Abstract
The implementation of the fee-free basic education policy (FBEP) in Tanzania since 2015 has led to consistent growth in the education sector. However, the rapidly increasing school-age population has been creating demands for additional resources and capacity that are often not met. Persistent challenges related to institutional governance and insufficient education spending toward core teaching and learning matters further hinder service delivery and result in inadequate learning outcomes. This note draws evidence from existing studies and available data, taking a holistic approach to assess the performance of the basic education system in Mainland Tanzania in the last decade. It describes the basic service delivery indicators but also goes beyond to analyze the underlying challenges in institutional governance and basic education financing. Recognizing that basic education can deliver fundamental literacy, numeracy, as well as socioemotional skills which are crucial building blocks for continued education and training, employment, and lifelong fulfillment for all Tanzanian citizens, the policy note highlights the following areas that require attention: equitable access; learning outcomes; quantity, quality, and management of teachers; school learning environment; the curriculum and language of instruction; national examinations and learning assessments; and governance and finance.

    Rwanda - Education Country Status Report : Toward Quality Enhancement and Achievement of Universal Nine Year Basic Education - An Education System in Transition; A Nation in Transition

    The Republic of Rwanda is a relatively small country located in Central Africa with a population of approximately 10 million people, making it one of the more densely populated countries in the world. The current government is taking positive steps to helps the country emerge from its tragic past, and aims to promote reconciliation and unity among all Rwandese and forbids any political activity or discrimination based on race, ethnicity, or relation. The government's effort to deliver basic public services to its population, including education, also follow the spirit of inclusiveness and aims to diminish gender, socioeconomic and geographic disparities. Rwanda's development agenda is entering a new phase as it transitions from post-genocide recovery to producing a population that is regionally and globally competitive and economically and socially secure. The education sector plays a significant role in fulfilling the national agenda. This Country Status Report (CSR) takes stock of recent progress and identifies a new generation of challenges facing the education sector, particularly in the context of ongoing decentralization and the government's recent initiative to extend basic education to nine years of schooling.

    Learning Outcomes in Thailand : What Can We Learn from International Assessments?

    Education quality is crucial to Thailand's future economic success. While lower-income countries in East Asia are experiencing a bulge in their youth population, Thailand's youth labor force is expected to decline by 10 percent over the next decade. As a result, the labor-intensive comparative advantage that contributed significantly to Thailand's past economic performance will diminish. This means that it is essential for Thailand to develop the human capital of its declining young work force to ensure the country's future competitiveness and economic growth. Education is a significant component of human capital development, the economic benefits of which are firmly established in the policy literature to have a positive effect on economic growth. However, the success or failure of education in terms of increasing productivity and growth depends crucially on its quality. Thailand has participated in two international student assessments to measure the quality of education: Organization for Economic Co-operation and Development (OECD's) Program for International Student Assessment (PISA) and the IEA's Trends in Mathematics and Science Study (TIMSS). This study also supports policy dialogue on improving accountability mechanisms for publically funded private schools. The above findings reveal that public schools outperform private schools even though private schools receive public funding. The implication is that the accountability mechanism for private schools that receive public funding needs to be improved in order to ensure that private schools are providing high quality services. There are several international examples of strong accountability mechanisms for publically funded private schools. One example is the voucher scheme used in the Netherlands. This provides schools with equal funding per student with which schools have considerable freedom on how to use this funding; however, they must meet specific performance requirements.

    Books, Buildings, and Learning Outcomes : An Impact Evaluation of World Bank Support to Basic Education in Ghana

    The Millennium Development Goals aim for universal primary education by 2015 and gender equality in enrolments at all levels of education. The Education for All (EFA) initiative lays out a strategy for achieving these goals. The Bank's own strategy stresses the school quality aspects of EFA, emphasizing the need to focus on preserving learning outcomes while access to education is expanded. This report assesses the impact to date of the efforts over the past 15 years toward increasing the quantity and quality of basic education in one African country, Ghana.

    How Can Bulgaria Improve Its Education System? An Analysis of PISA 2012 and Past Results

    Bulgaria's performance on all three disciplines of the program for international student assessment (PISA) 2012 was slightly better than its PISA 2000 performance, after having dropped between 2000 and 2006. The improvements in performance between 2006 and 2012 promoted shared prosperity, but equality of opportunities is still a major challenge. In fact, disaggregating students' PISA scores across a number of variables for example, location and ethnicity - shows that large inequalities exist in Bulgaria's education system. Peer characteristics and school segregation are the key drivers of the Bulgarian education system's performance. An in-depth analysis into math and reading skills shows imbalances in performance in Bulgaria. The main areas in which Bulgaria can further improve its educational system involve: delaying the tracking of students to reduce segregation in schools; continue improving the quality of educational resources to ensure that all students learn in an environment with books, lab equipment, and technological hardware and software; encouraging longer pre-primary education for all children; learning from successful schools to improve accountability mechanisms for schools countrywide, particularly in rural areas; reevaluating the curriculum and assessment framework to better align student learning to the envisaged country goals; and promoting effective classroom management and strengthening teaching practices.

