Abstract
The note presents the results of the STEP employer skills survey. The survey was implemented in early 2013 using a stratified sample of 354 firms. The firms were stratified by activity and firm size, with a booster sample of large firms. Post-stratification weights were used to make the results representative of firm size. The structure of the sample by activity, size and some other characteristics is presented in annex one. The small sample size implies that the estimates are subject to a wide margin of error. This problem is mitigated by the fact it is qualitative rather than quantitative results that are of primary interest. One should bear in mind that the survey’s results represent subjective perceptions, and as such should be taken with a grain of salt (for example, the employers may express exaggerated views). There are some additional limitations resulting from the survey’s design. It uses a pre-determined list of skills, which may or may not correspond with the skills that employers themselves are concerned about. Moreover, the skills are generic in nature, and not occupation specific. Skills are divided into groups (see below), and it is not possible to compare the importance of specific skills between groups (only within groups). Finally, the survey looks at skills of only two types of workers, highly skilled college graduates, and less skilled high school graduates (see below). These two groups are very heterogeneous, with a substantial variation in the skill set demanded from workers within a group. The upshot is that the survey’s results are very general in nature and as such are meant to highlight the importance of the skills gap problem, rather than to examine skill gaps specific to different types of workers and occupations. Put differently, the results are intended to inform the public debate on skills and education policy, rather than to identify specific skills-related problems. The note is structured as follows. Section one provides background information on the skill structure of employment, and presents evidence on a skills shortage in Armenia. Section two is central. It examines the demand for skills and the skills gap. It identifies skills that determine the employers hiring decisions, and skills that young job applicant most frequently lack. Section three focuses on firm organized training as a way of coping with a skills shortage. Section four concludes and discusses policy implications of the analysis.

Publication Workforce Skills in the Eyes of the Employers(World Bank, Washington, DC, 2013-11-29)The objective of this note is to present the results of the recently completed employer skills survey, and to discuss their policy implications. The analysis finds that there is a skills shortage in Georgia despite high unemployment. It is difficult for employers, especially in the modern sector, to find workers with the required skills. Employers demand not only ‘hard’ technical skills, but also ‘soft’ social and behavioural skills (such as openness to experience) as well as higher-order cognitive skills (such as problem solving and creative thinking). And these are the skills that young Georgians often lack. Box one summarizes the main results of the analysis and shows the core employability skills that young workers lack most often. The note is organized as follows. Section one looks at the supply of and demand for skills, and shows that, despite high unemployment, there is a skills shortage. Section two examines the demand for skills more closely. It identifies skills that determine the employers hiring decisions, and skills that young job applicant most frequently lack. For East Asian countries seeking to reduce poverty, expanding employment and productivity is at the top of the agenda. This book is a comprehensive look at the demand and supply of skills in Indonesia how skills have changed, how they will continue to evolve, and how the education and training sectors can be improved to be more responsive and relevant to the needs of the labor market and the economy as a whole. Using an innovative firm survey, the authors shed light on the functional skills that workers must possess to be employable and to support firms' competitiveness and productivity. They also assess the role of the education and training systems in providing those skills. Although this book focuses specifically on Indonesia, its methodologies, messages, and analysis will be instructive for researchers and policy makers who shape the delivery of education and training in other middle-income countries around the world.Publication Skills Needs of the Private Sector in Botswana(Washington, DC, 2014)Human development is one of the pillars of Botswana's Country Partnership Strategy with the World Bank (2009-13). The Country Partnership Strategy (CPS) is in line with Botswana's vision 2016, which, in terms of human development, envisions the transformation of Botswana to an educated and informed nation and to a prosperous, productive and innovative nation as two key cornerstones of the strategy. In line with these objectives, the World Bank with support from the Ministry of Education and Skills Development (MoESD) embarked on analytical study entitled skills for economic growth and diversification in Botswana. The work is informed by Botswana s need to diversify its economy to facilitate stronger, more sustainable economic and employment growth and, concurrently, equip its workforce with a variety of skill sets that meet employer needs. This note is divided into six parts. The following