Abstract
Reducing greenhouse gas emissions from transport is essential for achieving national climate targets, yet the sector has lacked practical and credible tools to quantify the emissions impacts of policies in a way that supports monitoring, reporting, verification (MRV), and results-based climate finance. This report responds to that gap by presenting a robust, MRV-compatible methodology for analyzing transport emissions. The report introduces a scenario-based transport emissions analysis methodology (TEAM) and model that quantifies emission reductions by comparing a measured With Policy scenario against a conservative and credible Without Policy counterfactual. The methodology supports analysis both ex post, using observed data to measure achieved emission reductions, and ex ante, to assess the mitigation potential of proposed policies. The current application focuses on road transport—the largest source of transport emissions—while allowing for future expansion to other transport modes.

    More Climate Finance for Sustainable Transport

    Actions to reduce greenhouse gas (GHG) emissions to stabilize warming at 2 degree Celsius, as agreed by the international community in 2009, will fall short if they do not include the transport sector. Transport is responsible for around 23 percent of global carbon dioxide emissions and emissions are expected to rise without further action to curb emission growth and invest in low carbon transport modes. Investment needs are estimated at around $3 trillion to increase the sustainability of existing and new transport systems and to mitigate climate change over the 2015-35 periods. This is in addition to existing annual investments estimated at $1-2 trillion. The actions taken today to send the right policy signals, and establish the enabling institutions and regulations to attract the necessary private finance will be critical to support this transformation. Significant investment opportunities exist in public transport systems, vehicle efficiency improvement, and reducing the need for travel through demand management, regional development policies, and land use planning. As the international community embarks on the road towards CoP 21 in Paris, there is a case to be made for more climate finance flowing towards transport.

    Verification in Results-Based Financing (RBF) : The Case of the United Kingdom

    Paying health care providers performance based incentive payments is one form of Results-Based Financing (RBF). Verifying that providers have reached set performance thresholds is a crucial part of RBF program implementation and key to maintaining the transparency, fairness, and viability of the programs. The national health service of the United Kingdom has been implementing one of the largest RBF initiatives worldwide, the Quality and Outcomes Framework (QOF), since 2004. The QOF provides incentive payments for primary care providers to improve quality of care and patient experience. Its verification process is well developed and relies on a highly sophisticated clinical information system as the foundation for performance data. This case study describes the process for verification of achievement rates under the QOF and identifies lessons learned applicable to other RBF programs. The case study is part of a broader analysis, which includes multiple country case examples, to expand knowledge about the verification process and practices to address the immediate design and implementation needs of RBF programs.

    Transport Activity Measurement Toolkit for On-Road Vehicles : Practitioners' Guide

    Although urbanization is frequently cited as a major cause of greenhouse gas and local air pollution emissions growth, it could be better understood as one of the crucial links between climate and development. Urbanization is a major driver of development, and once in cities, people tend to increase their mobility dramatically, driving an increase in greenhouse gas and other emissions from transport. The demand for transport is not limited only to urban environments. As each economy becomes richer, its demand for passenger and freight mobility increases. This increase in car usage coupled with a tendency to have a lower number of passengers per car, has been sufficient to offset the improvements gained in vehicle fuel efficiency. The increasing transport demand, if not accompanied by adequate growth in infrastructure and facilities, leads to rising congestion, time loss, and air quality deterioration that can stifle economic growth and quality of life. Finding the delicate balance of policy options to achieve long-term improvements in on-road transport and reduce the impact of its externalities is critical and needs to be tailored to each locale. This requires measurements both to design the interventions and evaluate their impacts. This transport activity measurement toolkit (TAMT) has been developed specifically to simplify this measurement process by providing standardized software, data collection forms, and a consistent standardized methodology.

    Supporting Carbon Tax Implementation in Developing Countries through Results-Based Payments for Emissions Reductions

    This paper discusses compensation mechanisms to strengthen incentives for lower-income countries to adopt carbon taxes through donor-funded support programs. The paper considers two cases: the provision of climate finance when the host country uses the additional mitigation to meet its own greenhouse gas mitigation target (the "incremental cost price"); and a transaction in an international carbon market with the mitigation credit created by host country mitigation transferred outside the country (the “opportunity cost price”). Both offset the host country's deadweight loss from imposing a carbon tax, which is lower when the host country enjoys large co-benefits from mitigation. Formulas are derived for the incremental cost price and the opportunity cost price. The opportunity cost price is always larger than the incremental cost price, as the host country under the opportunity cost price must use additional, more expensive mitigation policies to reach its mitigation target. The paper discusses additional costs and barriers that deter hosts from adopting carbon taxes. These arguments can help to explain why few low-income countries have so far adopted carbon taxes, and why the necessary compensation for tax adoption may exceed theoretical assessments.