    Strengthening Mathematics Education in Sri Lanka

    A well-informed and knowledgeable community is of vital importance for the economic and social development of a modem society. The knowledge and skills required for present day activities are much more complex than those required in the past. Today, many jobs require expert thinking and non-routine analytical skills, to identify and solve problems. Mathematics education focuses on developing a person's analytical and problem solving abilities. Thus a high quality mathematics education win ensure that students develop the skills that are essential not only in science and technology, but also in everyday life and the workplace. The government of Sri Lanka, recognizing the need for a high quality mathematics education has implemented several reforms in the recent past. Although the progress achieved is commendable, there is still room for improvement in certain important aspects of the learning teaching process. The main aim of the mathematics curriculum under these reforms is to create individuals who are able to think mathematically and apply mathematical knowledge effectively and responsibly in problem solving and decision making.

    Poverty, Prosperity, and Planet Report 2024

    The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.

    Western Balkans 6 Country Climate and Development Report

    This Regional Western Balkans Countries Climate and Development Report (CCDR) stands out in several ways. In a region that often lacks cohesive regional alliances, this report emphasizes how the challenges faced across countries are often common and interconnected, and, importantly, that climate action requires coordination on multiple fronts. Simultaneously, it illustrates the differences across countries, places, and people that require targeted strategies and interventions. This report demonstrates how shocks and stressors re intensifying and how investments in adaptation could bring significant benefits in the form of avoided losses, accelerated economic potential, and amplified social and economic spillovers. Given the region’s high emission and energy intensity and the limitations of its current fossil fuel-based development model, the report articulates a path to greener and more resilient growth, a path that is more consistent with the aspiration of accession to the EU. The report finds that the net zero transition can be undertaken without compromising the economic potential of the Western Balkans and that it could lead to higher growth than under the Reference Scenario (RS) with appropriate structural reforms.

    Expanding Opportunities: Toward Inclusive Growth

    South Asia’s outlook is shaped by both good and bad news in the global economy. Lower commodity prices, a strong recovery in the services sector, and reduced disruptions in value chains are aiding South Asia’s recovery but rising interest rates and uncertainty in financial markets are putting downward pressure on the region’s economies. Countries in South Asia, especially those with large external debt, face difficult tradeoffs as they respond to these pressures. Growth prospects have weakened, with large downside risks in most countries given limited fiscal space and depleting foreign reserves. Going forward, broad reform programs, including a sustainable fiscal outlook, are needed to put South Asia on a more robust and inclusive growth path. Inequality of opportunity, which is higher in South Asia than in other regions of the world, is both unfair and inefficient. Reducing inequality of opportunity and increasing economic mobility will help broaden countries’ tax base and boost support from the population for the critical reforms.

    Working Without Borders

    Online gig work poses both opportunities and challenges for governments and workers. On the upside, it offers prospects for income generation, especially in developing countries, where most people work in low-productivity, low-quality, often informal jobs. The virtual and often temporary nature of gig work also provides flexibility for often neglected groups such as women, youth, migrants, and people with disabilities. These jobs could be a stepping-stone to bet¬ter-quality jobs for low-skilled workers by helping them learn critical digital skills and close the digital divide. But most gig jobs offer little to no protection for workers, with uncertain income streams and no clear career pathways. Depending on local labor regulations, many gig workers are not protected against unfair practices, abuse or injuries while working. Gig work also raises challenges for managing data security and privacy. The report examines how countries can navigate the promise and perils of online gig work. It reveals that the online gig workforce is much larger than previously assumed with an estimated 154 million to 435 million Online gig workers around the globe. For the first time ever, the report mapped and tracked regional platforms and gig workers who work in languages other than English. Key messages are: • Online gig work is expanding, accounting for up to 12% of the global labor force and is a growing source of income for millions. • Demand for online gig workers is rising faster in developing countries than in industrialized countries. • Local gig platforms play a vital role in the local labor market, but they face challenges in establishing a viable business model, and opportunities for long-term growth. • Online gig work can support inclusion by providing work opportunities for youth, women, and low-skilled workers. • Gig workers, like most other informal sector workers in developing countries, are often outside the purview of labor regulations. • The gig economy can offer opportunities locally to build digital skills, increase income-earning opportunities, and facilitate social protection coverage of informal workers.

    Middle Trade and Transport Corridor

    The Middle Corridor (MC) is a multimodal transport corridor connecting China to Europe, which has been receiving elevated attention following Russia’s invasion of Ukraine. The MC links China, and Kazakhstan by rail through Dostyk or Khorgos/Altynkol, crosses Kazakhstan by rail to the Aktau Port, crosses the Caspian Sea to the Port of Baku/Alyat, and Azerbaijan and Georgia by rail to then either continue by rail to Europe through Türkiye or crossing the Black Sea. Due to inefficiencies and infrastructure gaps in Türkiye, the Black Sea route is currently preferred by operators. This report focuses on the route traversing Kazakhstan, Azerbaijan, and Georgia; a subsequent study will focus on Türkiye. The MC, with its numerous border crossings, transshipments between modes and operational inefficiencies, takes three times longer than the Northern route (via Russia) and is comparable in duration to the maritime route. As a result, it has consequently held a lower priority for long-distance trade.
