Abstract
Decarbonizing Brazil’s road freight transport sector is essential to achieving the country’s 2050 emission targets. To scale this effort, Brazil must transition from diesel-powered trucks to low- and zero-carbon alternatives powered by electricity or hydrogen, each requiring substantial investment in recharging or refueling infrastructure. This note outlines a near-term strategy for promoting green freight corridors through a multi-criteria assessment of promising routes, demand forecasting based on zero-emission truck adoption, and analysis of the techno-economic feasibility of infrastructure deployment. Given current technology trends, early implementation is expected to focus on battery electric trucks, necessitating a roadmap for corridor-based charging infrastructure investment, supported by incentives for zero-emission truck adoption and a robust renewable energy sector. As vehicle and infrastructure technologies evolve—especially under Brazil’s ambitious low-emission hydrogen plans—strategies for decarbonizing road freight must be regularly revisited and refined.

    Green Logistics : Enablers for Sustainable Development

    Logistics is the backbone of industry and commerce. As a discipline, it describes the management and coordination of activities along supply chains. These activities include freight transport, storage, inventory management, materials handling and related information processing. A large part of logistics activities are often outsourced to specialized providers that provide cost-effective services. Research has shown that, at least in high income economies, the value of services is not assessed in monetary and service quality terms alone. In making decisions, logistics professionals are increasingly taking into consideration external effects such as emissions, pollution, noise, and accidents. 'Green logistics' may not be an independent policy area. Rather, the supply chain perspective provides a framework to understand and deal with issues that are separate but ultimately interrelated. Importantly, looking at supply chains helps policy makers understand the interests and actions of private sector operators. 'Green logistics' may therefore propose a number of tools and identify emerging sustainable solutions contributing to the overarching objective of 'green growth.'

    A Policy Framework for Green Transportation in Georgia : Achieving Reforms and Building Infrastructure for Sustainability

    The Government of Georgia is considering options for reducing fossil fuel imports in favor of introducing large scale use of domestic energy sources for public and private transportation. However, this must be considered within the overall context of green transportation-which will generate benefits well beyond the substitution of fossil fuels with domestic energy sources. The concept of green transportation has emerged in response to growing concerns about climate change; typically this refers to a transportation system characterized by low carbon emissions, i.e., Green House Gasses (GHG). In the context of Georgia, two other important development issues in green transportation in addition to GHG emissions are fossil fuel consumption and air pollution. For the purpose of this study, therefore, green transportation in Georgia refers to reducing the intensity of fossil fuel use and increasing reliance on indigenous energy sources (mainly hydropower), as well as minimizing adverse impacts on the global and local environment through reduced emissions of GHG and local pollutants. Greening transportation will create 'co-benefits': reducing fossil fuel use will help improve the balance of trade and energy security; and employing measures to avoid unnecessary trips and using fewer vehicles for the same number of trips (i.e., public transportation) would reduce traffic congestion on the road network, particularly in urban areas. By greening transportation, Georgia could reduce the total import bill for petroleum products, thereby improving the balance of trade and energy security.

    "Green Stimulus," Economic Recovery, and Long-Term Sustainable Development

    This paper discusses short-run and long-run effects of "green stimulus" efforts, and compares these effects with "non-green" fiscal stimuli. Green stimulus is defined here as short-run fiscal stimuli that also serve a "green" or environmental purpose in a situation of "crisis" characterized by temporary under-employment. A number of recently enacted national stimulus packages contain sizeable "green" components. The authors categorize effects according to their a) short-run employment effects, b) long-run growth effects, c) effects on carbon emissions, and d) "co-benefit" effects (on the environment, natural resources, and for other externalities). The most beneficial "green" programs in times of crisis are those that can stimulate employment in the short run, and lead to large "learning curve" effects via lower production costs in the longer term. The overall assessment is that most "green stimulus" programs that have large short-run employment and environmental effects are likely to have less significant positive effects for long-run growth, and vice versa, implying a trade-off in many cases between short-run and long-run impacts. There are also trade-offs for employment generation in that programs that yield larger (smaller) employment effects tend to lead to more employment gains for largely lower-skilled (higher-skilled) workers, so that the long-term growth effects are relatively small (large). Ultimately, the results reinforce the point that different instruments are needed for addressing different problems.

    Trade in a ‘Green Growth’ Development Strategy : Global Scale Issues and Challenges

    This paper surveys the state of knowledge about the trade-related environmental consequences of a country's development strategy along three channels: (i) direct trade-environment linkages (overexploitation of natural resources and trade-related transport costs); (ii) 'virtual trade' in emissions resulting from production activities; and (iii) the product mix attributes of a 'green-growth' strategy (environmentally preferable products and goods for environmental management). Trade exacerbates over-exploitation of natural resources in weak institutional environments, but there is little evidence that differences in environmental policies across countries has led to significant 'pollution havens.' Trade policies to 'level the playing field' would be ineffective and result in destructive conflicts in the World Trade Organization. Lack of progress at the Doha Round suggests the need to modify the current system of global policy making.

    Thailand needs to avoid the high-carbon growth path of many developed countries and, instead, take a low-carbon growth path. A green low-carbon growth path is in Thailand's own interest as it can simultaneously tackle local environmental degradation, global climate change, and energy security challenges. It can also position Thailand as a regional leader in green, sustainable growth. Green low-carbon growth in Thailand could focus on the following four pillars: 1) maintaining rapid economic growth while adjusting the country's economic structure toward a less energy, and carbon-intensive economy; 2) achieving greater urbanization while shifting toward green livable low-carbon cities; 3) meeting the huge thirst for energy while transforming the energy sector toward one of high energy efficiency and widespread diffusion of low-carbon technologies; and 4) improving quality of life while shifting toward a resource-efficient and sustainable lifestyle.

