Abstract
Countries struck by equally powerful disaster events are affected differently in terms of thedevastation caused, the number of casualties, persons displaced, impact on livelihoods, andthe pace of reconstruction and recovery. Some communities, cities, and populations proveto be more resilient than others when faced with disasters. The ability of land and people-to-land relationships to recover after hazard events requires reliable administration systems and authoritative geospatial information. Land administration systems provide security of tenure; control inappropriate land uses; ensure safe construction of buildings and infrastructure; and undertake land valuation for finance, taxation, and compensation. Underpinning effective land administration is accurate geospatial information. An authoritative geospatial information system comprises a series of fundamental databases including addresses, buildings, settlements, elevation and depth, functional areas, geographical names, geology and soils, land cover and land use, landparcels, orthoimagery, physical infrastructure, population distribution, transport and utilitynetworks, water, and a geographic reference framework. Land administration systems and geospatial information play key roles in the planning, monitoring, and implementation of responses before, during, and after disasters. With disaster events around the world increasing in frequency and severity, better access to land and geospatial information is critical to disaster risk management activities, from disaster preparedness and risk mitigation through recovery and reconstruction.Several key initiatives aimed at building resilience to disasters have emerged in recentdecades, including the 2030 Agenda for Sustainable Development, the Hyogo Frameworkfor Action, and the Sendai Framework for Disaster Risk Reduction. The Integrated GeospatialInformation Framework (IGIF), released by the UN and the World Bank, complements theHyogo and Sendai agendas calling for globally coordinated actions in new geospatial dataacquisition and integration. These global initiatives highlight the positive effects thateffective land administration and geospatial information systems can have.

Publication Climate-Resilient Development in Vietnam(Washington, DC, 2011)Weather is the term used to describe the atmospheric conditions (heat, wetness, wind, etc.) prevailing at any one place and time. Climate is the sum of the prevailing weather conditions of a given place over a period of time, typically summed over many decades. This paper seeks to provide strategic directions for mainstreaming support for climate change within the World Bank's broader program of assistance to Vietnam. It does so by reviewing the current understanding of climate change in Vietnam and likely impacts, outlining principles to guide the Bank's engagement in this field, and applying these principles across a range of sectors, taking into account both near- and longer-term considerations. The report identifies elements of the Bank's current and planned portfolio of projects and analytical work that are contributing or will contribute to improved knowledge, planning, and actions, and it points to additional areas where new or more work seems warranted. The report represents a first iteration of a strategy for supporting Vietnam in managing the challenges posed by climate change. As more experience is gathered and as our understanding of both the science and the economics of climate change impacts in Vietnam improves, this strategy will need to be revisited and refined. While the process of climate change is expected to be a long-term phenomenon-with predictions for considerable changes through the second half of the twenty-first century, the focus of this report is on decisions and priorities that should govern the Bank's assistance during this decade. Given an array of uncertainties, extending the developing assistance planning vision much beyond 2020 is not practical. This time frame also corresponds to the government of Vietnam's own planning horizon.Publication Adapting to Climate Change : Assessing World Bank Group Experience--Phase III of the World Bank Group and Climate Change(World Bank, Washington, DC, 2012)This paper constitutes the third and final volume of a series of assessments of the World Bank Group's engagement with climate change issues. The first focused on World Bank involvement in policy issues related to greenhouse gas mitigation. It was mainly concerned with the potential for energy price reform and energy efficiency policies to yield dividends in growth, fiscal savings, and climate change mitigation. The second volume examined project-level lessons related to greenhouse gas mitigation. This volume draws lessons from World Bank and International Finance Corporation (IFC) engagement in climate change adaptation. Like its predecessors, but to an even greater extent, this evaluation has a strong focus on learning, as the Bank Group explores a newly defined agenda. Climate change adaptation has only recently captured widespread policy attention. In strong contrast to climate mitigation, whose progress can be tracked along a single global metric (the atmospheric concentration of greenhouse gases), adaptation takes many forms, is intensely local, and resists easy definition and measurement. To a much greater extent even than climate change mitigation, adaptation is intertwined with development. Thus this evaluation looks not only at activities explicitly labeled 'climate adaptation' but also at a selection of those that might be expected to be adaptive, even if not so labeled.Publication City Risk Diagnostic for