Abstract
The widening use of smartphones, high urbanization rates, and the rapid evolution of technologies are driving the expansion of real time passenger information (RTPI) systems for urban transport services. RTPI provides accurate information on actual departure and arrival times and service disruptions, enabling passengers to plan more-efficient trips. Such public information systems can also create an extra incentive for the transit agency to maintain or improve performance. The market potential for RTPI systems includes installations in existing systems as well as new infrastructure. Traditionally sold as part of a larger vehicle management system that is controlled by a chosen vendor, conventional RTPI systems are a challenging expenditure in the developing world and, given the latest technologies, the conventional systems represent an increasingly outdated model. The new technologies can allow cities to obtain more economical and more adaptable RTPI systems, and government officials should consider these new developments when designing transit projects and procurement processes.

Publication Cutting Costs, Boosting Quality and Collecting Data Real-Time : Lessons from a Cell Phone-Based Beneficiary Survey to Strengthen Guatemala’s Conditional Cash Transfer Program(World Bank, Washington, DC, 2011-02)A 2010 country governance and Anti-Corruption (CGAC) funded pilot in Guatemala employed entry-level mobile phones in conjunction with Episurveyor, a free, web-based software for data collection, to drastically reduce costs, facilitate accuracy and accelerate implementation of a nationally-representative beneficiary survey of Guatemala's conditional cash transfer program. As such it illustrates the potential of mobile phone-based data collection to strengthen program monitoring, evaluation and implementation, in particular in remote and marginalized areas highly populated by indigenous peoples.Publication Boosting Mass Transit through Entrepreneurship(World Bank Group, Washington, DC, 2015-02)Most of the world’s urban mass transit systems cannot cover operating costs, let alone capital expenses, through farebox revenues. On average, 25 percent of metro operating expenditures are not funded by farebox income. With limited public subsidies, as well as obstacles to raising fares and political sensitivities to road user taxes, metro systems have been increasingly pursuing income from commercial activities connected with their operations. Metro systems earn commercial income, such as from advertising, naming rights, and especially real estate activities, are making inroads in their operating deficits. Commercial revenue in some systems is nearing 20 percent of fare revenue. Although reforms of transit financing structures remain high on the policy agenda, a review of ancillary income streams of metro systems around the world shows that a more entrepreneurial approach to tapping their commercial potential can help them narrow their funding gap.Publication How Well Did Real-Time Indicators Track Household Welfare Changes in Developing Countries during the COVID-19 Crisis?(Washington, DC: World Bank, 2024-09-23)This paper investigates the extent to which real-time indicators derived from internet search, cell phones, and satellites predict changes in household socioeconomic indicators across approximately 300 administrative level-1 regions in 20 countries during the COVID-19 crisis. Measures of changes in socioeconomic status in each region are taken from high-frequency phone surveys. When using the first wave of data, fielded between April and August 2020, models selected using the least absolute shrinkage and selection operator explain 37 percent of the cross-regional variation in the share of households reporting declines in total income and 34 percent of the share of respondents reporting work stoppages since the onset of the crisis. Real-time indicators explain a lower amount of the within-region variation in income losses and current employment over time, with an R2 of 15 percent for current employment and 22 to 26 percent for the prevalence of income declines. When limiting the sample to urban regions, real-time indicators are far more effective at explaining within-region variation in income losses and current employment, with R2 values of approximately 0.54 and 0.38, respectively. Income gains, self-reported food insecurity, social distancing behavior, and child school engagement are more difficult to predict, with R2 values ranging from 0.06 to 0.17. Google search terms related to food, money, jobs, and religion were the most powerful predictors of work stoppage and income declines in the first survey wave, while those related to food, exercise, and religion better tracked changes in income declines and employment over time. Google mobility measures are also strong predictors of changes in employment and the prevalence of specific types of income declines. In general, satellite data on vegetation, pollution, and nighttime lights are far less predictive. Google mobility and search data, and to a lesser extent vegetation and pollution data, can provide a meaningful signal of regional economic distress and recovery, particularly during the early phases of a major crisis such as COVID-19.Publication Collecting Robust Real-Time High Frequency Price Data in Fragile Settings(World Bank, Washington, DC, 2019-03)To embark on a sustainable pathway toward development, effective policy responses must be implemented quickly and based on evidence. This requires reliable, timely data, which is often unavailable especially in fragile settings. An innovative High Frequency Survey (HFS) infrastructure offers a modern data collection system to fill critical data gaps. It can provide quantitative data to inform programs and policies, often linked to resilience in fragile settings. Using the cases of Somalia and South Sudan, this note describes the design and setup of such a HFS infrastructure and illustrates how high frequency price data can effectively support decision-making even in the event of an economic or humanitarian crisis.Publication Real-Time Macro Monitoring and Fiscal Policy(World Bank, Washington, DC, 2013-01)This paper considers the effects of inaccurate real-time output data on fiscal management, both with respect to budgetary planning and fiscal surveillance. As newer and better information becomes available, output data available in real time get revised and are likely to conflict with final figures that are only released some years later. Nevertheless, fiscal policy needs to be inevitably based on real-time figures. The paper develops a simple modeling framework to formalize these linkages and combines it with a newly compiled dataset from the International Monetary Fund's World Economic Outlook, comprising final and real-time output data for 175 countries, over a period of 17 years. We simulate the effects of output revisions on revisions of the overall balance, the structural balance and debt accumulation. It finds that output revisions may have substantial effects on the ability of governments to correctly estimate the overall balance and the structural fiscal balance in real time, and that the effects may imply substantial debt accumulation.

Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
