Abstract
COVID-19 (coronavirus) has had an enormous impact on nearly every country in the world. However, Iraq, Jordan and Lebanon were already facing difficult to extreme circumstances even before the pandemic erupted, making them particularly vulnerable. This report looks at the impact of the pandemic, associated lockdowns and economic shocks and other misfortunes which have compounded the crisis, such as sharply lower oil revenues in Iraq and the Port of Beirut explosion in Lebanon, as well as political instability in both. The report estimates that 4.4 million people in the host communities and 1.1 million refugees or IDPs were driven into poverty in the immediate aftermath of the crisis, and while this considers all of Lebanon, it only includes three governorates in Jordan and the Kurdistan Region of Iraq, due to data limitations. A response commensurate with the magnitude of the shock is needed to prevent further misery. The poverty impact of COVID-19 and the ensuing confinement policies and economic contractions have been felt throughout the world, not least by marginalized communities. However, COVID-19 has compounded existing vulnerabilities or crises in Jordan, the Kurdistan Region of Iraq (KRI) and Lebanon. Syrian refugees – most of whom have been displaced for up to nine years – are particularly exposed given their perilous pre-crisis situation. Host communities in these three countries, who have supported and accommodated such large numbers of refugees, have also been heavily affected; all three countries were in strained positions prior to COVID-19, ranging from economic stagnation and high public debt in Jordan, to a collapse in public revenues due to international oil price shocks in KRI, to complete political and economic crisis in Lebanon. By March 2020, all three countries had witnessed their first cases of COVID-19 and introduced stringent containment policies ranging from partial closures of schools and shops to full curfew. While these measures were initially largely successful in containing the spread of the pandemic, they also led to a decline in economic activity across most sectors, particularly in the informal market. In Jordan and Iraq, the losses are estimated at around 8.2 and 10.5 percent of 2019’s GDP respectively. In Lebanon where the COVID-19 crisis is compounded by economic and political crises the losses are much higher, around 25 percent of GDP. Lebanon has experienced inflation of over 100 percent, largely due to its import dependence and currency depreciation. Unsurprisingly, given the magnitude of these shocks, recent rapid needs assessments and UNHCR administrative data show that refugees, who are highly concentrated in low-skilled jobs in the informal sector, have had to reduce food intake, incur additional debt and in some instances suffered eviction.

It must produce more food to feed an increasingly affluent and growing world population that will demand a more diverse diet, contribute to overall development and poverty alleviation in many developing countries, confront increased competition for alternative uses of finite land and water resources, adapt to climate change, and contribute to preserving biodiversity and restoring fragile ecosystems. Climate change will bring higher average temperatures, changes in rainfall patterns, and more frequent extreme events, multiplying the threats to sustainable food security. Addressing these challenges requires co-ordinated responses from the public and private sectors and civil society that will need to be adapted to the specific circumstances of different types of farmers in countries at all levels of development. The recommendations provided are broadly of two types: specific actions that can contribute in some way to improving productivity growth or sustainable resource use (whether building on existing initiatives or suggesting new activities) and more general proposals that may not be actionable as presented but that serve to highlight areas for priority attention. This report also invites G20 countries to engage in a medium, to long-term, analysis-based peer review of policies fostering sustainable productivity growth, which would identify specific constraints and opportunities, beginning with their own food and agriculture sectors. In addition to possible benefits to participating countries, a peer review process could contribute to the identification of best policies and best policy packages to achieve the widely held aim of sustainably improving productivity of the global food and agriculture system. While such an initiative is proposed to and for G20 countries, it could have much wider application to interested countries.Publication Vulnerability of Internally Displaced Persons in Urban Settings(World Bank, Washington, DC, 2015-01)Internal displacement, rapid growth of urban areas and proliferation of informal settlements are in the spotlight of public policy debate in Afghanistan at present. This pamphlet discusses characteristics, livelihood strategies and vulnerabilities of households living in informal settlements in three urban centers in Afghanistan. These findings summarize the analysis from a joint World Bank-UNHCR ‘research study on IDPs in urban settings’, which illustrates the complexities of displacement and of urban informal settlement growth. Motivated by an existing knowledge gap on these issues, the analysis provides a starting point for discussion among actors directly or indirectly involved with management of problems related to displacement and urban informal settlements, including departments in the Government of Afghanistan, international institutions and stakeholders from civil society. The study documents the significance of displacement as a factor underlying vulnerabilities observed in informal settlements, and identifies IDPs as an extremely deprived segment of the population, even in comparison to the profile of urban poverty in the recent national risk and vulnerability assessment.Publication Forced Displacement of and Potential Solutions for IDPS and Refugees in the Sahel : Burkina Faso, Chad, Mali, Mauritania, and Niger(Washington, DC, 2014-08)A development response to forced displacement in the Sahel requires a regional approach. Such an approach would have the benefits of being able to: (i) overcome challenges relating to cross--- border movements, (ii) obtain commitments by host governments to support the prospects of displaced from neighboring countries and (iii) facilitate common approaches, shared conceptualization and learning. A regional approach will be appropriate in the context of ECOWAS cooperation, as three of five countries suffering the heaviest displacement in the region are members of that organization, namely Burkina Faso, Mali and Niger. The purpose of this scoping study on forced displacement is to contribute towards the formulation of a regional policy framework for sustainable solutions to displacement and towards the substantiation of a development response. Tackling displacement in the Sahel is critical for both poverty alleviation and stabilization, and only a development response will be adequate to the task. A development response to forced displacement in the Sahel requires a regional approach. Such an approach would have the benefits of being able to overcome challenges relating to cross-border movements, obtain commitments by host governments to support the prospects of displaced from neighboring countries, and facilitate common approaches, shared conceptualization and learning. The purpose of this scoping study on forced displacement is to contribute towards the formulation of a regional policy framework for sustainable solutions to displacement and towards the substantiation of a development response. The main challenges for the displaced populations include: i) livelihoods; ii) relations with host communities; iii) cohesion; iv) depletion of services; and v) governance. Measures to be taken to address the needs of these communities are: 1) improving the monitoring of population movement and knowledge on the locations, profiles and needs of the displaced, their host and return communities; 2) ensuring that the displaced and those affected by them can benefit from ongoing wider development investments in the region by designing 'displacement-sensitive' interventions; 3) strengthening services in affected areas through targeted regional investment programs; 4) employment creation and livelihood generation for those displaced; 5) delivering resources for the displaced in such a way that important outcomes are achieved; and 6) exploring the creative use of new technologies to extent information and development benefits to the displaced.

Publication South Asia Development Update, April 2024: Jobs for Resilience(Washington, DC: World Bank, 2024-04-02)South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.Publication Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth(Washington, DC: World Bank, 2024-10-17)Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.
