Abstract
This handbook updates and expands upon the learning in IFC's 2000 community development resource guide entitled, Investing in People: Sustaining Communities through Improved Business Practice. It was produced in response to demand from companies for updated how-to guidance and current good practice approaches. Companies around the world engage in community investment efforts as a way to promote local development and benefit stakeholders in their areas of operations. For the private sector, effective community investment programs can help companies gain a social license to operate, access land, reduce project and reputational risks, boost productivity, meet government requirements or global standards, and/or successfully compete for the next venture. The aim of this handbook is to help IFC client companies and the wider private sector operating in emerging markets to think strategically about how they can support community investment programs that are successful, sustainable, and consistent with their business objectives. The handbook is meant for use by anyone who is interested in developing a company-supported community investment program or improving the performance of an existing one. The content of the handbook is organized around seven key areas comprising a comprehensive strategic planning framework for community investment. To help users with practical application, the Handbook is also supplemented by additional tools and information which are included in the tools section or listed under useful references.

    Mining Community Development Agreements : Source Book

    The World Bank oil, gas and mining unit, in its capacity as a driver for best practice related to extractive industry contributions to poverty alleviation, has a strong interest in the sustainable development of mine-impacted communities. As part of the growing global expectation that the extractive industry should contribute positively to long-term local development, a discourse has grown surrounding a variety of structures and processes aiming to deliver development benefits to communities affected by mineral resource projects. Examples of these strategies include social/community investment programs, development forums, community-controlled trusts, development funds, and foundations. These strategies may be led by government, the companies, the impacted community, or through collaborative bilateral or multi sector partnerships and agreements. They may be a regulatory requirement or negotiated voluntarily in response to mining companies' commitment to corporate social responsibility (CSR) principles. This document describes some of the main considerations and processes regarding the development and implementation of these strategies, specifically in relation to Community Development Agreements (CDAs). In the last few years the World Bank oil, gas and mining unit has worked to analyze CDAs within the mining sector as an instrument for more sustainable and equitable benefits. This process of analysis and research has involved a series of reports by the World Bank and external specialists aiming to provide technical input on the process, case studies, lessons learned, and best practices for CDA development. This report builds on previous studies to deliver a knowledge product on CDA development with the aim of providing specific assistance to the process and delivery of CDAs. This source book has been developed from learnings relating to existing regulations/ requirements, past experiences, and case studies. Volume 2 contains the World Bank Extractive Industries Sourcebook, Good Practice Notes: Community Development Agreements, and Volume 3 is the Mining Community Development Agreements - Practical Experiences and Field Studies. Volume 4 is the Community Development Agreement - Model Regulations and Example Guidelines.

    Initiatives Supporting Demand for Good Governance Across World Bank Group Sectors and Regions

    This preliminary stocktaking report on the demand for good governance is an effort of the Demand For Good Governance (DFGG) peer learning network to bring together and highlight the wealth of existing knowledge and practices currently available to support DFGG across the World Bank. This report puts forth a framework with key principles for organizing the complex universe of DFGG efforts across sectors and regions. The paper also identifies entry-points areas of development assistance and illustrates a few good practice examples supporting and strengthening DFFG for the World Bank as it builds its understanding of the areas where the institution can scale-up these activities. This report identifies a wide-range of activities supporting DFGG, however, it is worthwhile to note some challenges in collecting information on these activities. The report provides a more detailed review of the overall findings of DFGG work across the Bank. This paper constitute the following sections: an overview of the key DFGG elements in the organizing framework; entry-points for strengthening demand for good governance with case study examples; summary of key findings of the stocktaking; and finally, some challenges that the World Bank needs to address to mainstream DFGG operationally. The annexes constitutes of the following parts: annex one is a compiled list of notable demand for good governance activities supported by the World Bank identified in the stocktaking exercise and by World Bank Vice President Units; annex two provides a brief description of projects to show how the projects and or elements within the projects support DFGG efforts; annex three provides an overview of broad categories of tools and mechanisms supporting DFGG elements in activities; annex four provides a list of World Bank staff contacted and interviewed in the stocktaking exercise; and annex five provides a list of references reviewed.

    Interactive Community Mapping : Improving Service Delivery and Empowering Communities

    Mapping presents a compelling way to demystify complex data and concepts into useful visual information that most people can understand regardless of language, level of literacy, or culture. These maps can also be shared instantaneously with the world via the Internet. Interactive community mapping (ICM) is one method of information and communication technology (ICT)-enabled participatory mapping. In the development context, ICM can be a useful approach in helping community members, members of civil society organizations (CSOs), governments, and development partners to better picture and assess the needs and concerns of the mapped communities and adjust development plans, activities, and policies accordingly. This note is aimed at providing step-by-step guidance on the design and implementation of the ICM process to achieve an evidence-based and increasingly participatory decision-making approach for development projects. Relying on good practice examples from Kenya and Tanzania, this note seeks to provide a better understanding of how the potential benefits of ICM can be translated into tangible results. The note outlines some of the available ICM technology, delineate the enabling environment for ICM, and provide step-by-step guidance on how to effectively design and implement ICM in projects.

