Abstract
In 2021, Tanzania launched the rollout of its teachers’ continuous professional development (TCPD) framework, popularly known as Mafunzo Endelevu ya Walimu Kazini (MEWAKA). MEWAKA recognizes that quality TCPD benefits from multiple delivery modalities and therefore operates through communities of learning at the school and cluster levels, self-learning (online), and coaching and mentorship formats. This working paper presents the findings from a process evaluation conducted on a sample of nine out of the first 26 local government authorities that started implementing MEWAKA in 2021. The evaluation was conducted by a research team from the World Bank and University of Dar es Salaam (UDSM), in close collaboration with the Ministry of Education, Science and Technology (MoEST) and the President’s Office-Regional Administration and Local Government (PO-RALG).

Publication The Use of Video in Teacher Professional Development(World Bank, Jakarta, 2015-12-01)The Ministry of Education and Culture (MOEC) and the World Bank jointly conducted a large-scale video study to gain a better understanding of what takes place in the classroom, particularly in terms of the practices involved in the teaching of mathematics and the relationship of these practices with student learning outcomes. The study involved the production of more than 600 hours of video footage of 205 eighth grade mathematics teachers across Indonesia while these teachers were engaged in their day-to-day classroom activities. The study was conducted in two phases, in 2007 and 2011 respectively, with the produced video footage forming the basis for detailed coding and analysis. This study provided many important insights into the teaching practices of mathematics teachers, identifying both relative strengths and areas for improvement. The study focused on five key dimensions that frame classroom practices in the teaching of mathematics, these being: (i) the structure of lessons; (ii) the content of lessons; (iii) the actions of participants; (iv) instructional practices; and (v) classroom climate and resources. Key areas of teaching practice were explored in depth, including the nature and quality of teacher-student interaction; the quality and effectiveness of the language used in instruction; teachers’ management of students’ questions; teachers’ management of student misconceptions; the time teachers spent on different tasks; and the manner in which they combined different techniques and approaches in the instruction of their students. Mathematical problems were explored in terms of the problem type, problem approach and level of complexity. The study also assessed teachers’ beliefs and the level of teachers’ knowledge to determine the relationship of these factors with the teaching practices they used and with student learning outcomes.Publication Teacher Development and Management : Overview of Policy Briefs(World Bank, Washington, DC, 2009-12-31)This is an overview of policy briefs on continuous professional development of teachers, from the ealiest years onward.Studies focussed on the early years are: Effective Teachers and Performance Standards, which looks at how formal qualifications of teachers, and other information frequently recorded on a database of teachers, seldom predict effectiveness in raising student achievement. Chapter two also highlights the emerging skills shortages and mismatches in Yunnan. The rest of the report focuses on the access, quality, and relevance of Yunnan's education and training system and how effective it is in supplying the skills in demand. An overview of Yunnan's formal and non-formal education and training system is presented in chapter three. Chapter four focuses on the formal Technical and Vocational Education and Training (TVET) system, examining its governance, industry participation, curriculum reforms, quality assurance, and finances. Analysis of the formal education and training system focuses mainly on secondary and tertiary TVET. Chapters five and six address two major training programs outside the formal education system: non-formal training for rural workers and work-based training for urban workers, both of strategic importance. Finally, chapter seven draws on lessons from the Shanghai Program for International Student Assessment, or PISA to demonstrate the role of schools in developing the cognitive skills of 15-year-olds. The report concludes with a summary of findings and a set of policy recommendations for meeting the skills challenges and improving the education and training system.Publication International Conference on Use of ICT and ODL in Teacher Education : Bihar, India(Washington, DC, 2014-06)With Sarva Shiksha Abhiyan (SSA) transitioning towards the Right To Education (RTE), teacher education institutions and systems need to be fully geared up to meet the demands of pre-service and in-service teacher education and their ongoing professional development. Most states do not have adequate systems to provide the necessary cadres of trained elementary level school teachers. It is thus important to enhance the roles and capacities of teacher education institutions in India to support them to become globally competitive, professionally managed, and futuristically progressive to cater to the needs of huge back logs of untrained teachers. This training is crucial to ensure that children at the elementary levels get quality education in accordance with the National Curriculum Framework (NCF) 2005 and its basic tenets of child centered pedagogy.Publication Egypt : Teachers(Washington, DC, 2010-01)In 2008 (the most recent data available), Egypt spent 3.8 percent of Gross Domestic Product, or GDP on public education; in 2003 this figure was recorded as 4.9 percent. In 2008, Egypt spent 11.9 percent of total public spending on education; in 2003, this figure was recorded as 16.2 percent. However, over recent years, Egypt has achieved important improvements in access to primary education. The primary enrollment rate reached 94 percent (2007) from 86 percent at the beginning of the decade. Egypt's secondary enrollment rate (71 percent in 2002) compares favorably to other countries in the Middle East and North Africa region and to other low-middle income countries. Despite these improvements, learning outcomes remain a source of concern. Egyptian students mean scores in the Trends in International Mathematics and Science Study Mathematics (TIMSS) declined between 2003 and 2007, from 406 to 391 points. Thus, improving the quality of education is a priority for the country.

