Abstract
Using household and labor force surveys from Cambodia and Sri Lanka, we find large positive wage premiums and a closing of the male-female wage gap during the Multi-Fiber Arrangement (MFA) period, but smaller premiums and a widening wage gap after the end of the MFA. Our results suggest that apparel exports continued to benefit women in developing countries post-MFA but women – both in and out of the apparel industry – are susceptible to changes in global apparel prices.

Publication Globalization and the Gender Earnings Gap(World Bank, Washington, DC, 2016-12)Disasters in Bangladesh and protests elsewhere have created an intense debate about the value, particularly to women, of apparel employment in developing countries. This paper focuses on how the forces of globalization, specifically the Multi-Fibre Arrangement (MFA), have affected women's wages in the apparel sector in developing countries. The paper uses household and labor force surveys from Cambodia and Sri Lanka to estimate both apparel wage premiums relative to other industries and the male-female wage gap before and after the end of the MFA. The approach builds on new models that apply traditional trade theory (e.g., the Heckscher-Ohlin and Stolper-Samuelson theorems) to analyze the effect of globalization on gender-based earnings. The authors find large positive wage premiums and a closing of the male-female wage gap during the MFA period, but smaller premiums and a widening wage gap after the end of the MFA. The results suggest that the benefits of apparel exports for women in developing countries remain significant post-MFA. They also model an approach for studying the effects of globalization that differentiates males and females as separate factors. This may be a fruitful alternative to discrimination models or those that analyze the effects of globalization on women in terms of skill. Further research is necessary to identify the potential development effects of post-MFA apparel employment and to thoroughly compare the benefits documented in this paper with the costs that may come with apparel jobs.Publication Short and Long-Run Labor Market Effects of Developing Country Exports(World Bank, Washington, DC, 2020-03)This paper studies how a positive export shock -- the sharp increase in garment-sector exports that began at the end of the Multifibre Arrangement (MFA) -- spread through Bangladesh's labor markets. Although the end of the MFA was arguably exogenous to Bangladesh, the authors instrument export demand with OECD imports to ensure identification. The paper compares estimates of the local labor market effects (wages and informality) and estimates from wage equations that reflect the predictions from long-run, general-equilibrium neoclassical trade theory. As in other studies, this paper finds that the export shock was localized both in terms of sector and geography. Wages increased and informality decreased in sub-districts more exposed to the export shock. Unlike in other studies, these local labor market effects dissipate quickly. Furthermore, Bangladesh's export shock was sector specific, limited predominantly to the female-intensive garment and textile sector. The paper shows that, following the increase in exports of the female-intensive good, the male-female wage gap closes considerably throughout the country -- not just in the apparel sector. In relatively small Bangladesh, the national labor market seems to be more integrated compared to larger countries studied, possibly suggesting that labor adjustment costs are lower in smaller countries.Publication The Promise and Peril of Post-MFA Apparel Production(World Bank, Washington, DC, 2012-05)For anyone concerned about the effects of globalization on poverty in developing countries, the apparel sector in general and the end of the Multi-Fibre Arrangement (MFA) and the Agreement on Textiles and Clothing (ATC) in particular are key areas of interest. As an important first step toward industrialization, the apparel sector continues to provide an alternative for workers in low-wage agriculture or service jobs (especially less-skilled workers and women), even after other manufacturing sectors are established. By providing formal labor experience, these jobs hold the promise of lifelong participation in the labor market, which in the long term can help workers move out of poverty. Therefore, understanding how employment, wage premiums, and the structure of the apparel industry have changed after the end of the MFA and ATC is important to appreciate the effects of this significant policy change on poverty.Publication Female Wages in the Apparel Industry Post-MFA : The Cases of Cambodia and Sri Lanka(World Bank, Washington, DC, 2012-05)The end of the Multi-fiber Arrangement/Agreement on Textiles and Clothing in 2005 was a major policy change that affected the allocation of global apparel productions well as the lives of workers involved in this sector. Since the apparel industry is often the major female employer in developing countries, this policy change was expected to have major implications for women. This paper analyzes the wages and working conditions of women in the apparel sector in Cambodia and Sri Lanka following the phase-out the Multi-fibre Arrangement. In both countries, apparel is a major source of exports, and women constitute 70 to 80 percent of the workers employed in the apparel industry. The paper finds that after the removal of the Multi-fibre Arrangement, apparel prices declined as a result of the increased competition. The theoretical model suggests that a decrease in prices would lead to a decrease in apparel wage premiums relative to other industries in the short run and the widening of the male-female wage gap in the long run. The empirical findings support these theoretical predictions. Wage premiums in the apparel sector relative to other industries went down post-Multi-fibre Arrangement in Cambodia and Sri Lanka and the male-female wage gap increased. The paper finds mixed results in terms of working conditions in Cambodia and Sri Lanka.Publication From Jobs to Careers(Washington, DC: World Bank, 2022)It is well-established that bringing more women into the formal labor force is critical for economic development. One strategy often cited is further integrating developing countries into global trade, particularly global value chains (GVCs), to contribute to female labor market outcomes through the expansion of female-intensive industries. As a result, a big question frequently debated, is whether the apparel industry – which is the most female-intensive and globally engaged manufacturing industry – can be a key player in this regard. In recent decades, the apparel industry has shifted its production to low-wage developing countries, increasing the demand for women, closing male-female wage gaps, and bringing women into the formal labor force. Indeed, the benefits of apparel exports have reached the female population, but is an apparel-led export strategy sufficient to induce the transition from jobs to careers? This Report provides an answer by focusing on seven countries where the apparel industry plays an important role in its export basket – Bangladesh, Cambodia, Egypt, Pakistan, Sri Lanka, Turkey, and Vietnam. The Report’s key finding is that countries should take advantage of the apparel industry as a launching platform to overcome the fixed costs of introducing more women into the labor market. However, for this approach to work, there needs to be complementary policies that tackle the barriers that hinder women in their pursuit of long-term participation in the labor force and better-paid occupations. A hope is to shift the paradigm of how we think of women’s participation in the labor force by demonstrating the importance of the distinction between jobs and careers. Although aspirations towards careers are achieved in different ways, understanding how progress is being made in each country towards a more equitable life between men and women will pave the way for a better route forward.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.
