Abstract
In 2018, after decades of conflicts, peace negotiations finally concluded with the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), recently approved through the 2019 Bangsamoro autonomy plebiscite, which is envisioned to have greater autonomy, more resources, and larger territory than its predecessor. BARMM has faced serious challenges in both access and quality of basic education even while the Philippines as a whole has made remarkable progress in the basic education reform over past decades. In BARMM, only 1 out of every 10 students who began primary education completes junior high school (JHS) on time. Out-of-school youth and adults (OSYA) have thus accumulated over the generations. The share of OSYA in BARMM is double the national average. The figures point to a crisis in the delivery of basic education in the BARMM area – a crisis which needs to be addressed as a first priority to keep children in school and to provide better quality education to them. Complementary to the efforts in provide quality education for Filipino children, the Alternative Learning System (ALS) has been operated by the Department of Education (DepEd) offering second-chance learning programs for the past few decades throughout the country for OSYA who have limited skills and bleak employment prospects. The World Bank has undertaken a series of evaluations of ALS with the DepEd since 2013. The findings show significant and positive impacts on labor market outcomes among ALS learners who could pass the accreditation and equivalency (A&E) exam. The previous evaluations of ALS have not to date covered the BARMM area. This study fills that gap and aims to provide the new BARMM government essential evidence based on new data for designing and undertaking reform interventions to improve the program delivery for its beneficiaries.

Publication Turkey - Education Sector Study : Sustainable Pathways to an Effective, Equitable and Efficient Education System for Preschool through Secondary School Education, Executive Summary(Washington, DC, 2007-12)This Education Sector Study (ESS) is the World Bank's response to the need for a comprehensive study of Turkey's education system, in light of the dramatic changes that are sure to alter the country's social and economic landscape over the next decade. The study was prepared in association with the Education Reform Initiative of the Istanbul Policy Center on the basis of research and dialogue with a wide array of education stakeholders and actors. The overall objective of the ESS is to provide an assessment of current challenges to the education system in Turkey and identify policy options that can complement the country's existing pre-tertiary education strategy. Volume one provides a complete description of challenges, conclusions, and policy options for the reform of pre-school, primary, and secondary education. It includes an Annex that summarizes the research studies and policy notes commissioned to inform the report. Volume II is a collection of the complete research studies and policy notes commissioned for the ESS report.Publication Different Paths to Student Learning : Good Practices and Student Performance - Identifying Success from Municipal School Systems in Brazil(Washington, DC, 2008-06)The importance of education to the socioeconomic and political development of nations is widely discussed in the education policy literature. This study seeks to identify the good policies and practices that lead students in some municipal school systems in Brazil to obtain better results than would be expected based purely on socioeconomic factors. This report is divided into four sections. The next section, section two, explains in detail the rationale and motivation for the study. Section three explains the conceptual framework for the qualitative field research. It provides a succinct but detailed explanation of the methodology used, elaborating on issues such as the definition of study samples and the design of the field research instruments. Section four presents the main results of the analysis and identifies the principal education policy factors that appeared to help some municipal school systems obtain better-than-expected Prova Brasil results. Section five presents 12 municipal 'success stories' in a loose narrative format. These narratives serve as examples of how different combinations of good practices can translate into results in a variety of actual situations. Lastly, we offer some final considerations in closing.Publication Alternative and Inclusive Learning in the Philippines(Washington, DC, 2016-05-10)The Philippines has made remarkable progress in improving the quality of basic education in recent decades. Even so, despite significant improvements in primary and secondary education, the number of students who drop out of school remains worryingly high. More than five million youths have failed to complete a basic education. Alternative Learning System (ALS) is a second-chance, informal education program operated by the Department of Education (DepEd) for out-of-school youths and adults. This report aims to assess the current implementation of ALS using a variety of sources , including recent surveys, and analyzes (a) the target populations, (b) current beneficiaries, (c) delivery modes (with a focus on learning facilitators’ contracting schemes), and (d) labor market returns to ALS. Key messages are as follows: (i) Only a small proportion of the target populations are enrolled in the ALS program, (ii) the first target groups for ALS are students who drop out of high school for financial reasons, (iii) performance-based payment is expected to improve performance, (iv) the current arrangement for monitoring activities within the ALS program can be improved, (v) labor market returns to ALS are significant only when learners successfully pass the secondary A&E exam, and (vi) small class size (fewer than 40 learners per facilitator) is more efficient. The report concludes that a holistic approach is required for a socially efficient solution for students who do not complete school and those who are at high risk. An expansion of ALS may distort incentives among students currently in school, and coordinated efforts with other programs such as the Alternative Delivery Mode are becoming increasingly important. Earlier intervention guarantees greater returns.Publication School and Work in the Eastern Caribbean : Does the Education System Adequately Prepare Youth for the Global Economy?(Washington, DC : World Bank, 2008)This report comprises the first phase of analytical activities and focuses on the relevance of the education and training systems in the Organization of Eastern Caribbean States (OECS). Its findings confirm the importance of strengthening the link between OECS education and training systems and employers' needs. Analytical findings have also informed the design of a project in St. Lucia to pilot a new market-driven training model requiring close partnership between the public and private sectors. The second phase has already been discussed with the OECS governments and is in the preparation stage. It will develop innovative approaches to expand, diversify and finance nurse training programs to efficiently reduce local shortages within the context of a growing global demand and migration of trained nurses from the Caribbean. The third phase is expected to investigate the factors contributing to learning outcomes, particularly at the primary and secondary levels. The study will inform policies and actions that could lead to improved education quality, which Caribbean stakeholders have identified as fundamental to ensuring a more competitive regional workforce in the longer run. This report's analyses and conclusions confirm many views expressed by government officials, educators, youth, students, teachers, labor union members, private sector representatives, and development partners who participated in two events: (i) the St. Lucia Industry Roundtable for Skills for the Tourism Industry, in November 2005, and (ii) the Caribbean Lifelong Learning Forum in May 2006.1 The report also was reviewed both internally at the World Bank by leading experts in education and training, and externally by OECS stakeholders, including government officials, the Caribbean Examinations Council(CXC), and University of the West Indies.Publication Lifelong Learning in the Global Knowledge Economy : Challenges for Developing Countries(Washington, DC, 2003)Consideration of lifelong learning extends the World Bank's traditional approach to education, in which subsectors are looked at in isolation. Three years ago, when he articulated the Comprehensive Development Framework, World Bank President James Wolfensohn referred explicitly to lifelong learning as a component of what education means for poverty alleviation In 1995 "Priorities and Strategies for Education" (report no. 14948) emphasized the need to look at the education system in a more holistic manner. The 1999 "Education Sector Strategy"(report no. 19631) discussed the role of new technologies. The World Bank has just completed important new policy work on higher education reforms as well as a vision paper on the role of science and technology. The current report is the Bank's first attempt to lay out an analytical framework for understanding the challenges of developing a lifelong learning system. While the World Bank's involvement in lifelong education is still at the conceptual stage, two new projects-in Romania and Chile-have already been prepared to address the need for continuing education and lifelong learning. In the years to come more analytical work on lifelong learning is expected, and the policy dialogue in education will touch more and more on lifelong learning issues. The Bank's lending program will involve operations to support countries' efforts to transform their education systems to reflect a lifelong learning approach. This report provides a departure point for these continuing discussions, providing a conceptual framework for education-related lending activities reflecting the latest knowledge and successful practices of planning and implementing education for lifelong learning. It encourages countries to look beyond traditional approaches to education and training and to engage in a policy dialogue on the pedagogical and economic consequence of lifelong learning.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.