Publication Jobs in a Changing Climate: Insights from World Bank Group Country Climate and Development Reports Covering 93 Economies(Washington, DC: World Bank, 2025-11-05)The World Bank Group’s Country Climate and Development Reports (CCDRs) provide a crosscutting look at how countries’ development prospects, and the job opportunities they offer to their people, can be threatened by climate impacts and supported by climate policies. Climate change and policies affect jobs through impacts on productivity, energy and material efficiency, and physical, human, and natural capital. They can also transform employment opportunities, especially through complementary measures that help workers and firms adapt to and benefit from new technologies and production practices. Prepared by the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA), CCDRs integrate country perspectives, climate science and economic modeling, private sector information, and policy analysis to assess how countries can successfully grow and develop their economies and create jobs despite increasing climate risks and while achieving their climate objectives and commitments. Each CCDR starts from the country’s development priorities, opportunities, and challenges, and is developed in close consultation with governments, businesses, and civil society, ensuring the recommendations reflect national priorities. By combining evidence on adaptation, resilience, and emissions pathways, CCDRs highlight where climate action can reinforce development and job creation, and where targeted policies are needed to manage risks and smooth labor market transitions. Taken together, these elements can help create local jobs, ensure economic transitions are just and inclusive, and equip workers and firms to navigate the disruptions and opportunities of a changing climate and changing technologies.Publication Togo Economic Update, August 2025: Boosting Growth and Restoring Fiscal Space in Uncertain Times(Washington, DC: World Bank, 2025-08-28)Togo’s economic trajectory in recent years has been shaped by both resilient performance and emerging vulnerabilities. Through an integrated analysis in two chapters, the report presents a nuanced narrative of the country’s macroeconomic outlook and delineates actionable policy paths to foster inclusive, sustainable development.Publication Uganda Country Climate and Development Report(Washington, DC: World Bank, 2025-09-10)The Country Climate and Development Report (CCDR) for Uganda examines the interplay between climate change and development. It presents how addressing climate change can support achieving the goals in Uganda’s Vision 2040 and Ten-Fold Growth Strategy, and help propel the country to upper-middle-income status. Uganda is the 14th most vulnerable nation to climate change, yet it is 163rd in readiness to address these risks, facing threats such as droughts and floods. The report highlights that, of the poorest households exposed to climate change, 80 percent already experience income loss from climate shocks. GDP could also drop by up to 3.1 percent by 2050 without additional climate action. Climate change poses numerous challenges, including increased variability in crop yields, potential internal climate migration of 12 million people by 2050, notable drop in labor productivity due to heat stress, increased health risks from waterborne diseases and malaria, and exposure of the country’s physical infrastructure to extreme climate events. To combat these challenges, the report recommends transitioning to a low-carbon, climate-resilient growth path by implementing four multisectoral intervention packages. These include boosting resilience through jobs for youth and services for the poor; promoting resilient and productive agriculture and natural resources with lower GHG emissions; developing climate-responsive energy, transport, and digital infrastructure; and fostering planned and climate-positive urbanization. Additionally, the report calls for whole-of-economy measures that strengthen governance of climate action, enhance preparedness for climate hazards including through improved early warning systems, operationalization of the national climate finance strategy, and incentivizing private sector participation. By implementing these intervention packages and whole-of-economy measures, Uganda can lower its risk to climate change and achieve sustainable economic growth.Publication Sahel Irrigation Strategy(Washington, DC: World Bank, 2025-09-05)The Sahel Irrigation Strategy aims to guide participating countries to scale up irrigation expansion and modernization rapidly and responsibly with a more diverse suite of interventions to optimize the use of their natural and financial resources. Unlike technological shifts that have unfolded over decades, AI’s integration is accelerating at an unprecedented speed and scale. Along with AI’s immense opportunities come new responsibilities—especially for ethical deployment, accountability, and alignment with human values—that have few precedents in previous technology revolutions. This 2025 edition of the "Digital Progress and Trends Report (DPTR)" explores how low- and middle-income countries can harness AI to drive inclusive and sustainable development—and avoid being left behind. The report explains what makes AI different from earlier general-purpose technologies and why it matters for development. It introduces the 4Cs, the foundations essential for AI adoption, adaptation, and innovation: connectivity (infrastructure), compute (processing power), context (training data, algorithms, and applications), and competency (digital skills). Drawing on rich, novel data sets, this DPTR benchmarks countries across the 4Cs, analyzes supply and demand dynamics, and identifies market failures and externalities where policy action is urgently needed. This report emphasizes the need for global coordination and targeted interventions to close the widening AI gaps, where resource constraints threaten to exacerbate inequality. Policy insights will help governments unlock AI’s potential while navigating its risks.