Urban Resilience in Indonesia(World Bank, Jakarta, 2015-10)In 2012, the World Bank initiated the building urban resilience in East Asia program, aimed at increasing the resilience of cities to disasters and the impact of climate change by using a risk-based approach to making public investment decisions. The objective is to demonstrate a scalable methodology and practical tools for risk assessment that can be used for city-level investment decisions. This activity started with engaging selected cities that have reasonable complexity and are experiencing significant growth. The next step involved conversations about disaster and climate risks confronting the cities and the options that they can consider in building resilience. The result of this experiment is presented in this report. The book begins with two chapters on the disaster and climate vulnerabilities in the context of Indonesian cities, and the basic framework developed by the World Bank building urban resilience in East Asia program. The subsequent two chapters describe the rapid risk diagnostic as the first step in the urban resilience engagement, and the summary of the diagnostic findings in selected Indonesian cities. The final chapter provides a glimpse of how options to invest in resilience can be materialized in practice as part of a city’s development.Publication Acting Today for Tomorrow(Washington, DC, 2012)Pacific island countries continue to be among the most vulnerable in the world: they combine high exposure to frequent and damaging natural hazards with low capacity to manage the resulting risks. Their vulnerability is exacerbated by poorly planned socioeconomic development, which has increased exposure and disaster losses, and by climate change, which has increased the magnitude of cyclones, droughts, and flooding. Currently, inefficient management of risks negates development gains and incurs large costs for national and local governments. Progress in reducing vulnerability has been retarded in part because of fundamental problems with coordination and cooperation among relevant actors at all levels. 'acting today for tomorrow' provides case studies, data, and analysis from the Pacific region to make a case for climate-and disaster-resilient development as being the most appropriate way to address the above challenges. It outlines what the consequences are of not acting today to reduce risk, what important lessons have emerged from the last decade, and what must be done to move toward resilient development in Pacific island countries. The document is intended for an audience of practitioners and policymakers at all levels across all relevant sectors. Its analysis and recommendations are meant to inform disaster risk reduction (DRR) and climate change adaptation (CCA) planning across a range of institutions. Over the last decade, some important lessons have emerged about what works, and what does not work, to reduce vulnerability. It is clear now that project-based DRR and CCA initiatives with relatively short time frames encourage fragmented efforts, inhibit carryover across initiatives, and ultimately do little to reduce underlying vulnerability in a lasting way. To achieve robust and effective political authority, leadership, and accountability for more resilient development, governments should anchor coordination of DRR and CCA in a high level central ministry/body both at national and regional levels and ensure that leaders are knowledgeable about disaster and climate risk management.Publication Technical Assessment of Romania's National GHG Inventory(Washington, DC, 2014-04)The main objective of the report is to analyze the current greenhouse gas (GHG) emissions inventory process in Romania, and provide recommendations for improving the system in order to increase the effectiveness and efficiency of inventory development in compliance with United Nations framework convention on climate change (UNFCCC) and European Union (EU) requirements, including emissions forecasting provisions. This report describes the GHG inventory process and its history, analyzes the legal framework, documents and information provisions, and flows related to making the inventory together with identifying the potential adjustments for improvement, assess reporting entities and correlation mechanisms to economic dynamics, in terms of completeness, coherence, response time constant to changes in the number of companies' impact on data reporting, and provides recommendations on the possibility to improve the inventory-making process in order to meet the requirements of emission projections. The report is organized into seven sections as follows: section one provides a general introduction to GHG inventories. Section two examines the processes and procedures used in the present GHG inventory system in Romania and the alignment of this system with international frameworks including the framework for the development of environmental statistics (FDES) and the intergovernmental panel on climate change (IPCC) schematic framework. Section three elaborates the challenges with the existing greenhouse inventory process including data gaps and weaknesses in the statistical infrastructure. Section four looks at the international and national legal requirements for greenhouse gas inventories. Section five provides analysis on the flow of information and the specific verification points to ensure data consistency and coherence. Section six provides a number of recommendations and concludes in section seven with a summary of key recommendations.