    Verification of Performance in Results-Based Financing

    The Ministry of Public Health in Afghanistan implements a supply-side results-based financing (RBF) scheme to improve the provision of a standardized basic package of health services (BPHS) to its population. Contracting NGOs and “contracting-in” MOPH providers, this RBF program concentrates on high-priority maternal and child health services in the BPHS such as antenatal care (ANC), post-natal care (PNC), delivery care, nutrition, immunization coverage, tuberculosis (TB), as well as quality of care. It includes an intensive data verification method, focusing on both the quantity and the quality of delivered services, which was implemented between 2010 and 2013 by international third party organizations. This verification method was specifically used to ensure that providers reach performance thresholds and disburse performance payments. This case study describes the major characteristics of this RBF verification method. Taking stock of the experience of the MOPH, it aims at generating possible lessons for other RBF initiatives, thereby expanding knowledge and making RBF verification processes more efficient, sustainable and effective. This case study also responds to concerns about the future sustainability of RBF, particularly with regard to the intensive and external nature of verification

    Uganda Country Climate and Development Report

    The Country Climate and Development Report (CCDR) for Uganda examines the interplay between climate change and development. It presents how addressing climate change can support achieving the goals in Uganda’s Vision 2040 and Ten-Fold Growth Strategy, and help propel the country to upper-middle-income status. Uganda is the 14th most vulnerable nation to climate change, yet it is 163rd in readiness to address these risks, facing threats such as droughts and floods. The report highlights that, of the poorest households exposed to climate change, 80 percent already experience income loss from climate shocks. GDP could also drop by up to 3.1 percent by 2050 without additional climate action. Climate change poses numerous challenges, including increased variability in crop yields, potential internal climate migration of 12 million people by 2050, notable drop in labor productivity due to heat stress, increased health risks from waterborne diseases and malaria, and exposure of the country’s physical infrastructure to extreme climate events. To combat these challenges, the report recommends transitioning to a low-carbon, climate-resilient growth path by implementing four multisectoral intervention packages. These include boosting resilience through jobs for youth and services for the poor; promoting resilient and productive agriculture and natural resources with lower GHG emissions; developing climate-responsive energy, transport, and digital infrastructure; and fostering planned and climate-positive urbanization. Additionally, the report calls for whole-of-economy measures that strengthen governance of climate action, enhance preparedness for climate hazards including through improved early warning systems, operationalization of the national climate finance strategy, and incentivizing private sector participation. By implementing these intervention packages and whole-of-economy measures, Uganda can lower its risk to climate change and achieve sustainable economic growth.

    Jobs in a Changing Climate: Insights from World Bank Group Country Climate and Development Reports Covering 93 Economies

    The World Bank Group’s Country Climate and Development Reports (CCDRs) provide a crosscutting look at how countries’ development prospects, and the job opportunities they offer to their people, can be threatened by climate impacts and supported by climate policies. Climate change and policies affect jobs through impacts on productivity, energy and material efficiency, and physical, human, and natural capital. They can also transform employment opportunities, especially through complementary measures that help workers and firms adapt to and benefit from new technologies and production practices. Prepared by the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA), CCDRs integrate country perspectives, climate science and economic modeling, private sector information, and policy analysis to assess how countries can successfully grow and develop their economies and create jobs despite increasing climate risks and while achieving their climate objectives and commitments. Each CCDR starts from the country’s development priorities, opportunities, and challenges, and is developed in close consultation with governments, businesses, and civil society, ensuring the recommendations reflect national priorities. By combining evidence on adaptation, resilience, and emissions pathways, CCDRs highlight where climate action can reinforce development and job creation, and where targeted policies are needed to manage risks and smooth labor market transitions. Taken together, these elements can help create local jobs, ensure economic transitions are just and inclusive, and equip workers and firms to navigate the disruptions and opportunities of a changing climate and changing technologies.

    Digital Progress and Trends Report 2025: Strengthening AI Foundations

    The recent rapid evolution of artificial intelligence (AI) has outpaced society’s ability to fully grasp its implications. Unlike technological shifts that have unfolded over decades, AI’s integration is accelerating at an unprecedented speed and scale. Along with AI’s immense opportunities come new responsibilities—especially for ethical deployment, accountability, and alignment with human values—that have few precedents in previous technology revolutions. This 2025 edition of the "Digital Progress and Trends Report (DPTR)" explores how low- and middle-income countries can harness AI to drive inclusive and sustainable development—and avoid being left behind. The report explains what makes AI different from earlier general-purpose technologies and why it matters for development. It introduces the 4Cs, the foundations essential for AI adoption, adaptation, and innovation: connectivity (infrastructure), compute (processing power), context (training data, algorithms, and applications), and competency (digital skills). Drawing on rich, novel data sets, this DPTR benchmarks countries across the 4Cs, analyzes supply and demand dynamics, and identifies market failures and externalities where policy action is urgently needed. This report emphasizes the need for global coordination and targeted interventions to close the widening AI gaps, where resource constraints threaten to exacerbate inequality. Policy insights will help governments unlock AI’s potential while navigating its risks.
