Abstract
Papua New Guinea (PNG) is a richly diverse society undergoing intense economic and social transformation. With more than eight hundred different languages spoken among a population of over eight million people, divided into more than one thousand ethnic clans, PNG is the most heterogenous country in the world. The World Bank Group’s (WBG’s) country partnership framework (CPF) for the Independent State of Papua New Guinea for FY19–FY23 is anchored in the government’s Vision 2050, the PNG development strategic plan 2010–2030, and the third medium-term development plan for 2018–2022 (MTDPIII). To support the government in achieving the twin goals, the CPF envisages supporting the government of PNG in pursuing sustainable and inclusive growth and building resilience to shocks across three strategic focus areas: (i) improving macro and fiscal resilience; (ii) ensuring more effective and inclusive service delivery, particularly in underserved areas; and (iii) enabling private sector development and inclusive growth in non-resource sectors. Addressing governance and institutional challenges will be a cross-cutting theme to the program. Close collaboration between the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) will be emphasized, with a particular focus on strengthening the business environment and job creation in PNG.

    Iraq is at a crossroads. The Iraqi government struggles to navigate internal as well as regional security challenges. Despite the current uncertain circumstances, the Country Partnership Framework (CPF) provides a suitable country engagement instrument to support Iraq’s progress and builds off of longstanding World Bank Group (WBG) engagement and partnership with Iraq, including in the period since the last CPF and Performance Learning Review (PLR). This CPF is organized under two pillars and supported by foundational elements – (i) improved governance, public service delivery, and private sector participation, and (ii) strengthened human capital.

    Country Partnership Framework for the Republic of North Macedonia for the Period of January 2019-June 2023

    This Country Partnership Framework (CPF) sets out the World Bank Group’s approach to supporting the reform agenda in North Macedonia over January 2019–June 2023. The CPF builds on the results and lessons of the previous World Bank Group Country Partnership Strategy (CPS) that originally covered the period from July 2014 to June 2018 and was subsequently extended by six months to December 2018. The new CPF seeks to address the priorities identified by the recently completed Systematic Country Diagnostic (SCD) for North Macedonia. The strategic objective of the CPF is to support North Macedonia’s ability to achieve faster, inclusive, and sustainable growth and provide its citizens with greater opportunities for a better life. The CPF aims to support the Government’s program and medium-term strategy, which present a vision of accelerated economic growth with better employment opportunities, social cohesion and inclusion, and a plan to tackle the persistent bottlenecks. The Government strategy is consistent with the SCD’s vision of a better-connected, vibrant domestic economy engaged in the region and beyond as it secures its footing in areas of strong comparative advantage.

    Country Partnership Framework for the Central African Republic for the Period FY21-FY25

    The WBG proposes a five-year strategy for CAR focused on a resilient and inclusive COVID-19 recovery amid an historic turn-around opportunity. The proposed program has been calibrated to fully address CAR’s fragility drivers. With women’s empowerment and digital development as cross-cutting priorities, the CPF is structured along two focus areas: Focus Area 1 - Human Capital and Connectivity to Boost Stabilization, Inclusion and Resilience, with direct support to the peace process; immediate social and health responses to COVID-19; sectoral engagements in health, education, energy, water and transport; and specific investments in the empowerment of women and girls. Focus Area 2 - Economic Management and Improved Governance to Build State Legitimacy and Foster Growth, with a strong program of reforms and targeted investments to strengthen public financial management (PFM) and debt management and transparency; support decentralization, increase domestic resource mobilization (DRM), and digitize the administration; and support the private sector.

    Country Partnership Framework for Kingdom of Cambodia for the Period of FY2019-2023

    Cambodia has undergone a significant economic transition, reaching lower middle-income country status in 2015, and now is poised to enter a new stage of development. The World Bank Group’s relationship with Cambodia has matured significantly since the implementation of the FY16-17 Country Engagement Note. The WBG Country Partnership Framework for FY19-23 supports Cambodia’s progression to the next stage of its development and reflects the evolution of the WBG’s engagement in the country.

    The Central African Republic (CAR), sparsely populated and landlocked in the heart of the continent, is one of the poorest and most fragile countries in the world despite its wealth in natural resources. The socio-economic and health impacts of the Coronavirus disease (COVID-19) will put additional strain on an already fragile system. CAR is at a critical inflection point, following the signature of an ambitious Peace Accord – with a subsequent sharp decline in violence - and ahead of a double electoral cycle.

    Technology and data are integral to daily life. As health systems face increasing demands to deliver new, more, better, and seamless services affordable to all people, data and technology are essential. With the potential and perils of innovations like artificial intelligence the future of health care is expected to be technology-embedded and data-linked. This shift involves expanding the focus from digitization of health data to integrating digital and health as one: Digital-in-Health. The World Bank’s report, Digital-in-Health: Unlocking the Value for Everyone, calls for a new digital-in-health approach where digital technology and data are infused into every aspect of health systems management and health service delivery for better health outcomes. The report proposes ten recommendations across three priority areas for governments to invest in: prioritize, connect and scale.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.