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication The World Bank Group in Tanzania, Fiscal Years 2012–22(Washington, DC: World Bank, 2025-07-22)This evaluation assesses the relevance and effectiveness of the World Bank Group's support to Tanzania between Fiscal Years 2012 and 2022. Over the past decade, Tanzania has experienced resilient growth, with an average annual per capita GDP increase of 2.2%. However, poverty remains widespread and slow to decline, underscoring the need for more inclusive growth. The report examines the Bank Group's strategic and operational approaches during this period, which were aligned with Tanzania's development priorities and focused on industrialization, human development, and public sector reforms. The evaluation includes thematic chapters on the Bank Group's support for private sector-led growth and spatial transformation, as well as lessons to inform future support to the country.Publication The World Bank Group in Georgia, 2014-23(Washington, DC: World Bank, 2025-07-30)This Country Program Evaluation assesses the performance and effectiveness of the World Bank Group’s support to Georgia in achieving the country’s development objectives. In the decade leading up to the evaluation period, Georgia pursued economic reforms to attract critical investments for becoming a regional trade and transport hub. Ambitious economic reforms went hand in hand with efforts to improve human development and strengthening social protection systems. Growing geopolitical tensions and internal political polarization have challenged Georgia’s reform progress in recent years. The Bank Group’s strategy adapted well to Georgia’s development needs and was well coordinated with other development partners. It successfully employed a range of instruments to help increase competitiveness, growth, and job creation, and effectively contributed to improved infrastructure and increased trade by using programmatic and innovative approaches. The Bank Group’s regular investments in analytical work and the switch to results-based programmatic support helped improve the efficiency and effectiveness of education and health care systems. The IEG offers the following lessons based on the evidence and analysis in the Country Program Evaluation: (i) Prioritizing Bank Group support around the move towards deeper regional integration was an effective anchor for key economic reforms for economic convergence. (ii) Pursuing a selective and adaptive approach in a country with high implementation capacity and institutions, strong coordination among development partners, and access to a wide range of external resources can allow the Bank Group to exercise significant influence in areas of comparative advantage and global expertise. (iii) A stronger focus on outcome-based programmatic approaches helped to build local capacity and crowd-in partner financing.Publication Evaluation Insight Note(Washington, DC: World Bank, 2024-11-12)This Evaluation Insight Note (EIN) aims to contribute to the World Bank’s goal of encouraging the use of data, digital technology, and innovation towards transforming agri-food systems in client countries. The EIN was guided by the overall question: “How are World Bank agriculture and irrigation projects using technologies and what insights can be drawn from them” In answering this question, the EIN draws from a portfolio identification and review of 158 active and 113 closed projects (FY16-23) World Bank agriculture and irrigation projects to describe the extent and utilization of agricultural technologies. It supplemented the findings from the review with insights drawn from four project evaluations (Project Performance Assessment Reports) prepared by IEG in Bangladesh, Brazil, Cote d’Ivoire, and Vietnam, which were selected because of their likely lessons on agriculture technology. The portfolio and systematic review provided the basis for seven main insights on coverage and nature of technologies used in World Bank agriculture projects, demand-based technological solutions, technology diffusion, collaboration, and investment in enabling environment factors, among others. (1) The World Bank Agriculture and Irrigation portfolio shows limited coverage of advanced technologies. (2) The technologies that are prevalent in projects are mainly focused on increasing agricultural productivity with limited focus on technologies for facilitating market linkages. (3) Among the technologies promoted in Bank agriculture and irrigation projects, some technologies, and applications such GIS, early warning systems and MIS are more concentrated than others. (4) Combining demand-based technological solutions with training and technical assistance supported uptake of those solutions. (5) Technology diffusion worked well when there was strong collaboration between key research and extension agencies, each with well-defined roles and responsibilities in the projects. (6) When technology dissemination efforts are combined with investments in enabling environment factors such as infrastructure (i.e., roads, markets), they facilitated technology adoption. (7) Building sustainable institutional models – key for technology uptake and use – continue to be challenging in Bank supported projects.Publication FY 2025 China Country Opinion Survey Report(Washington, DC: World Bank, 2025-08-04)The Country Opinion Survey in China assists the World Bank Group (WBG) in better understanding how stakeholders in China perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in China on 1) their views regarding the general environment in China; 2) their overall attitudes toward the WBG in China; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in China; and 4) their perceptions of the WBG’s future role in China.
