Abstract
Systems approach for better education results (SABER) early childhood development (ECD) collects, analyzes, and disseminates comprehensive information on ECD policies around the world. In each participating country, extensive multi-literature is collated and interviews are conducted with a range of ECD stakeholder including government officials, service providers, civil society, development partners, and scholars. The SABER ECD framework presents a holistic and integrated assessment of how the overall policy environment in a country affects young children’s development. This assessment can be used to identify how countries address the same policy challenges related to ECD, with the ultimate goal of designing effective policies for young children and their families. SABER ECD identifies three core policy goals that countries should address to ensure optimal ECD outcomes: (i) establishing an enabling environment; (ii) implementing widely; and (iii) monitoring and assuring quality.

In The Promise of Early Childhood Development for Latin America and the Caribbean, Vegas and Santibanez (2010) put forth key building blocks for countries to achieve comprehensive ECD policies. These building blocks are based on the premise that all countries' share the goal of ensuring that children have adequate experiences during early childhood, which will enable them to reach their full potential during childhood, youth, and into adulthood. Vegas and Santibanez (2010) also document the state of ECD indicators in the region, which show great disparities across countries and within countries.

Publication Commodity Markets Outlook, October 2023(Washington, DC: World Bank, 2023-10-30)The conflict in the Middle East—the latest of an extraordinary series of shocks in recent years—has heightened geopolitical risks for commodity markets, in an already uncertain global environment. Before the conflict began, voluntary oil supply withdrawals by OPEC+ producers pushed energy prices up 9 percent in the third quarter. As a result, the World Bank’s commodity price index rose 5 percent over that period and is now 45 percent above its 2015-19 average. For now, the war’s impact on commodity prices have been muted. Prices of oil and gold have risen moderately, but most other commodity prices have remained relatively stable. Nevertheless, history suggests that an escalation of the conflict represents a major risk that could lead to surging prices of oil and other commodities. A Special Focus section provides a preliminary assessment of the potential impact of the conflict on commodity prices. It finds that the effects of the conflict are likely to be limited, assuming the conflict does not widen. Under that assumption, the baseline forecast calls for commodity prices to decline slightly over the next two years. If the conflict does escalate, the assessment also includes what might happen under three risk scenarios, relying upon historical precedents to estimate the effects of small, moderate, and large disruptions to the global oil supply. The magnitude of the effects will depend on the duration and scale of the supply disruptions.Publication Realizing Armenia's High-Tech Potential(World Bank, Washington, DC, 2020-01)Armenia's economy is heavily reliant on domestic demand, which is itself driven by remittances that support local construction and consumption. Armenia will need to shift to an export led strategy if it is to move from middle income to high-income status. Because Armenia is a landlocked country with comparatively high trading costs in physical goods, high-tech digital exports will continue to be key to Armenia's growth. This report seeks to identify strategic opportunities for Armenia’s private sector in high-tech global value chains (GVCs) and also highlights reforms that could support Armenia’s evolution. The study builds on the FY18 Armenia Systematic Country Diagnostic, which identifies value-chain development as a core building block for sectoral growth. Although the report is targeted at policy makers in the Armenian government, sectoral development strategies rely heavily on strong private sector engagement and open public-private dialogue. Armenia's tech community may therefore also take interest in this analysis.Publication Factors Affecting Technological Diffusion Through Social Networks(Published by Oxford University Press on behalf of the World Bank, 2021-07-16)Network theory-based interventions could be particularly effective for promoting technology adoption when information friction serves as the major obstacle to technology diffusion. To inform policy makers interested in such interventions, this paper systematically reviews empirical evidence on determinants of how social networks shape technology diffusion. It identifies three sets of factors that individually and jointly affect technological diffusion on social networks: Population characteristics, including those describe overall network structures and key economic agents’ network positions and technology sophistication; technology parameters; and information propagation mechanisms. Accurate social network assessment—crucial for the formulation of network interventions—relies on making careful selection out of the many measures of network characteristics and layers of socioeconomic interactions to examine, and on accurately defining the scope and size of network data to collect. Evidence indicates effective network interventions should aim to introduce new technologies first to economic agents with high centrality or clustering, sufficient resemblance to average population, and whom are incentivized to communicate with others.Publication Study on Understanding the Role of Non-state Education Providers in Somalia(World Bank, Washington, DC, 2018-08-01)This document presents the findings of a Study on Understanding the Role of Non-State Education Providers in Somalia commissioned by the World Bank. The goal of the study was to develop an evidence base for understanding non-state education providers in the broader Somali education ecosystem, and to identify opportunities for cooperation between state and non-state actors. The study focuses on formal primary and secondary schools in urban and peri-urban areas across four locations in Somalia: Mogadishu (Benadir Regional Administration), Kismayo (Jubbaland), and Garowe and Bosasso (Puntland). The overall objective of this study is to help relevant Somali government institutions and the international community in developing an evidence base for understanding non-state education providers in the broader Somali education ecosystem, and in identifying opportunities for streamlining private initiatives into federal and state-level education sector development policy. The report is divided into three main chapters: an overview of Somalia’s education sector and its implications on study methodology, presentation of the study’s findings, and key research implications.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