section (section two) provides a profile of surveyed firms; sections three and four present the findings of employer and employee evaluations of the types of skills needed for employment. Section five presents the results of econometric analysis of the determinants of wages and wage growth for employees. The final section proposes some concrete recommendations on how to support the development of the skills valued by the private sector in Botswana.Publication Strengthening Skills and Employability in Peru : Final Report(Washington, DC, 2011-05)This report presents the final results and conclusions of a multi-year program developed by a team comprising Bank staff and first-rate Peruvian researchers, which provides policy-relevant analysis of the constraints to labor market entry for low income workers. Expanding employment opportunities and addressing the deficits in skills of large segments of the labor force have become a central concern for policy makers, the business community, academics, and the society at large in Peru. The study of the labor market and skills acquisition is not an empty field in Peru. Many local analysts have undertaken several studies of the education and training systems and the associated labor market returns. However, up to now data limitations have precluded detailed analyses of the constraints of low-income workers, particularly youth, to map their skills into suitable jobs, and to acquire the skills demanded by the labor market. This is, in fact, generally the case throughout Latin America and in many countries in the developing world. It is hoped that this effort and the report can contribute to inform the discussions of the future of social and employment policy among policy makers and the Peruvian society at large.Publication Demand for Skills(World Bank, Washington, DC, 2015-01-12)This note summarizes the main findings of the STEP Employer Skills Survey carried out in Azerbaijan in 2013. The note argues that there is a skills shortage in Azerbaijan. Azeri employers claim that it is difficult to find workers with required skills. The shortage is particularly pronounced in the case of modern, innovative firms, which tend to required more advanced skills. The education system does not meet the needs of the majority of employers. In particular, it does not equip young workers with the practical skills that are required in the workplace, and with knowledge that is up-to-date. The note finds that employers seek not only technical, job-specific skills but also cognitive skills (such as literacy, numeracy and problem solving) and adequate socio-behavioural skills (such as communication, teamwork, leadership and ability to work independently). Conscientiousness stands out as a personality trait that is critical for employability. Unfortunately, many young job applicants lack the skills demanded by employers. The key employability skills that young workers are most frequently lacking include job-specific technical skills, problem solving skills, communication, teamwork and leadership skills. Hence, the skills gap refers not only to technical skills but also to higher-order cognitive skills and socio-behavioural skills. By their nature, these results show subjective perceptions of employers. And these perceptions reflect not only the objective conditions, but also employers’ expectations regarding worker skills that may be excessive. Nonetheless the results signal a skill problem in Azerbaijan, and employers’ criticism of the quality and relevance of education should not be too easily disregarded. The survey’s results strongly suggest that the quality of education needs to be improved, and the education system needs to be more responsive to labor market needs in order to support growth and modernization of the Azerbaijan’s economy.

Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication Commodity Markets Outlook, April 2025(Washington, DC: World Bank, 2025-04-29)Commodity prices are set to fall sharply this year, by about 12 percent overall, as weakening global economic growth weighs on demand. In 2026, commodity prices are projected to reach a six-year low. Oil prices are expected to exert substantial downward pressure on the aggregate commodity index in 2025, as a marked slowdown in global oil consumption coincides with expanding supply. The anticipated commodity price softening is broad-based, however, with more than half of the commodities in the forecast set to decrease this year, many by more than 10 percent. The latest shocks to hit commodity markets extend a so far tumultuous decade, marked by the highest level of commodity price volatility in at least half a century. Between 2020 and 2024, commodity price swings were frequent and sharp, with knock-on consequences for economic activity and inflation. In the next two years, commodity prices are expected to put downward pressure on global inflation. Risks to the commodity price projections are tilted to the downside. A sharper-than-expected slowdown in global growth—driven by worsening trade relations or a prolonged tightening of financial conditions—could further depress commodity demand, especially for industrial products. In addition, if OPEC+ fully unwinds its voluntary supply cuts, oil production will far exceed projected consumption. There are also important upside risks to commodity prices—for instance, if geopolitical tensions worsen, threatening oil and gas supplies, or if extreme weather events lead to agricultural and energy price spikes.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.
