Abstract
This book seeks to contribute to knowledge in two areas that are key to poverty reduction and social development: education and youth vulnerability. Specifically, the book focuses on the relationship between poverty, ethnicity, gender, and educational exclusion in four Northeast states in Brazil: Maranhao, Paraiba, Pernambuco, and Rio Grande do Norte; and in the Southeast state of Rio de Janeiro. Brazil has vigorously sought to expand the coverage and quality of education, and has achieved rapid results over the past decade. Progress has been achieved on important indicators, and the quality of education is now undoubtedly better than it was in the past. But social background, either as insufficient family income or low parental schooling, persists as a determinant of children's lagging educational achievement. Rural, indigenous, and Quilombola (descendants of fugitive slaves) students have precarious access to education, with schools often not offering the last four years of the mandatory eight in the fundamental cycle. Dropout and repetition rates remain key areas of concern for policymakers. Thus this book includes what youth think about themselves, their schools, their families, and the vulnerability provoked by their gender, their ethnic background, and sometimes the depth of their poverty. This book demonstrates the efforts that Brazil should engage in to reach a pattern of development that is inclusive for all.

Publication Youth at Risk, Social Exclusion, and Intergenerational Poverty Dynamics: A New Survey Instrument with Application to Brazil(World Bank, Washington, D.C., 2004-05)This paper addresses the underlying causes of problems and risks faced by poor and excluded youth of 10-24 years of age. The authors develop a survey instrument that addresses poverty in a broad sense, including hunger, early pregnancy and fatherhood, violence, crime, drug use, low levels of social capital, and low educational attainment. The authors also shed light on intergenerational transfer of risks that are considered to induce poverty. They document findings based on the survey data gathered in three poor urban neighborhoods in Fortaleza in Northeast Brazil. Their main findings show that: (i) Poor youth are at considerable risk of growing up without their father. Only 7 percent grow up with their father present in the household. (ii) The intergenerational transmission of low education attainment is at play, but it is diminishing. (iii) The risk of early pregnancy and fatherhood is large among poor and excluded youth-31 percent of the youth had their first child before age 16, triple that of the adult population. (iv) The risk of sexual abuse and violence within the household exists-6 percent of the youth answered that they had their first sexual relationship with a family member, and 13 percent grow up in households with violence. (v) The social capital levels are low-only 5 percent of the youth and 9 percent of the adults have measurable social capital. (vi) The risk of growing up in a violent neighborhood is large-59 percent of the youth claim that they live in a violent neighborhood, 80 percent feel unsafe in their neighborhood, and 50 percent feel unsafe at home.Publication The Living Conditions of Children(World Bank, Washington, DC, 2007-06)This paper summarizes the socioeconomic conditions of children around the world. It explores solutions to the main problems, along with a summary of the costs and benefits of some of the solutions. Emphasis is on the results from rigorous studies, impact evaluations, and randomized experiments. Although the cost-evidence literature is scarce, a good case for early interventions and key quality-enhancing education interventions exists.Publication Social Exclusion and Mobility in Brazil(Washington, DC : World Bank, 2008)This book examines issues related to reducing inequality in Brazil. As the volume's editors assert with authority, the current national political climate in Brazil provides an unprecedented space for discussing this topic. Among the several investigations that have looked at exclusion and social mobility in Brazil, very few have presented as much empirical evidence as the studies included in this volume. In addition to reviewing the pertinent literature, Social Exclusion and Mobility in Brazil examines the changing income dynamics among homogeneous groups over a 20-year period. The analysis points to factors-such as ethnicity, education, gender, occupation, and location-that affect the probability that a group will remain in the situation of poverty. The volume also examines Brazilians' perceptions of these circumstances and the cultural values that make coexistence possible given very high levels of inequality and low levels of mobility. It reveals that Brazilians expect the state-and only the state-to create mechanisms capable of transforming this situation. This volume presents a set of recommendations for discussion by citizens, academics, and policy makers. These topics include improving labor market equality and increasing access to assets; improving the social security system; supporting the formation of human capital, particularly among youth; reducing discrimination based on characteristics such as race and gender; and strengthening citizenship and participation.Publication Poverty and Social Exclusion in India(Washington, DC, 2011-04-12)The report is organized around three chapters, in addition to this overview, each one dealing with an excluded group: Scheduled Tribe (ST), Scheduled Caste (SC), and women. The objective is to provide a diagnostic of how the three excluded groups under analysis have fared along various development indicators during a period of rapid economic growth in the national economy. In seeking this objective, the report also addresses correlates and the processes that explain how and why these groups have fared the way they have over a period of time. Chapter two in this report focuses on the Adivasis or STs. In most analyses, this topic is addressed after the Dalits, but the author has placed it first for analytical and organizational purposes. There are two reasons for this: tribal groups are not strictly within the caste system, and the bonds of rituals do not affect their relations with the world in general. Also the report shows that outcomes among Adivasis are among the worst, despite considerable variation across places of residence and tribal groupings. Finally, Chapter three focuses on Dalits, a term that has united the SCs in a process that is more empowering than the process of identification by individual names, which have been and continue to be associated with ritually impure occupations.Publication Children and Youth in Crisis : Protecting and Promoting Human Development in Times of Economic Shocks(Washington, DC: World Bank, 2012)Motivated by the need to understand how crises affect human development in