On Thin Ice : How Cutting Pollution Can Slow Warming and Save Lives

dc.description.abstract | Climate change is happening faster and in a dramatically more visible way in the Earth's cryosphere than anywhere else on earth. Cryosphere is defined as elements of the Earth system containing water in its frozen state. The average temperature has risen here at over twice the global mean in the Arctic, Antarctic Peninsula, and much of the Himalayas and other mountain regions. This report summarizes the changes already being observed in the following five major cryosphere regions: the Andes, Antarctica, Arctic, East African Highlands, and the Himalayas. It then provides a science-based assessment of the impact of addressing methane and black carbon to reduce the risk to the global environment and human societies, especially for the most vulnerable populations. Chapter 2 provides a comprehensive assessment of the changes occurring in these five regions, based on the most recent literature, including the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (2013). Chapter 3 describes the pollution and climate nexus and the evolving knowledge of how methane and black carbon impact climate specifically in cryosphere regions. Chapter 4 presents the background and methods used for new modeling work conducted as part of this study, building extensively the United Nations Environment Programme/World Meteorological Organization Integrated Assessment of Black Carbon and Ozone (2010). Chapter 5 presents the results of the new modeling in these five major cryosphere regions as well as globally for health, crop impacts, and climate. dc.description.abstract | La cryosphère, les régions du monde traditionnellement recouvertes de neige et de glace, connaît des changements accélérés par le changement climatique, elle se modifie dès maintenant et ces changements entrainent des risques accrus pour les écosystèmes et les sociétés humaines. Ce rapport montre comment le scénario se répète dans toute la cryosphère, que ce soit dans l’Arctique, l’Antarctique, le « troisième pôle », l’Himalaya, ou les Andes : des températures qui montent au rythme de deux fois la moyenne mondiale ou plus, le retrait des glaciers, les plaques de glace montrant des signes d’instabilité, le pergélisol en train de fondre. Le document présente 14 mesures spécifiques que nous pourrions entreprendre avant 2030 afin de réduire les polluants de courte durée de vie ayant un effet sur le climat et ralentir la fonte des glaces et des neiges qui doivent rester gelées pour empêcher les océans et les températures du globe de monter encore plus vite. En atténuant l’incidence sur le climat des polluants de courte durée de vie comme le noir de carbone et le méthane, nous allons améliorer l’état de santé de milliers de communautés, un grand nombre d’entre elles situées dans les pays en développement. Les mesures que nous proposons dans ce rapport ne sont pas des solutions miracles aux problèmes du réchauffement planétaire. Les efforts de réduction des émissions de noir de carbone et de méthane ne peuvent remplacer des efforts de réduction à long terme du dioxyde de carbone (CO2), qui nécessitent une transition, opérée à l’échelle de la planète, vers une économie sobre en carbone, hautement efficace sur le plan énergétique.
