Abstract
The global revolution in low cost information and communication technologies can help address some of the developing world's oldest challenges in water and sanitation. More people today have access to a mobile phone than to a toilet. Convergence of widespread mobile phone ownership with new mobile commerce and location aware services offer new platforms for reach, transparency and participation in achieving water security. Water Hackathon had four interim objectives: (i) creation of a network of atypical partners engaged in finding solutions to water-related challenges, (ii) preparation of a list of challenges facing the water sector, (iii) development of new applications designed to address these challenges, and (iv) adoption of new applications and codes in World Bank projects. The openness of the approach attracted considerable attention from within the water community and also from print and online media, including blogs and social networks, which traditionally do not feature water content. 'This was the new Egypt at work,' said one participant in Cairo. Water Hackathon offered a low-cost, high-reward opportunity to open up water sector challenges to the talent and creativity of the ICT design and development community. This approach also required a change in mindset for the World Bank, calling for greater openness, experimentation and tolerance of failure.

    Private Providers of Climate Change Services

    Man-made climate change is affecting water infrastructure in all regions of the world, affecting large numbers of people in their daily life and the development of their societies. As part of the World Bank Water Anchor's analytical and advisory work on water and climate change, consultants have investigated how private sector services to infrastructure may address the challenges related to climate change while, at the same time, improving development opportunities for people. This report, which is one of the outcomes of the work, addresses the role of private providers of non-financial climate change-related services with relevance for water infrastructure. This report investigates to need for additional services with regard to climate change and analyzes the potential for the private sector in providing these services. The analysis focuses on the water sectors likely to be affected by climate change, that is, water resources management, irrigation and drainage, hydropower, coastal protection, flood protection, urban water supply, and sanitation as well as water quality. In addition, opportunities for mutual engagement of public and private agencies are analyzed and the perspectives of market development are explored. The central aim of the report is to deepen our understanding of the opportunities for engaging private providers of climate change services in climate change adaptation combined with socioeconomic development opportunities.

    Building Water Utilities with Local Private Entrepreneurs

    The involvement of the rural private sector in water supply in Cambodia is unique to the country. The presence of this private sector allows other entities to respond to new demands from people living in the larger villages for household water supply, which the State is not yet able to address. These entrepreneurs operate on a merchant basis, lacking an institutional structure which is still being created. Their business is most often based on pushcart delivering water barrels at the house of villagers or more recently on small piped networks usually distributing raw surface water. Service is rough; the water quality is uncertain, but the users are satisfied with this service, because for them, it constitutes another alternative to the already considerable choice of water supplies available-ponds, wells, boreholes, and rivers. Their demands focus more on a practical objective (a supply in the household) than on a sanitary one, even if surveys show that villagers have a good understanding of health risks associated with water. Through the implementation of 14 small scale water supply systems, the goal was to enhance a qualitative improvement of the water service in some Cambodian small towns through the transformation of rough and informal merchant services to a basic water service supplying drinking water to an extended population under a formal institutional arrangement. The MIREP (Mini Reseaux d'Eau Potable - Small Scale Piped Water Supply System) program, launched in 2001 to transform these very basic initiatives into basic services, began as a pilot project supporting one entrepreneur in the implementation of a small piped water system. In order to move forward, the MIREP program made a choice, in particular linked to its proximity to the Ministry of rural development, to assist the nascent involvement of communes in decentralization, to strengthen provincial power through the process of decentralization, and to respect the cultural heritage of those who devised and financed the project.

    West Bank and Gaza - Assessment of Restrictions on Palestinian Water Sector Development

    The goal of the assessment is to develop a balanced analysis and create awareness of the factors restricting Palestinian water sector development as well as of the economic, social, and environmental impacts of these restrictions. The assessment addresses factors such as sector governance, and movement and access (M&A) restrictions beyond the control of the Palestinian Authority, as well as internal contributing factors, notably governance and capacity weaknesses of Palestinian institutions. This report, examines in turn: (1) the current situation, progress and impacts since Oslo; (2) the principal problems of the Palestinian water sector; and (3) the underlying constraints and their relation to the overall governance environment established under Oslo and to other institutional aspects. A fourth and final section looks at the agenda that faces the Palestinian authority in trying to develop water resources and services as a means to improve living standards and to increase economic growth.

    The Future of Water in African Cities : Why Waste Water? Integrated Urban Water Management, Background Report

    The primary objective of this report is to provide a coherent and comprehensive review on integrated urban water management (IUWM) approach to assist public authorities to identify and address the future challenges of urban water supply, sanitation and flood management in African cities. This report presents the existing and future challenges in Africa, the possible options for innovative technologies and approaches for their breakthrough and a way forward to achieve the objectives of IUWM. It highlights technical and institutional constraints of the IUWM in Africa. It presents the global and African best practices and trends in IUWM which are linked to urban development and which have very good lessons learnt that can be shared within and among the cities in Africa. The report consists of four chapters. Chapter two reviews the existing condition, future challenges and opportunities in Urban Water Sector (UWS) in Africa. The review covers the current situation of urban water systems and their management approaches; the major future change pressures (climate change, population growth and urbanization, deterioration of infrastructure systems) and their impacts on UWS; and opportunities for implementing the IUWM approach in Africa. Chapter three introduces the key concepts and conceptual framework of IUWM. The framework has been supplemented by appropriate technologies and innovative approaches of IUWM that will be suitable for cities in Africa. This chapter also presents the global experiences and best practices of IUWM that can be shared within the Africa cities. Chapter four presents case studies to demonstrate how the IUWM framework can be operationalized and to select the appropriate technologies and approaches as discussed in chapter 3 based on the different typologies of the cities and development stages in Africa. The typologies include an emerging town in Uganda (Masindi), a city with partially developed infrastructure in Ghana (Accra) and fully developed city in South Africa (Cape Town). Based on the cases, a few recommendations (road map) for the implementation of IUWM approach for other cities in Africa have been presented in chapter four.

