Abstract
Many existing approaches to screen time management rely on simplistic time limits or general warnings that fail to address the complex realities families face. Parents often turn to screens as practical solutions to everyday challenges—needing to complete tasks, manage difficult behaviors, or simply find moments of relief. The “digital babysitter” phenomenon reflects legitimate needs, not merely poor parenting choices. This report moves beyond simplistic frameworks to offer a nuanced, evidence-based approach that acknowledges both the developmental concerns and practical realities of raising children in a digital world. Drawing from over 80 studies across 18 countries and six world regions, we present a comprehensive analysis of screen time impacts and intervention effectiveness.

This country report presents a framework to compare Seychelles ECD system with other countries in the region and internationally. Each of the nine policy levers are examined in detail and some policy options are identified to strengthen ECD are offered.

As the country moves through political transition, promoting early childhood development should be an important part of Yemen s progression to a civic state that serves all of its citizens. Investing in its youngest citizens is crucial to the country s future success. Table 14 offers policy recommendations and options that the government could consider to strengthen ECD.

    Mauritius Early Childhood Development : SABER Country Report 2012

    This report presents an analysis of the early childhood development (ECD) programs and policies which affect young children in Mauritius. It is part of a series of reports prepared by the World Bank using the systems approach for better education results (SABER)-ECD framework and includes analysis of early learning, health, nutrition, and social and child protection policies and interventions in Mauritius, along with some regional and international comparisons. The Government of Mauritius (GoM) runs free public preschools, and gives cash transfers to private schools for every child enrolled. The GoM offers free public healthcare, including essential health and nutrition services for pregnant women and young children. While the GoM has implemented important ECD policies and programs, some aspects of the legal framework and systems to monitor and assure quality can be improved.

    Social protection goes well beyond cash transfers; it includes policies and programs that bridge skill, financial, and information gaps, aiding people in securing better jobs. The three pillars of social protection—social assistance, social insurance, and labor market programs—support households and workers in handling crises, escaping poverty, facing transitions, and seizing employment opportunities. But despite a substantial expansion over the past decade, 2 billion people remain uncovered or inadequately covered across low- and middle-income countries. Drawing from administrative and household survey data from the World Bank’s Atlas of Social Protection Indicators of Resilience and Equity (ASPIRE), the "State of Social Protection Report 2025: The 2-Billion-Person Challenge" documents advances and challenges to strengthening social protection and labor systems across low- and middle-income countries, analyzing the evolution of expenditure, coverage, and adequacy of support. This report details four policy action areas governments can embrace to maximize the benefits of adequate social protection for all: extending social protection to those in need; strengthening the adequacy of social protection support; building shock-proof social protection systems; and optimizing social protection financing. The report discusses how the path of reforms will depend on country context, capacity, and fiscal space. The rising frequency of shocks and crises calls for major investments in the adaptability and preparedness of social protection and labor systems. Amid a world in transition, social protection is more important and necessary than ever.

The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    Fragile and Conflict-Affected Situations: Intertwined Crises, Multiple Vulnerabilities

    Home to more than 1 billion people, the 39 emerging market and developing economies (EMDEs) classified as being in fragile and conflict-affected situations (FCS) are plagued by instability and weak institutions. This hinders their ability to attain the robust, sustained economic growth needed for development. These economies exhibit lower per capita incomes, slower economic growth, and greater volatility than other developing countries. Conflicts impose a high human and economic toll on many economies classified as FCS. High-intensity conflicts are associated with a cumulative loss in per capita GDP of about 20 percent five years after their onset, relative to pre-conflict projections. FCS economies experienced far deeper contractions than other EMDEs during the COVID-19 pandemic, and their recovery has been much weaker. About 70 percent of FCS economies are either at high risk of or already in debt distress—up from around 40 percent a decade ago. Employment growth continues to lag population growth. Tailored policies, reforms, and sustained global support are needed to expand opportunities for economic growth and job creation in FCS economies. Case studies from a diverse group of economies that were formerly afflicted by conflict in Africa, Asia, and Europe provide policy insights.
