Abstract
Improving access to and quality of water supply and sanitation (WSS) services is emerging as a key objective in poverty alleviation. The importance of access to improved water supply and sanitation has been even more pronounced since it was declared a target of the Millennium Development Goals (MDGs) in 2000. The achievement of the MDGs will require a large investment program that will help increase access to safe and sustainable water and sanitation services. The majority of the funds for the sector are still provided for by the government at central, provincial or local levels. Although additional resources may be urgently needed, research in other social sectors (health and education) has also shown that higher public expenditures do not necessarily result in better social outcomes. Gaps in achieving outcomes can be due to: a) sub-optimal spending, due to inefficient allocation of resources, discretionary reallocation of resources, inappropriate policies and institutional incentives, or poor targeting of resources; b) low quality of service delivery due to inefficiencies in service delivery; and c) lack of demand from certain segments of the population. A lot of effort has been dedicated to increasing resources to achieve the MDGs, but the size of the required investments can be substantially reduced if the efficacy, efficiency, and quality of public expenditures in the water and sanitation (WSS) sector can be increased. Looking into the efficiency of public expenditure programs in the WSS sector is complicated. More so than in other social sectors (health and education), the WSS sector is characterized by highly decentralized service delivery that makes data collection more challenging.

Publication Do Pro-Poor Policies Increase Water Coverage? An Analysis of Service Delivery in Kampala's Informal Settlements(Washington, DC, 2014)Uganda is one of the poorest countries in Africa with a gross national income (GNI) per capita in 2010 of United States (U.S.) $500 compared with the Sub-Saharan regional average of $1,170. Uganda's population growth of over 3 percent per year, one of the highest in the world, puts a considerable strain on public sector service delivery, not just for water and sanitation but also in other areas such as health, education, and transport. The aim of this study is to assess the impact of the pro-poor policies introduced by the National Water and Sewerage Corporation (NWSC) between 2004 and 2010, by analyzing the effectiveness, efficiency, and equity of these policies and strategies implemented by the Government of Uganda (GoU) and NWSC to increase coverage of urban water supply services in poor settlements. The study focuses exclusively on the area of Kampala city, the capital of Uganda, as this constitutes the largest service area of the NWSC - with approximately 60 percent of its connections and 64 percent of its revenues. The assessment of the impact of the pro-poor policies on the poor in Kampala is based on an analysis of the effectiveness, the efficiency, and the equity of these policies since 2004. The report is divided into the following six chapters: chapter one gives the introduction of the report and presents the objectives and methods used. Chapter two presents an overview of the water sector in Kampala, including the legal, institutional, and regulatory framework, a definition of poverty in Kampala and what this means for poor households. Chapter three describes the urban water sector policy and the strategy developed by the NWSC to expand services and improve financial performance. Chapter four analyzes in detail the impact of NWSC policies and water supply delivery mechanisms on services to poor households in Kampala. Chapter five contains the conclusions of the study. Chapter six contains recommendations for further analysis which can be undertaken by the NWSC, GoU, and or the World Bank.Publication Kyrgyz Republic(World Bank, Washington, DC, 2015-04)This note has been prepared as part of the work program on multi-dimensional poverty in the Kyrgyz Republic to raise awareness of poverty dimensions, which in turn should help accelerate the development of water supply and sanitation services, and necessary reforms in the Kyrgyz Republic. The note analyzes the quality and reliability of the Integrated Households Survey (KIHS) data to measure access to water supply and sanitation services. The household survey was conducted by the National Statistics Committee (NSC) of the Kyrgyz Republic. It is representative at the national, rural/urban, and oblast levels. Using survey data we analyze the consumption of water supply and sanitation services at the household level with a focus on access, quality, and expenditures.Publication Sierra Leone : Public Expenditure Review for Water and Sanitation 2002 to 2009(World Bank, Washington, DC, 2011-07)This review focuses on how public expenditure translates into the delivery of water supply and sanitation services in rural and urban areas in Sierra Leone. It describes the legal and institutional framework for the allocation of resources assesses access to Water Supply and Sanitation (WSS) services and past sector performance, and analyzes public expenditure in the sector, including the factors affecting the efficiency of use of resources, and makes recommendations. Water supply includes the supply, distribution, and usage of water for drinking, food preparation, and hygiene. Sanitation is defined as the sanitary disposal of liquid waste and the promotion of hygienic practices. The review covers the period from 2002 to 2009, a period of reconstructing after a decade of upheavals. Since 2002, democracy and a stable environment for development have been re-established in the country, especially since the 2007 presidential elections. Sierra Leone remains one of the poorest countries in the world.Publication The Future of Water in African Cities : Why Waste Water? Urban Access to Water Supply and Sanitation in Sub-Saharan Africa, Background Report(Washington, DC, 2012-12)The main purpose of this paper is to explain