Abstract
This study by the World Bank indicates that forests offer vast potential for poverty reduction and rural economic growth in India while also supporting critical national conservation goals. An estimated 275 million people in rural areas depend on forests for at least part of their livelihoods. Forest dwellers, which include a high proportion of tribals, are among the poorest and most vulnerable groups in society. The government of India has adopted Joint Forest Management as a principal approach for community-based forestry. The program now covers 27 percent of the national forest area across 27 states, and encompasses 85,000 village committees. Over the past decade, the Joint Forest Management model has been evolving from an approach heavily oriented towards commercial timber managed by state forest departments (with communities providing labor), to an approach more supportive of forest conservation with communities sharing benefits in return for assisting with limited management activities. Although this transition has been successful by some measures, most communities still fail to utilize the full potential of forests to improve local livelihoods. Forests are mainly used as a safety net during difficult economic periods, or for seasonal subsistence products like fuelwood and fodder. For communities to better exploit the untapped potential of forests, wide ranging and carefully phased reforms are required at both the national and state levels addressing: 1) stronger forest rights and responsibilities for forest communities; 2) more effective management systems targeted at communities involved with forestry; 3) improved access to more efficient market systems for major and minor products; and 4) more effective and flexible institutions and capacities.

Publication Andean Countries : A Strategy for Forestry, Volume 2. Bolivia(FAO, Rome, 2006-08-31)The World Bank's revised forest policy came into being in 2002 and covers all types of forests. It has the following key objectives: (i) harnessing the potential of forests to reduce poverty in a sustainable manner; (ii) integrating forests effectively into sustainable development; and (iii) protecting vital local and global environmental services and values. The policy enables the bank to fully engage in forestry throughout the developing world, while ensuring that it complies with such safe guard policies such as OP 4.01 (Environmental Assessment), OP 4.04 (Natural Habitats) and OD 4.20 (Indigenous Peoples). On the other hand, the policy provides only a general framework for its lending operations in forestry and cannot take account of the individual socio-economic and environmental needs of regions and sub regions. To carry out the work, experienced local consultants were recruited to prepare country level reports following guidelines provided by the FAO Investment Centre, the aim being to gain a strong local perspective on the main issues and potential for sustainable and equitable growth in the sector. These reports were complimented by reference to an extensive literature base to produce individual country reports and the summary which follows. Given the complexity of forestry in the region, the need to involve large numbers of stakeholders, and the need to accommodate change, the findings of this report should not be regarded as definitive, but rather as a first step to shaping the Bank's interventions in the sector in individual countries over the medium term. It should also be noted that data have been obtained from a variety of sources, and that inconsistencies and gaps were common; they should consequently be regarded as orders of magnitude.Publication India : Alleviating Poverty through Forest Development(World Bank, Washington, DC, 2000-01)This case study, one of six evaluations in a series of country case studies, aims to understand the implementation of the 1991 Forest Strategy in World Bank operations and to obtain the views of the various stakeholders in the country about the involvement of the Bank. Each country study examines the overall development of the country's forest sector. This naturally includes the environmental impacts on forests, such as degradation, bio-diversity loss, and deforestation as well as encompassing the economic uses of forests, particularly the management of forest resources for production, the role of forest development in poverty alleviation, and the impacts of forest research and development. The report takes a multi-disciplinary approach that discusses economic, social, political, institutional, and financial issues, and is based on evidence from the literature; review of project documents and files; extensive interviews with Bank and other donor agency staff, specialists, forest officials, beneficiaries; and field visits. The report analyzes the interactions among the Bank's country assistance strategy, economic and sector work, policy dialogue, and their lending portfolio. The review is divided into two parts. Part 1 surveys the changing state of the forests in India. It explores causes of change in the extent and the quality of the forest cover. Part 2 explores the World Bank's lending and non-lending activities before and after the Bank's 1991 Forest Strategy.Publication A Legal and Institutional Framework for Sustainable Management of Forest Resources in Southern Sudan : Policy note(World Bank, 2010-02-01)This policy note was prepared in response to a request from the Government of Southern Sudan (GoSS) for World Bank assistance in developing legislative and institutional policies and strategies that will take advantage of the potential of the region's forest resources to contribute to poverty alleviation, food security, sustainable agriculture, economic growth, and to protection of forest-related environmental services such as climate, biodiversity, water, and wildlife resources. The note is intended to: (a) take stock of the current situation on the ground, including identifying the legislative, institutional, governance, and policy reforms needed to create an enabling environment for both public and private-sector investment. This should help in contributing to improved understanding of the currently underutilized potential of Southern Sudan's forest resources; (b) analyze what has worked and what has not worked prior to and since the signing of the Comprehensive Peace Agreement (CPA); and (c) suggest priority solutions and actions towards revitalizing the forestry sector. Key policy issues addressed in this note include: 1) strengthening forest resource information and knowledge base; 2) developing a coherent legislative and policy framework, organizational structure, and capacity for the sector; 3) promoting participatory forest and woodland management; 4) enabling forest-based industries to thrive; 5) creating an enabling environment for attracting private-sector investment; 6) protecting and enhancing forest-related environmental services; 7) using technical approaches to conservation and sustainable management of forest resources; and 8) introducing predictable and sustainable long-term financing mechanisms.Publication Managing the Miombo Woodlands of Southern Africa : Policies, Incentives and Options for the Rural Poor, Volume 2. Technical Annexes(Washington, DC, 2008-05)Miombo woodlands stretch across Southern Africa in a belt from Angola and the Democratic Republic of Congo (DRC) in the west to Mozambique in the east. The miombo region covers an area of around 2.4 million km. In some areas, miombo has been highly degraded as a result of human use (southern Malawi and parts of Zimbabwe), while in others, it remains relatively intact (such as in parts of northern Mozambique, and in isolated areas of Angola and the DRC). From a conventional forester's perspective, miombo is fundamentally uninteresting. It supports relatively few good commercial timber species. The management of commercial species has been problematic. The best areas were logged over long ago. Except in a few areas, remaining commercially viable stocks are relatively small and difficult to access. Public forestry institutions have, for the most part, failed to put in place effective management systems for forests, preferring instead to limit their role to regulation and revenue collection, rather than to management per se. The objectives of this paper are threefold, and the paper is structured around these objectives. First, in section two, the paper describes some of opportunities for improving the use and management of miombo woodlands. Second, in section three, outline some of the barriers which are preventing households, communities, and countries from adopting better and more sustainable woodland management practices. Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication The Container Port Performance Index 2023(Washington, DC: World Bank, 2024-07-18)The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.Publication Using Immunization Coverage Rates for Monitoring Health Sector Performance : Measurement and Interpretation Issues(World Bank, Washington, DC, 2000-08)Immunization against childhood diseases such as diphtheria, pertussis, tetanus, polio and measles is one of the most important means of preventing childhood morbidity and mortality. Despite the low cost of basic childhood immunizations, nearly 3 million children still die each year from vaccine-preventable diseases. Achieving and maintaining high levels of immunization coverage must therefore be a priority for all health systems. In order to monitor progress in achieving this objective, immunization coverage data can serve as an indicator of a health system's capacity to deliver essential services to the most vulnerable members of a population. This note discusses the use of trends in immunization coverage data, and argues that immunization is a health output with a strong impact on child morbidity, child mortality and permanent disability. This note discusses measurement and interpretation issues for coverage data collected through surveys and administrative records.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.
