Abstract
Just over a year ago, on January 21, 1999, the authors circulated a proposal for a Comprehensive Development Framework (CDF), a discussion draft. The response has been overwhelmingly supportive. By way of illustration, in September 1999, the development assistance committee of the Organization for Economic Cooperation and Development (OECD) prepared 'on common ground', a paper which reflects the consensus reached in the international development community on the CDF's main tenets. Another sign of this growing consensus is the recent endorsement by the Governors of the World Bank Group and International Monetary Fund (IMF) of CDF principles as the basis for poverty reduction strategies for developing countries seeking Bank or International Monetary Fund (IMF) assistance, or debt relief under the Highly Indebted Poor Country Initiative (HIPC). As the international development community accepts the CDF as the approach to development which complements the necessary macroeconomic growth strategy without which poverty reduction cannot be achieved, the CDF is evolving from a Bank proposal into a widely used tool.

Publication Remarks on the Comprehensive Development Framework(2000-02-23)James D. Wolfensohn, President of the World Bank Group, remarked that the overwhelming pressure on the planet is a concern that affects all of us. The pressures on the environment, on health, on trade, on crime, on growth, on drugs, on immigration—all bring us close together in one planetary context. The Vietnamese economy is facing these issues as it tries to accommodate all these factors at the same time: the pressure of competition—competition for investment, the desire to relate the country to the international trading system, and the desire to create an environment which is hospitable to domestic and foreign investors and which spreads the wealth throughout in an equitable way. Through the Comprehensive Development Framework, the country should lead its citizens, civil society, the private sector, and the international institutions to set up not a series of projects but programs. These programs will identify the issues to be addressed over the next 10 years or 15 years. There needs to be some comprehensive form of review of process, and review of plans so that one can have an integrated approach, an approach that can be leveraged, that is participatory and that engages each sector of society.Publication Our commitment : The World Bank's Africa Region HIV/AIDS Agenda for Action 2007-2011(Washington, DC, 2007-06-24)The World Bank is committed to support sub-Sahara Africa in responding to the HIV/AIDS epidemic. This Agenda for Action is a road map for Bank management and staff over the next five years to fulfill that commitment. It focuses on mainstreaming HIV/AIDS activities into broader national development agendas as a critical aspect of economic growth and human capacity development. In preparing the Agenda for Action, consultations have been carried out over several months with a broad constituency, including countries, donors, communities and nonprofit organizations.Publication Comprehensive Assessment of the Agriculture Sector in Liberia : Volume 4, Crosscutting Issues(2007)The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes. Growth based on extensification using traditional technologies is generally not profitable and has damaging implications for the environment. Given the low level of assets possessed by most Liberians, future efforts need to address the question of access to assets (i.e. land, knowledge and inputs) in addition to providing opportunities and an enabling environment. Liberia needs to make concerted efforts to preserve and consolidate its emerging stability by focusing on interventions to ensure food security and poverty alleviation at the community and household levels. Improving access to food and generating sustainable, remunerative activities and employment are crucial to this process. This report is designed to assist in indicating and specifying the potential role of specified agricultural commodity value chains in achieving the priority objectives of the government by focusing on small holders, traditional farming, and food security and forms an input for the preparation of a strategic orientation framework to achieve sustainable food security, nutrition and agricultural development. This report reviews gender issues in Liberia's agriculture and rural sector with a special focus on rural women and how to improve their participation and contribution to rural development. The report reviews women's roles in agriculture and the rural economy; their access to key inputs and services which are essential to carry out their socio-economic role in rural areas; as well as gender-related social trends and problems that may have an impact on productivity and poverty reduction in rural areas. The assessment also reviews the institutional and policy framework for agriculture and rural development and identifies opportunities to improve the rural sector's capacity to address gender issues and support female farmers and rural entrepreneurs. The findings and recommendations will inform the reform of the sector, currently underway, and thereby support the GoL poverty reduction effort and the implementation of the Interim Poverty Reduction Strategy Paper (IPRSP).Publication ICTs for Health in Africa(World Bank, Washington, DC, 2014)Countries in Africa spend significant amounts of their GDP on delivering health services through systems that are often inefficient, costly and lacking in transparency. Information and communication technologies (ICTs) have the potential to transform the delivery of health services across the continent in ways that not only increase efficiency but also improve accountability (World Bank, 2004). ICTs present a large, unexploited potential for transforming governance and transparency in the health sector in Africa to achieve 'more health for money spent' and thereby improve the efficiency of health spending, both domestic- and donor-financed. This brings three major benefits for policymakers: 1) the evidence available for evaluating the impacts of the PKH program on household welfare is extensive and sound; 2) the program design and the impact analysis design have generated additional excitement, both nationally and internationally, about the program, its goals and social assistance initiatives in general; and 3) the results and underlying data will be made publicly available, which has already spurred interest in additional evaluations that will stock the shelves of social assistance policy research libraries. PKH's success in delivering real benefits to the very poor and in changing behaviors deserves further support and encouragement. PKH's initial weaknesses in implementation and delivery deserve continuing attention and thoughtful solutions for greater effectiveness. The Government of Indonesia (GOI) plans on expanding the PKH program to as many as three million households; while it is doing so, it should continue to refine implementation, coordinate and collaborate with affiliated service providers in health, education, and local government services, and continue developing a corps of organized, enthusiastic, and skilled facilitators who can assist very poor households in achieving healthier behaviors.

Publication Unlocking Blue Carbon Development(Washington, DC: World Bank, 2023-09-11)The purpose of this paper is to provide a practical framework to guide governments in catalyzing and scaling up public and private investment in Blue Carbon as part of their blue economy development. It does this by describing in detail a Blue Carbon Readiness Framework, a step-by-step, well-illustrated guide with simple checklists. Client countries can use the illustrations and checklists to determine their readiness to catalyze and scale up investment in blue carbon credit finance. The Blue Carbon Readiness Framework consists of three pillars: 1. Data and Analytics; 2. Policy and Institutions; 3. Finance.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Brazil Country Climate and Development Report(World Bank Group, Washington DC, 2023-05-04)Brazil is highly exposed to climate change risks. The impacts of global climate change risks and local practices on the Amazon and Cerrado biomes are of particular concern, as they provide vital ecosystem services to Brazil, the South American region, and the world. The Brazil Country Climate and Development Report (CCDR) examines the implications of climate change and climate action for Brazil's development objectives and priorities. It identifies opportunities for Brazil to achieve both its development goals and its climate commitments. It lays out a combination of sectoral and economy-wide policy reforms, as well as targeted investments in near- and medium-term mitigation and adaptation measures to achieve more rapid and inclusive development with lower greenhouse gas (GHG) emissions. The idea is to maximize synergies between climate and development objectives, while addressing trade-offs among policy objectives and key transition challenges.
