Abstract
Housing needs are high in Mexico despite quantitative progress in the last 10 years.Global data hide mismatches between housing demand and supply. First, urban growth relied for a long time on a pattern of urban sprawl, with mass-scale developments of individual units were built outside cities where land is affordable, but far from jobs and services and with related high transportation cost.Second, the housing shortage affects some household categories more than others.The housing finance system has been contributing to these mismatches.The way the two housing provident funds that dominate the mortgage market used to function was an inducement to the urban sprawl pattern. On the supply side, they were acting as demand aggregators for developers, warrantying that projects would meet the effective demand of purchasers qualified to borrow mortgage loans, and would thus avoid market risk largely irrespective of the location of the projects. On the demand side, households were incentivized to take out loans at below market conditions to which they were entitled once in their lifetime.The new policy was outlined in February 2013, and two national 2014-2018 Programs for Urban development and Housing were approved in 2014.Housing finance has a critical role to play to support a more balanced urban development and to help improve living conditions.The growth of the market size despite the stability of the number of loans suggests that better, higher priced housing has become affordable to more households.The improvement of lending conditions also increased the affordability of finance.The macro-economic context allowed the desindexation of housing finance, a major change relatively to the 20-year period delimited by two financial crises. The mortgage Sofoles /Sofomes sector largely disappeared following the 2008-2009 financial crisis.An amendment to the General Law of Credit and Auxiliary Organizations and Activities removed the category of Sofol.SHF reoriented its activities following the demise of the Sofoles/Sofomes, without a totally clear systemic justification in some cases.On the primary market, since the disappearance of most of the sector, SHF only refinanced new mortgages for only MXN 5.3 billion in 2015 (out of about MXN 300 billion total originations).This growth has been partially driven by changes in the market structure. Two factors have played a special role in this growth: (i) the demise of Sofoles/Sofomes, since several of them were bought by banks and are now consolidated with them; (ii) the success of the lending in partnership with the Institutes. In addition, several new comers entered the mortgage market in the last 10 years, including Inmobiliaro Mexicano or ABC Capital. Still, the overall market development is largely due to the growth strategy of three lenders. These entities face several obstacles: (i) gaps that still exist in the property rights (persisting ejido land tenure for instance) and registration systems in the geographic areas – small cities, rural areas- where these institutions are active, which prevent them from securing loans as would be required by long term credit; (ii) regulatory maturity restrictions: up to 5 and 8 years for SOCAPS and Sofipos of categories I and II respectively. These limits are however lifted if housing loans are funded by SHF, the case for only a minority of institutions; (iv) insufficient operational capacities to lend medium or long term loans for housing; and (v) long term funding.

    Financial Sector Assessment Program Update : Saudi Arabia - Basel Core Principles for Effective Banking Supervision

    This assessment of Saudi Arabian Monetary Agency's (SAMA) compliance with the basel committee's core principles for effective banking supervision was conducted by a mission to Saudi Arabia during April 9-20, 2011. The assessment was carried out as part of a Financial Sector Assessment Program (FSAP) update undertaken by the International Monetary Fund (IMF) and the World Bank at the request of the Saudi authorities. The authorities requested that the assessment of compliance be conducted using only the essential criteria in the methodology. This assessment was based on a review of laws, regulations, policies and practices in place at the time. The financial system is subject to risks reflecting the openness of the economy and dependence on the hydrocarbon sector, as well as the size of the market. Saudi Arabia implements International Financial Reporting Standards (IFRS) for banks and insurance companies and is served by the major accounting firms. There has been no need to provide emergency liquidity assistance (ELA) to any bank in recent years. The conditions in which SAMA will provide ELA would be determined on a case-by-case basis, as will the terms on which such ELA will be provided.

    Financial Sector Assessment Program : Malaysia - Assessment of Observance of the CPSS-IOSCO Principles for Financial Market Infrastructures

    The present document is the assessment of systemically important financial market infrastructures in Malaysia based on the Committee for Payment and Settlement Systems (CPSS) and International Organization of Securities Commission (IOSCO) Principles for Financial Market Infrastructures (PFMIs). The assessment was conducted in the context of field missions of the Financial Sector Assessment Program (FSAP) to Malaysia in July 2012. The information used in the assessment included all relevant laws, rules and procedures governing the systems, material available on these FMIs in the public domain and from the central bank and the securities commission. The Capital Market and Services Act 2007 (CMSA) provides the overall framework for operation of various entities in the security markets like stock exchange, clearing houses and trade repositories. The Securities Industry (Central Depositories) Act 1991 (SICDA) provides the overall regulatory framework for depositories and immobilization of securities in approved depositories. The CMSA requires the licensed exchanges and clearing houses to prioritize public interest, safety and efficiency aspects over their commercial objective and also establish rules and procedures and in particular in relation to handling of participant defaults.