    Accelerating Health Reforms through Collective Action : Experiences from East Africa

    The roots signify the origins and initial steps taken to build a coalition and the associated teething problems; the trunk represents efforts toward sustaining the organization s existence and growth; and the branches highlight the collective actions undertaken by the coalition in fulfillment of its aims and objectives. In preparing this book, and based on their unique experiences, Tanzania, Kenya, and Uganda respectively focus their chapters on the roots, trunk, and branches. To further the tree analogy, each country s chapter draws parallels or makes comparisons with what pertains in the other two countries, to show how they benefit from each other in an ongoing knowledge exchange. Chapter two (Putting Down Roots, Tanzania) has three main sections: an overview of the country context and health reform agenda; a discussion of the experiences of MSG-Pharma, Tanzania s multi-stakeholder body, in setting up a coalition, and lessons learned. These outline the reasons leading to the establishment of the multi-stakeholder group and describe how challenges met during its formation stages were overcome. Chapter three (growing a strong trunk, Kenya) provides insights into the approaches employed by Kenya s multi-stakeholder coalition, the Forum for Transparency and Accountability in Pharmaceutical Procurement (FoTAPP), in order to sustain the interest and commitment of key stakeholders. It presents a brief description of the Kenyan context in relation to the pharmaceutical sector, highlighting challenges in the sector, and the importance of a multi-stakeholder coalition amid other reform platforms. Chapter four (branching out and bearing fruits, Uganda) describes the opportunities, challenges, and rewards associated with designing and implementing a joint intervention in furtherance of the goals of the Medicines Transparency Alliance (MeTA), the coalition in Uganda. It also illustrates how the coalition has been Able to inform policy dialogue and reform efforts in the health sector.

    Sustainable Investment in Sub-Saharan Africa

    Sustainable investment (SI) has a strong niche foothold in Sub-Saharan Africa, anchored in the region's largest investment market, South Africa. Yet more work is needed, at policy and portfolio levels, to grow this investment theme. This report recommends measures to expand SI in Sub-Saharan Africa. It forecasts that over the next five years there will be considerable growth of environmental, social, and governance (ESG) considerations applied to investment in South Africa, Kenya, and Nigeria. While these three countries form the basis of the study, the lion's share of data and observations emerged from South Africa, which is home to the continent's most developed capital markets.

    The Interplay of Regional and Ethnic Inequalities in Malaysian Poverty Dynamics

    This study employs a synthetic panel approach based on nationally representative micro-level data to track poverty and income mobility in Malaysia in 2004–16. On aggregate, there were large reductions in chronic poverty and increases in persistent economic security, but those who remained poor in 2016 were increasingly likely to be poor in a structural sense. Further, the poverty and income dynamics differ notably across geographic dimensions. Such disparities are most striking when comparing affluent urban Peninsular Malaysia with poorer rural East Malaysia. Although there are important differences in welfare levels between the main ethnic groups in Malaysia, the mobility trends generally point in the same direction. While the findings show that there is still scope for poverty reduction through the reduction of interethnic inequalities, the study underscores the importance of taking regional inequalities into account to ensure a fairer distribution of socioeconomic opportunities for poor and vulnerable Malaysians. Hence, addressing chronic poverty is likely to require additional attention to less developed geographic areas, as a complement to the current policies that are largely ethnicity-based.

    GovTech Maturity Index, 2022 Update

    The 2021 GovTech Maturity Index (GTMI) report and underlying dataset provide opportunities to replicate the study, identify gaps in digital transformation by comparing the differences among economies and groups of economies, and track changes over time in a transparent way. The dataset will be updated every two years to reflect developments in the GovTech domain. This 2022 GTMI update report and the accompanying dataset and new data dashboard present the progress within the last two years, highlight some of the good practices, and identify existing gaps for possible improvements in countries at the technology frontier. As with the 2020 edition, economies are grouped, not ranked, to illustrate the state of GovTech focus areas globally. This overview report presents a summary of the approach, how the 2022 GTMI dataset update is different, improvements in the GTMI dataset contents and visualization tools and GTMI group calculations, and initial findings and key messages.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Benchmarking Financial Systems around the World

    This paper introduces the Global Financial Development Database, an extensive dataset of financial system characteristics for 205 economies from 1960 to 2010. The database includes measures of (a) size of financial institutions and markets (financial depth), (b) degree to which individuals can and do use financial services (access), (c) efficiency of financial intermediaries and markets in intermediating resources and facilitating financial transactions (efficiency), and (d) stability of financial institutions and markets (stability). The authors document cross-country differences and time series trends.

    The African Continental Free Trade Area

    The African Continental Free Trade Area (AfCFTA) agreement will create the largest free trade area in the world, measured by the number of countries participating. The pact will connect 1.3 billion people across 55 countries with a combined GDP valued at $3.4 trillion. It has the potential to lift 30 million people out of extreme poverty by 2035. But achieving its full potential will depend on putting in place significant policy reforms and trade facilitation measures. The scope of the agreement is considerable. It will reduce tariffs among member countries and cover policy areas, such as trade facilitation and services, as well as regulatory measures, such as sanitary standards and technical barriers to trade. It will complement existing subregional economic communities and trade agreements by offering a continent-wide regulatory framework and by regulating policy areas—such as investment and intellectual property rights protection—that have not been covered in most subregional agreements. The African Continental Free Trade Area: Economic and Distributional Effects quantifies the long-term implications of the agreement for growth, trade, poverty reduction, and employment. Its analysis goes beyond that in previous studies that have largely focused on tariff and nontariff barriers in goods—by including the effects of services and trade facilitation measures, as well as the distributional impacts on poverty, employment, and wages of female and male workers. It is designed to guide policy makers as they develop and implement the extensive range of reforms needed to realize the substantial rewards that the agreement offers. The analysis shows that full implementation of AfCFTA could boost income by 7 percent, or nearly $450 billion, in 2014 prices and market exchange rates. The agreement would also significantly expand African trade—particularly intraregional trade in manufacturing. In addition, it would increase employment opportunities and wages for unskilled workers and help close the wage gap between men and women.