    Safety of Commercial Motorcycles: Guidelines and Good Practices for Governments and the Private Sector

    The report highlights safety challenges across several areas and ways to address them. Key challenges include the limited availability and affordability of certified helmets, widespread counterfeit gear, and poor public awareness of helmet standards and proper usage. Riders juggling multiple platforms and shifts are more susceptible to fatigue and risky behavior. Motorcycle fleets often rely on vehicles that may not conform to adequate standards, with inconsistent safety features and limited periodic maintenance. Weak insurance enforcement, limited coverage for commercial use, socioeconomic barriers, and limited adoption of telematics to monitor safety performance further hinder safety efforts. For instance, in some countries, low-powered commercial use two-wheelers are exempt from standard two-wheeler regulations. Addressing these challenges is a shared responsibility requiring active participation from the government, companies, riders, and the insurance sector.

    Reboot Development: The Economics of a Livable Planet

    “Reboot Development: The Economics of a Livable Planet” explores how the foundational natural endowments of land, air, and water—long taken for granted—are under growing threat, putting at risk the very progress they helped create. For generations, natural resources have powered development, supporting health, food, energy, and economic opportunity. Today, strains on these resources are intensifying. This report argues that failing to maintain a livable planet is not merely a distant environmental concern, but a present economic threat. Drawing on new data, the report shows that over 90 percent of the world is exposed to poor air quality, degraded land, or water stress. Loss of forests cuts rainfall, dries soils, and worsens droughts, costing billions of dollars. The nitrogen paradox emerges—fertilizers boost yields but overuse in some regions harms crops and ecosystems. Meanwhile, air and water pollution silently damage health, productivity, and cognition, sapping human potential. The report warns that these hidden costs are too large to ignore. Yet the message is not one of constraint but of possibility. Nature, when wisely stewarded, can drive growth, create jobs, and build resilience. The report shows that more efficient resource use—like better nitrogen management and forest restoration—yields benefits that far exceed the costs. It also urges a shift to cleaner sectors and producing “better things,” noting that these provide new sources of growth, creating more jobs per dollar invested. The findings are clear: Investing in nature is not only good for the planet, it is smart development.

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.

    Detox Development

    Clean air, land, and oceans are critical for human health and nutrition and underpin much of the world’s economy. Yet they suffer from degradation, poor management, and overuse due to government subsidies. "Detox Development: Repurposing Environmentally Harmful Subsidies" examines the impact of subsidies on these foundational natural assets. Explicit and implicit subsidies—estimated to exceed US$7 trillion per year—not only promote inefficiencies but also cause much environmental harm. Poor air quality is responsible for approximately 1 in 5 deaths globally. And as the new analyses in this report show, a significant number of these deaths can be attributed to fossil fuel subsidies. Agriculture is the largest user of land worldwide, feeding the world and employing 1 billion people, including 78 percent of the world’s poor. But it is subsidized in ways that promote inefficiency, inequity, and unsustainability. Subsidies are shown to drive the deterioration of water quality and increase water scarcity by incentivizing overextraction. In addition, they are responsible for 14 percent of annual deforestation, incentivizing the production of crops that are cultivated near forests. These subsidies are also implicated in the spread of zoonotic and vector-borne diseases, especially malaria. Finally, oceans support the world’s fisheries and supply about 3 billion people with almost 20 percent of their protein intake from animals. Yet they are in a collective state of crisis, with more than 34 percent of fisheries overfished, exacerbated by open-access regimes and capacity-increasing subsidies. Although the literature on subsidies is large, this report fills significant knowledge gaps using new data and methods. In doing so, it enhances understanding of the scale and impact of subsidies and offers solutions to reform or repurpose them in efficient and equitable ways. The aim is to enhance understanding of the magnitude, consequences, and drivers of policy successes and failures in order to render reforms more achievable.

    Keys to Energy-Efficient Shipping

    This report quantifies the extent to which energy efficiency measures can reduce greenhouse gas (GHG) emissions and fuel costs in global shipping. Drawing on a fleet-wide analysis across key vessel segments (bulk carriers, container ships, and tankers), it assesses the untapped potential of technical and operational efficiency measures through to 2050. Findings show that maximizing energy efficiency can cut global shipping’s GHG emissions by up to about 40% by 2030, exceeding current IMO interim targets, while simultaneously lowering the costs of the energy transition. Roughly half of these potential GHG savings by 2030 pay for themselves, offering savings of up to $220 billion annually in total costs as green fuel supply chains develop, and helping to build resiliency against fuel price volatility and rerouting shocks. The report highlights the role of short-term operational measures (such as forms of port call and speed optimization) and medium-term technical innovations (for example, wind-assisted propulsion) in achieving substantial efficiency gains. It identifies persistent economic, behavioral, and organizational barriers to uptake and illustrates them through deep dives on port call optimization and wind-assisted propulsion, showcasing innovative industry initiatives being applied to overcome these barriers. Finally, the report offers targeted recommendations for policymakers, industry, ports, and financiers to accelerate the adoption of energy efficiency solutions at scale.