diverse segments of the population, this book explores how individuals and households cope with the changes and stresses induced by economic crises. It examines how these impacts and coping mechanisms differ across cultural and institutional contexts and looks at how best to protect the most vulnerable from lasting harm and the degradation of human capital. Financial crises, at both the global and the national level, are ubiquitous. Reinhart and Rogoff (2009) provide the invaluable lesson that over the past 800 years a major crisis has happened roughly once every 20 years. This pattern raises concern about the human impacts of crises, especially among more vulnerable people in developing countries. During the most recent global financial crisis, international organizations, bilateral development agencies, and civil society organizations all expressed concern about the ongoing 'human crisis.' The global community has become alarmed that the crisis could reverse recent progress in poverty reduction and the achievement of the Millennium Development Goals. Human development is at the core of economic development. Human capital accumulation at all stages from the antenatal environment through early childhood and adolescence helps facilitate the transition to a healthy and productive adulthood and break the intergenerational transmission of poverty. Shortfalls or setbacks at any stage of the life course may have severe consequences for individual development as well as for the growth and development of successful communities. The work presented in this volume deepens our understanding of how shocks affect children and youth in two ways. First, the authors aggregate the evidence on various developmental outcomes across developmental stages from conception to adulthood. Second, the authors show that the impact of crises will differ according to the social and environmental contexts in which the child or young person grows and that shocks can in turn affect those contexts. The authors hope to understand the short- and long-term impacts of crises, and whether we can identify particular protective factors that support children's recovery from the worst ravages of the crisis. The focus on transmission mechanisms, the pathways of influence, leads to a set of broad policy recommendations for enhancing both protection and recovery.

Publication Agriculture in Syria : Towards the Social Market(Washington, DC, 2008-06)There are many reasons to believe that Syrian agriculture has great potential for the future. The liberalisation of agriculture in Eastern Europe delivered rapid growth in the late 1990s and early 2000s. Countries such as Armenia, Azerbaijan, Belarus, Bulgaria, Hungary, Kazachstan, Romania and Russia achieved labour productivity growth in constant US$ terms of over 7 percent between 1998 and 2004. Syria has a global comparative advantage in fruit and vegetables. It also has access to high-value markets in the Gulf Co-operation Council, Iraq and the European Union (EU). This report makes suggestions for further small and safe policy adjustments on the road to the social market. A criterion for identifying the options below is that they should not impose significant welfare losses on any target group. Changes that empower the farmer and the private trader are preferred.Publication Doing Business in the European Union 2020(World Bank, Washington, DC, 2019-12-31)Doing Business was the first global indicator created to measure aspects of regulation that enable or hinder the owners of small and medium-size businesses in starting, operating or expanding their companies. In its annual publication, each economy is represented by its largest business city and compared globally with another one hundred and eighty-nine economies. Doing Business in the European Union 2020 Greece, Ireland and Italy goes beyond Athens, Dublin and Rome to benchmark twenty-one additional cities, capturing regional differences in regulations and their enforcement. By providing a factual baseline, along with local good practice examples, the study will allow policymakers to target implementation gaps and promote peer learning. Coordinating across different levels of government and institutions is essential to reduce the regulatory burden on companies and to increase the pace of convergence toward best practices. Details about the main findings for each country can be found at the beginning of the respective country chapters. Each country chapter also includes data analysis and reform recommendations, based on national and European good practices, in all five areas benchmarked.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Creating Markets for Habitat Conservation When Habitats Are Heterogeneous(World Bank, Washington, D.C., 2004-10)A tradable development rights (TDR) program focusing on biodiversity conservation faces a crucial problem defining which areas of habitat should be considered equivalent. Restricting the trading domain to a narrow area could boost the range of biodiversity conserved but could increase the opportunity cost of conservation. The issue is relevant to Brazil, where TDR-like programs are emerging. Current regulations require each rural property to maintain a forest reserve of at least 20 percent, but nascent policies allow some tradability of this obligation. The authors use a simple, spatially explicit model to simulate a hypothetical state-level program. They find that wider trading domains drastically reduce landholder costs of complying with this regulation and result in environmentally preferable landscapes.Publication Rethinking School Feeding Social Safety Nets, Child Development, and the Education Sector(World Bank, 2009)This review highlights three main findings. First, school feeding programs in low-income countries exhibit large variation in cost, with concomitant opportunities for cost containment. Second, as countries get richer, school feeding costs become a much smaller proportion of the investment in education. For example, in Zambia the cost of school feeding is about 50 percent of annual per capita costs for primary education; in Ireland it is only 10 percent. Further analysis is required to define these relationships, but supporting countries to maintain an investment in school feeding through this transition may emerge as a key role for development partners. Third, the main preconditions for the transition to sustainable national programs are mainstreaming school feeding in national policies and plans, especially education sector plans; identifying national sources of financing; and expanding national implementation capacity. Mainstreaming a development policy for school feeding into national education sector plans offers the added advantage of aligning support for school feeding with the processes already established to harmonize development partner support for the education for all-fast track initiative.