the patterns of access to water supply and sanitation facilities in urban areas in Sub-Saharan Africa since the late 90's, and its relation with the performance of service providers in the case of improved water supply. It also seeks to explore the institutional context of the water supply and sanitation sectors. The paper concludes that services providers in Sub-Saharan Africa have been unable to keep up with urban population growth. Service providers are overwhelmed by the pace of urban population growth as they face high distributional losses, low billing collection, overstaffing, and under recovery of costs. The institutional frameworks are yet to be completed as there is vast political inference in service provision and regulation, as well as obstacles for effectively undertake public private partnerships. The paper is organized as follows. Section one presents definitions of water supply sources and sanitation, as well as the sources of data used for the analysis. Section two discusses the current and projected trends of urbanization, and introduces the country clustering used for analytical purposes. Section three and four present pathways of access to water supply sources and sanitation facilities -respectively- in urban areas in Sub-Saharan Africa, and discusses trends in access by country cluster. Section five explains the operational and financial performance of services providers in the region. Section six explores the existing institutional arrangements for the urban water supply and sanitation service provision. Finally, section six presents the main challenges for the future expansion of sustainable improved water supply and sanitation services.Publication Water and Development : An Evaluation of World Bank Support, 1997-2007, Volume 2. Appendixes(Washington, DC: World Bank, 2010)The amount of available water has been constant for millennia, but over time the planet has added 6 billion people. Water is essential to human life and enterprise, and the increasing strains on available water resources threaten the mission of institutions dedicated to economic development. The ultimate goal is to achieve a sustainable balance between the resources available and the societal requirement for water. In this evaluation the Independent Evaluation Group (IEG) examines all the water-related projects financed by the World Bank between fiscal 1997 and the end of calendar 2007. Bank activities related to water are large, growing, and integrated. They include water resources management, water supply and sanitation, and activities related to agricultural water, industrial water, energy generation, and water in the environment. Through both lending and grants, the World Bank (the International Development Association and the International Bank for Reconstruction and Development, or IBRD) has supported countries in many water-related sectors. This evaluation examines the full scope of that support over the period from fiscal 1997 to the end of calendar 2007. More than 30 background studies prepared for the evaluation have analyzed Bank lending by thematic area and by activity type. The evaluation is by definition retrospective, but it identifies changes that will be necessary going forward, including those related to strengthening country-level institutions and increasing financial sustainability.

Publication World Development Report 2017(Washington, DC: World Bank, 2017-01-30)Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? This book addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. Rates of birth and of child deaths are consistently higher in SSA than in any other part of the world; the under-5 mortality rate of 163 per 1,000 is twice that of the rest of the developing world and 30 times that of industrialized countries (UNICEF 2006). In both cases, policy changes will not yield immediate benefits, but delay will reduce the room for maneuver that policy makers will have in years to come.Publication Tanzania(World Bank, Washington, DC, 2015-06)This study aims to achieve a better understanding of the agricultural risk and risk management situation in Tanzania with a view to identifying key solutions to reduce current gross domestic product (GDP) growth volatility. For the purpose of this assessment, risk is defined as the probability that an uncertain event will occur that can potentially produce losses to participants along the supply chain. Persistence of unmanaged risks in agriculture is a cause of great economic losses for farmers and other actors along the supply chains (for example, traders, processors, and exporters), affecting export earnings and food security. The agricultural sector risk assessment is a straightforward methodology based on a three-phase sequential process. Phase analyzes the chronological occurrence of inter-seasonal agricultural risks with a view to identify and prioritize the risks that are the drivers of agricultural GDP volatility. This report contains the findings and recommendations of the first phase and includes the identification, analysis, and prioritization of major risks facing the agricultural sector in Tanzania, as well as recommendations regarding key solutions. Chapter one gives introduction and context. Chapter two contains an overview of the agricultural sector and its performance, as well as a discussion of key agro-climatic, weather, and policy restrictions and opportunities. Chapter three includes an assessment of major risks (that is, production, market, and enabling environment risks) facing key export and food crops. Chapter four presents an estimate of historical losses due to realized production risks and a correlation of such losses with production volatility. Chapter five provides insights into the exposure to risks by different stakeholders and their actual capacities, vulnerabilities, and potential to manage agricultural risks. Chapter six presents a risk prioritization by different supply chains and discusses the possible solutions, as well as specific recommendations for the agricultural sector development program (ASDP).