    Bolivia Financial Sector Notes : Assessing the Sector's Potential Role in Fostering Rural Development and Growth of the Productive Sectors

    Bolivia benefited from an overall favorable economic evolution in the last few years, supported by sound macro-economic indicators. Yet, economic growth was unevenly distributed between the sectors, with particularly extractive industries, construction and financial services showing higher real growth rates, while agriculture and manufacturing fell behind. This is an area of concern for the government which-as manifested in the new constitution-aims to foster a more balanced and equitable growth. In its reform measures, it places a particular focus on developing the rural areas, in which a large share of the indigenous population lives, and on the productive sector (agriculture, forestry, manufacturing and extractive), which provides the livelihood for a substantial number of poor people. This paper aims to contribute to the discussion and on-going reform efforts by providing an evaluation of the role the financial system could play for enhancing growth in rural areas and the productive sector without threatening the sector's stability. It also endeavors to update the Bank's knowledge on the financial sector, assess its current role and recent developments, and determine possible vulnerabilities as well as core bottlenecks for the outreach to underserved segments of the population and economy. However, the government needs to strike a fine balance in its policy measures to foster outreach and credit in order to not unduly lower the profitability in the financial sector, jeopardize the quality of the loan portfolio and as a result introduce vulnerability in an otherwise sound system. In particular, the strong push towards financing of the productive sector at comparatively low interest rates, can lead to over-indebtedness of the clients or a deterioration of the repayment culture, if lending institutions expanding their loan portfolios do not maintain (or introduce) prudent lending

    El Salvador Financial Sector Assessment Program Update

    The global financial crisis and ensuing credit crunch has revived the discussion on the role of public sector in the financial system around the world and in El Salvador, authorities have announced plans to step up their activities. A clearly defined strategy for the public banks, focused on complementing private sector activity, is necessary as their activities expand to improve access to finance and diversify the sources of funding. Any process of growth needs to accompany by improvement in risk management processes, governance arrangements and enhanced supervision. Going forward, the two public retail banks should increase their specialization in different market segments. The development bank role can be enhanced while maintaining its second tier status. To make the guarantee funds effective, in addition to scale their size, several operational features need to be improved.

    Financial Sector Assessment Program : Malawi - Access to Financial Services

    This technical note the Malawi 2007 Financial Sector Assessment Program (FSAP) reviews the current challenges of increasing access to financial services in Malawi. After a cursory assessment of the state of the financial sector in chapter one, it summarizes the key challenges of rural financial sector development (chapter two); then discusses the opportunities that branchless banking technology offers (chapter three), the options for strengthening the financial infrastructure (chapter four) and the role of government in increasing access (chapter five). It concludes with recommendations on how authorities may seek to realize these opportunities (chapter six).

    Productive Longevity

    The world’s population is aging at dramatic speed. By 2050, most of the world’s seniors (aged 65+) will be living in what are currently low- and middle-income countries. Aging will require low- and middle-income countries to develop comprehensive policy solutions to sustain welfare levels and ensure that welfare is equitably distributed across generations and socioeconomic groups. Given higher informality and lower human capital levels in low- and middle-income countries than more advanced economies, the balance and composition of the policy package in these contexts may differ, but there will be a common need for labor market policies to increase “productive longevity”—that is, to foster higher labor force participation and productivity among mature workers. This paper presents a framework identifying market, institutional, and behavioral failures that create constraints to productive longevity, and policies that may overcome these constraints. Drawing, to the extent possible, on the experience of low- and middle-income countries, the paper reviews evidence on supply-side and demand-side interventions to improve incentives, remove barriers to work, and invest in skills, as well as policies to improve matching of mature workers in labor markets. The paper ends with a discussion of meta-lessons for low- and middle-income countries.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    A Literature Review on Productivity and Growth in Brazil

    Productivity growth in Brazil has not kept pace with developed and emerging economies, despite progress in achieving macroeconomic stability and implementing reforms in product and input markets. This paper reviews the literature on reforms and growth in Brazil to understand the factors that have hindered productivity growth. The paper discusses the impact of competitive distortions on productivity, the effect of structural change on productivity growth, and the evidence on misallocation and growth dynamics. Additionally, the paper analyzes the direct and indirect effects of several reforms, such as trade liberalization and formalization policies. Based on the main lessons from this review, the paper proposes a potential reform agenda to improve improve productivity in Brazil in the coming years and narrow the income gap with developed countries.

    Expanding Financial Inclusion through Digital Financial Services

    Worldwide, account ownership increased by 50 percent in the 10 years spanning 2011 to 2021, to reach 76 percent of the global adult population. The goal of financial inclusion is not just for more adults to have accounts but for account owners to benefit from using them, such as for digital payments, which provide a range of positive benefits that extend far beyond convenience. This paper reviews the evidence demonstrating how digital payments can expand financial inclusion among recipients and encourage the use of additional formal financial services, such as savings, credit, and insurance. It explores how digital transactions offer greater security and privacy, especially for women, as well as opportunities to build a digital credit history for credit risk assessments. The introduction of digital payments to low-income adults brings some risks, however, such as fraud and phishing scams targeting accounts, over indebtedness in digital credit, and customers receiving incomplete or incorrect information on the fees and costs of financial products.

It uncovers the interdependence of these two types of regulations, an area that has received limited attention in research. The paper highlights why understanding the intricate relationship between product and labor market regulations is crucial for effective policy making and advancement of labor market conditions. The findings strongly discourage adopting uniform policies and advocate for tailored approaches to labor market promotion.