    A Handbook for Gram Panchayats : To Help Them Plan, Implement, Operate, Maintain and Manage Drinking Water Security

    The Department of Drinking Water Supply (DDWS), Ministry of Rural Development, Government of India launched the National Rural Drinking Water Program (NRDWP) on 1st April, 2009. The NRDWP builds on experiences gained through past efforts by many stakeholders and brings all existing rural drinking water initiatives under a single program. The focus of the NRDWP is to ensure drinking water security for all rural citizens in India. Drinking water security means providing every rural person with enough safe water for drinking, cooking and other domestic needs at all times and in all situations, including periods of drought and flood and for livestock. The Gram Panchayats (GP), as leaders and representatives of the community, has to take the lead in achieving this goal of drinking water security. The Gram Panchayats, through Village Water and Sanitation Committees (VWSCs), have to mobilize communities, educate them and ensure they get the necessary training and technical support to achieve drinking water security. The gram Sabha is the main platform for taking decisions and approving plans. The handbook seeks to serve as a quick reference for GP and VWSC on how to plan, implement, operate, maintain and manage water supplies and to ensure their sustainability. The handbook is based on the NRDWP guidelines. The focus of this handbook is to ensure 'drinking water security' in rural India.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Approaches to Conducting Political Economy Analysis in the Urban Water Sector

    Progress in urban water supply and sanitation has been slow over the past few decades. The sector suffers from issues of equity and efficiency. Today, more than 780 million people are still without access to improved sources of water, and 2.5 billion lack improved sanitation. Those average figures mask huge disparities between the rich and the poor, the poor consistently have less access to reliable services than the non-poor. Even those who do have networked service often suffer from irregular service and poorly maintained infrastructure. A search of more than 12,000 observations on the water utility benchmarking website, the International Benchmarking Network for Water and Sanitation Utilities (IBNET), indicates that 37 percent of water utilities in the developing world do not even cover operations and maintenance costs from their internal revenue. Overall, political economy analysis provides a practical and useful operational tool that World Bank task team leaders and other urban water specialists can employ in their sector and project work.

    AIDS in South Asia : Understanding and Responding to a Heterogeneous Epidemic

    South Asia's HIV epidemic is highly heterogeneous. As a result, informed, prioritized, and effective responses necessitate an understanding of the epidemic diversity between and within countries. Further spread of HIV in South Asia is preventable. The future size of South Asia's epidemic will depend on an effective two-pronged approach: firstly, on the scope and effectiveness of HIV prevention programs for sex workers and their clients, injecting drug users and their sexual partners, and men having sex with men and their other sexual partners; and secondly, on the effectiveness of efforts to address the underlying socio-economic determinants of the epidemic, and to reduce stigma and discrimination towards people engaging in high risk behaviors, often marginalized in society, as well as people living with HIV and AIDS.

    Voluntary Savings Schemes to Protect Informal Workers in Jordan

    This paper proposes a framework of voluntary savings schemes (VSS) in Jordan that can complement the current formal sector arrangements to better protect informal workers against economic shocks, unemployment, old age, or disability. As benefits of traditional mandatory pension systems worldwide have been cut substantially since the 1990s, voluntary defined contribution schemes are increasingly trying to fill the gap. In many countries, including in low-income countries, special voluntary savings schemes have been introduced to protect informal workers. Blending the knowledge from best practices internationally with the cluster methodology developed specifically for Jordan, the paper provides an overview of the current system of social security in Jordan and presents policy options to lower informality, extend social protection coverage, and provide more adequate protection to workers.

    South Asia Development Update, October 2024: Women, Jobs, and Growth

    South Asia’s growth is on track to exceed earlier expectations, in a broad-based upturn. The region is expected to remain the fastest-growing among emerging market and developing economies (EMDEs). Several risks could upend this generally promising outlook, including extreme weather events, social unrest, and policy missteps, such as reform delays. But South Asian countries also have considerable untapped potential that could help them further boost productivity growth and employment and adapt to climate change. In particular, with about two-thirds of the region’s working-age women out of the labor force, raising female employment rates to those of men could increase per capita income by as much as one-half. Measures to accelerate job creation, remove obstacles to women working, and equalize gender rights would be more effective if combined with a shift toward social norms that looked more favorably on working women. Also, most South Asian countries rank among the EMDEs least open to global trade and investment. Greater openness could boost women’s employment, spur the growth of firms, and allow the region to take better advantage of the reshaping of global supply chains and trade. Reducing the cost of conducting business could help the region better harness large-scale remittance inflows.
