Local Governance and Education Performance : A Survey of the Quality of Local Education governance in 50 Indonesian Districts

Abstract
In the last 15 years, Indonesia has introduced a comprehensive package of education reforms designed to expand access and improve quality. A key component of the reform process has been the devolution of responsibility for basic education services to local governments and schools. The ability of local governments to deliver good quality basic education services varies considerably across Indonesia. Identifying the key dimensions of governance that underpin effective education service delivery can provide a starting point for addressing existing weaknesses and raising education performance. The main purpose of this report is to assess the state of local education governance in a sample of Indonesian districts and how it affects education performance. The study uses a unique survey of 50 local governments conducted in 2009 and 2012, coupled with district level information from household surveys, to identify patterns and explore trends in the relationship between governance and education outcomes. The report also explores the effects of a large donor supported program that aimed to strengthen the capacity of local governments. The findings of the Indonesian Local Education Governance (ILEG) survey demonstrate the importance of the quality of local governance in improving district education performance. Recent governments have demonstrated a commitment to education that has been backed up by substantial increases in public investment. The challenge for the education sector is to translate this commitment and increased investment into better education outcomes. The report has shown that strengthening the capacity of local governments to deliver good quality basic education services needs to be at the heart of efforts to address this challenge.

    Spending More or Spending Better : Improving Education Financing in Indonesia, Extended Executive Summary

    Indonesia is the world's fourth most populous country, with more than 238 million people living in an archipelago comprising over 17,000 islands. Over the past decade the Indonesian economy has experienced positive economic growth, reduced poverty, and made continued progress towards many of the Millennium Development Goals (MDGs). For example, Indonesia has already met and surpassed projected reductions in the number of underweight children under five years old to below 18 percent and is on track to meeting its targets for reducing overall child mortality and the targets for achieving universal basic education. While clear progress has been made on reducing poverty rates, inequality has persisted, with the result that many children and families have not shared in these gains. Over 30 million Indonesians live below the poverty line (US $2 per day) and half of all households are clustered around the poverty line. Of the poor, 65 percent currently live in rural areas. For these families, national economic improvements have brought only modest gains in health and education, putting children's development at risk and threatening national progress. A notable achievement for Indonesia is that primary school enrollment is now near 100 percent for boys and girls of all income levels. However, as children move through the primary years, the enrollment disparities seen in Early Childhood Education and Development, or ECED services re-emerge. Educational attainment profiles reveal that while almost all children from all segments of society start primary school, children from poorer households and children from rural areas have more difficulties progressing from lower levels of education to higher levels. Only 55 percent of rural children make it to junior secondary school, and less than a quarter enroll in senior secondary. In contrast, 80 percent of urban children make it to junior secondary school and almost two-thirds enroll in senior secondary.

    Indonesia - Spending More or Spending Better : Improving Education Financing in Indonesia

    The report is divided into two parts. The first three chapters show that the vast increase in education resources has not been accompanied by a similar increase in learning outcomes, and thus highlight the urgent need to improve the quality of spending. Chapter one starts by describing the complex financing and governance systems. With this policy framework in mind, Chapter two focuses on the 20 percent rule, analyzing its consequences for budget planning and management and examining where resources went after this vast increase in spending. The chapter also provides some estimates of the cost of meeting future government objectives, in the context of discussions on expanding compulsory education, and broadening teacher certification. Chapter three looks at education outcomes, reviewing the significant improvements in access and equity, as well as the worrisome trends in learning outcomes. It points to improving the quality of education and expanding access to secondary and above (especially for the poor) as the main challenges in the sector. Given the cost of achieving these goals, and the fact that current expenditure patterns are unlikely to lead to improvements in learning outcomes, the chapter concludes that improving the quality of spending in education is now critical. The second part of the report focuses on how to improve the quality of spending in order to continue expansion and improve learning outcomes. In chapter four, the quality of spending issue is divided into two areas: i) reassigning or improving programs at the central level, and ii) improving management at the district and school levels. At the central level, this chapter analyzes the Scholarships for the Poor program (BSM) and recommends that it be expanded and improved. At the sub-national level, the report explores how a combination of more efficient teacher management and stronger support for schools can improve efficiency and learning outcomes, and what the central government s role should be in ensuring that these changes occur. Finally, chapter five summarizes these recommendations, providing a framework for improving the quality of spending and, ultimately, ensuring that this spending leads to an improvement in the quality of the Indonesian education system.

    Disseminating and Using Student Assessment Information in Jordan

    Student assessment has been increasingly recognized as playing a key role in monitoring and improving student learning and achievement levels. This case study discusses the important steps that Jordan has taken to strengthen its student assessment system and ensure that the information gathered from classroom assessments, examinations, and large-scale assessment activities supports student learning. Countries seeking to strengthen the utilization and dissemination of student assessment data can extract the following lessons from Jordan's experience: they should (i) set clear objectives for their assessment system, based on a well-defined vision of what is being assessed and why; (ii) entrust an external entity with managing system-level assessments in order to ensure impartial evaluation of the strengths and weaknesses of the education system; and (iii) introduce change gradually, coupled with adequate training on new assessment strategies and methods.

    Republic of Madagascar : Mitigating the Impact of the Crisis on Education

    This report reviews the tools and mechanisms which could contribute to offsetting the negative effects of the current crisis on primary school outcomes in Madagascar. In a context of rapid deterioration of key education indicators, including enrollment and survival, key education stakeholders are faced with the challenging task of identifying tools and mechanisms that may contribute to rapidly restoring access to education. While a variety of programs have been implemented in the past, limited evidence exists on their potential impact on key factors influencing school outcomes. In addition, given the limited domestic and international resources at the disposal of policy-makers, priorities need to be established that will focus on the most urgent and important aspects of the current situation. This report aims at providing key stakeholders in the sector with information on existing tools and mechanisms that could potentially be used to put a halt to the rapid decline of the sectors. The analysis also identifies interventions with a strong potential to offset the effects of the crisis over the short and medium term.

    The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    Twenty-seven countries have reached high-income status since 1990. Ten of these are in the Europe and Central Asia region and have joined the European Union. Another 20 in the region have become more prosperous since the 1990s. However, their transition to high-income status has been delayed. These middle-income countries have found that the prospects for growth to high-income status have become even more difficult since the 2007–09 global financial crisis. This reflects partly a slowdown in structural reforms at home and partly the challenges associated with a deterioration in the global environment. The concern has emerged that many countries in the region may be caught in the middle-income trap, a phase in development characterized by a recurring deceleration in growth and by per capita incomes that are systematically below the high-income threshold. To ensure that these countries overcome the obstacles to growth and achieve progress toward high-income status, policy makers need to make the transition from a strategy driven largely by investment to a strategy that is supported by the importation and diffusion of global capital, knowledge, and technology and then to a strategy that complements these with innovation. The report Greater Heights: Growing to High Income in Europe and Central Asia relies on the 3i strategy described in World Development Report 2024—investment, infusion, and innovation—to propose policy options to assist middle-income countries in Europe and Central Asia in the effort to reach high-income status. Drawing on comprehensive empirical analysis, the report offers actionable recommendations that will enable policy makers to advance stronger economic growth across the region. Such a transition will require continued and sustained foundational reform to maximize the drivers of economic growth while pivoting to new transformative reforms to promote the development of more complex economic structures and institutions. These involve the need to discipline incumbents, boost the role of the private sector, strengthen the competitive environment, and reward merit. The emphasis on a strategy driven by innovation is also critically important for those countries that have already attained high-income status.

    Global Economic Prospects, January 2025

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.
