sufficient to enable the rural sector to continue contributing significantly to rural and non-rural incomes and employment. The note is organized in three main parts. Part I provides an overview of the performance of Cambodia's rural economy. Part II reviews the key issues affecting the rural sector, and proposes elements of a pro-poor agriculture and rural development strategy. Part III discusses cross-cutting issues affecting the delivery of results, as well as proposals for follow-on activities to this Note.Publication Agriculture and Water Policy : Toward Sustainable Inclusive Growth(World Bank, Washington, DC, 2013-03)This paper reviews Pakistan's agriculture performance and analyzes its agriculture and water policies. It discusses the nature of rural poverty and emphasizes the reasons why agricultural growth is a critical component to any pro-poor growth strategy for Pakistan. It supports these arguments by summarizing key results from recent empirical analysis where the relative benefits of agricultural versus non-agricultural led growth are examined. The results also provide an illustration of farm and non-farm linkages. It summarizes recent performance of the agriculture sector, and discusses key characteristics of its sluggish productivity growth. Three key issues related to increasing productivity are discussed: namely technology, water use and water management, and policy reforms related to markets and trade that can strengthen the enabling environment and contribute to the promotion of diversification towards high value agriculture.Publication The Agribusiness Innovation Initiative in Ethiopia : Enabling a Climate Smart, Competitive, and Sustainable Agribusiness Sector(World Bank, Washington, DC, 2012)The Agribusiness Innovation Initiative (AII) seeks to contribute to advancing a climate-smart competitive agribusiness sector which will create more jobs and raise incomes for Ethiopians. The AII will contribute toward this objective by identifying innovative growth-oriented entrepreneurs who are pursuing business opportunities based on value addition of agricultural commodities and providing them with a holistic service offering that accelerates their growth and increases their sustainability. In the process of doing so, the AII will engage all stakeholders along the value chain, thus strengthening the innovation and entrepreneurship ecosystem affecting the start-up and growth of innovative agribusiness enterprises. Relatedly, the AII will strive to have a demonstration, or catalytic, effect, encouraging a new generation of entrepreneurs to enter, grow, and advance the industry. The AII will have two groups of beneficiaries. The direct beneficiaries include high growth potential agribusiness entrepreneurs and small businesses. This group includes a high percentage of women. The indirect beneficiaries are the small-holder farmers that supply the raw materials to the enterprises, and the tangential service providers, such as truckers, packaging providers, and others that will benefit from the increased demand generated.Publication Responding to Higher and More Volatile World Food Prices(Washington, DC, 2012-05)Following the world food price spike in 2008 and again in 2011, there has been increased attention on better understanding the drivers of food prices, their impacts on the poor, and policy response options. This paper provides a simple model that closely simulates actual historical food price behavior around which the analysis of the drivers of food price levels, volatility, and the associated response options is derived. Future food prices are likely to remain higher than pre-2007 levels and recent price uncertainty is likely to continue for the foreseeable future. Accelerated use of food crops for industrial purposes (biofuels) continues to offset the slowing population growth effect on food demand. World food stocks remain at relatively low levels where the likelihood of price spikes is higher. Production gains may be harder to achieve in the future than in the past, with more limited space for area expansion, declining yield growth, and increases in weather variability. Suggested responses to reduce average food price levels are to (i) raise food crop yields, and their resilience, as the single most important action needed for an enduring solution to global food security; (ii) improve the rural investment climate to induce a private sector supply response; (iii) facilitate land markets to expand planted food crop areas and strengthen property rights to improve the use of existing cropped areas; (iv) better use price risk management tools; and (v) increase the responsiveness of the food system to price increases through better integrating markets to ensure world price signals reach more producers to induce a supply response. To reduce world food price volatility, suggested responses are to: (1) develop weather-tolerant crop varieties to reduce food production shocks; (2) improve management of food-grain stock purchases and releases to reduce, rather than amplify, local and world food price volatility; (3) shift to market-based biofuels policies (make biofuels mandates more flexible); (4) open trade across all markets to diversify short-term production shocks dissipating the associated price effects; and (5) improve market transparency to reduce market uncertainty and the associated large price corrections following revisions to market information (production, stocks, and trade). Suggested measures to reduce the negative impact of price shocks on food security are: (a) reduce taxes and tariffs (in some cases) to lower domestic prices, (b) short-term food and cash transfers to preserve purchasing power, and (c) support for agricultural production to try to prevent a next season shortfall that could add to local price increases.Publication Increased Productivity and Food Security, Enhanced Resilience and Reduced Carbon Emissions for Sustainable Development(World Bank, Washington, DC, 2011-10)The purpose of this paper is to summarize the challenges and the practical successes that a selected number of countries are experiencing in moving towards 'climate-smart' agriculture while also meeting the food requirements of a growing population, broader economic development and green growth objectives. It complements papers prepared in 2010 on technologies and policy instruments, research, and farmers' perspectives. The paper is also intended to provide a broad country perspective to two additional papers produced for a meeting of African Ministers of Agriculture which took place in Johannesburg in September 2011. The main conclusion is that a number of countries have made impressive progress in integrating 'climate-smart agriculture' into broader development and growth programs. Several countries are supporting policy measures and programs to conserve soil and moisture while enhancing productivity and competitiveness, and are addressing the particular concerns of drought-prone semi-arid areas. They are improving agricultural water management and watershed management, and addressing sea-surges, salinity and coastal flooding. Some countries are also including climate-smart agriculture as a core element in broader green growth agendas. The private sector has a key role to play in climate-smart agriculture, especially where the enabling environment has been favorable. Achieving climate-smart agriculture needs an integrated approach, tackling productivity and food security, risk and resilience, and low carbon growth together, but integration and institutional coordination remains a challenge in many countries.

Publication World Development Report 2017(Washington, DC: World Bank, 2017-01-30)Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? This book addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.Publication Poverty, Prosperity, and Planet Report 2024(Washington, DC: World Bank, 2024-10-15)The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.Publication Senegal : Report on the Observance of Standards and Codes (ROSC) : Corporate Governance Country Assessment(Washington, DC, 2006-06)This report provides an assessment of Senegal's corporate governance policy framework, enforcement, and compliance practices. It highlights recent improvements in corporate governance regulation, makes policy recommendations, and provides investors with a benchmark against which to measure corporate governance in Senegal. The report identifies several key next steps that can be carried out in Senegal and that focus on implementation, including: (i) developing program to build awareness of the importance of corporate governance and to train directors in modern corporate governance principles; (ii) drafting a code of corporate governance; (iii) addressing governance weaknesses in the state-owned enterprises. A separate report reviews the special issues for the corporate governance of state-owned enterprises in Senegal; and (iv) revising the Organization for the Harmonization of Business Law in Africa (OHADA) uniform act for commercial companies (over the long term) to incorporate modern corporate governance principles.Publication Understanding Civil War : Evidence and Analysis, Volume 2. Europe, Central Asia, and Other Regions(Washington, DC: World Bank, 2005)The two volumes of Understanding Civil War build upon the World Bank's prior research on conflict and violence, particularly on the work of Paul Collier and Anke Hoeffler, whose model of civil war onset has sparked much discussion on the relationship between conflict and development in what came to be known as the "greed" versus "grievance" debate. The authors systematically apply the Collier-Hoeffler model to 15 countries in 6 different regions of the world, using a comparative case study methodology to revise and expand upon economic models of civil war. (The countries selected are Burundi, Congo, Democratic Republic of Congo, Nigeria, Kenya, Mozambique, Sudan, Algeria, Mali, Senegal, Indonesia, Lebanon, Russian Federation, Colombia, Northern Ireland, Bosnia-Herzegovina, Macedonia, and the Caucasus.) The book concludes that the "greed" versus "grievance" debate should be abandoned for a more complex model that considers greed and grievance as inextricably fused motives for civil war.Publication Public-Private Partnerships and Collaboration in the Health Sector : An Overview with Case Studies from Recent European Experience(World Bank, Washington, DC, 2006-10)This brief is intended to provide an overview of the topic of public-private partnerships (PPPs) and public-private collaboration (PPC) in the health sector, the key types of PPPs and PPC encountered in practice, the associated benefits and risks, and good practices for ensuring success. Also included are nine recent case studies from European experience that illustrate these considerations under specific project circumstances. This overview is not intended as a detailed analysis of the theory and practice of PPPs and PPC in health, and excludes public health partnerships at supranational levels (e.g., global health partnerships or disease-specific partnerships).
