Abstract
Barber B. Conable, President of the World Bank, discussed how in Mexico, the decade of the Eighties began with a massive increase in the size of government, its ownership and interventions, and with an unmanageable debt. By the decade's end, Mexico had launched one of the most ambitious, courageous and determined programs of economic reform and institutional change recently undertaken in any country, developed or developing. For those whose incomes were eroded and for those who lost their jobs, these last seven years have been an eternity. But the Government of Mexico is keen to broaden human opportunity and create an efficient and mobile economic structure. The stage is set in Mexico for a resumption of growth and the resultant alleviation of hardship. The Government is aware that the benefits of this development should be distributed widely through emphasis on education and human services. The World Bank shares these goals and expect to contribute to their achievement with analysis, advice, our own funds, and help in mobilizing other sources of finance.

Publication Social Protection in Latin America : Achievements and Limitations(2010-05-01)Social protection systems in Latin America have been transformed in the past two decades. Until the 1980s, those who were not covered by the social security arrangements available primarily in the urban formal sector received little public assistance beyond universal subsidies for some food or fuel purchases. Since the 1990s, the introduction of non-contributory social insurance programs (including "social pensions") and conditional cash transfers has substantially extended the coverage and improved the incidence of social assistance. However, the organic growth of subsidized social assistance in parallel to the older social insurance system, financed largely out of taxes on formal sector employment, has led to a dual system that is neither properly equitable nor efficient. The twin challenges that now face social protection in Latin America are to better integrate those two halves of the system, and to develop programs that promote sustainable self-reliance, by moving from "safety nets" to "opportunity ropes."Publication Equity and Growth in a Globalizing World : Commission on Growth and Development(World Bank, 2010)The commission on growth and development was established in April 2006 in response to two insights: people do not talk about growth enough, and when they do, they speak with unearned conviction. The workshops turned out to be intense, lively affairs, lasting up to three days. It became clear that experts do not always agree, even on issues that are central to growth. But the Commission had no wish to disguise or gloss over these uncertainties and differences. And it did not want to present a false confidence in its conclusions beyond that justified by the evidence. While researchers will continue to improve people's understanding of the world, policy makers cannot wait for scholars to satisfy all of their doubts or resolve their differences. Decisions must be made with only partial knowledge of the world. One consequence is that most policy decisions, however well informed, take on the character of experiments, which yield useful information about the way the world works, even if they do not always turn out the way policy makers had hoped. It is good to recognize this fact, if only so that policy makers can be quick to spot failures and learn from mistakes. In principle, a commission on growth could have confined its attention to income per person, setting aside the question of how income is distributed. But this commission chose otherwise. It recognized that growth is not synonymous with development. To contribute significantly to social progress, growth must lift everyone's sights and improve the living standards of a broad swath of society. The Commission has no truck with the view that growth only enriches the few, leaving poverty undisturbed and social ills untouched.Publication Benchmarking the Determinants of Economic Growth in Latin America and the Caribbean(World Bank, Washington, DC, 2014-12)The Latin America and Caribbean (LAC) region has seen a decade of remarkable growth and income convergence. Growth has been a key driver for reducing poverty and boosting shared prosperity. It has been debated how much of this decade of growth has been driven by policy reforms and how much was due to the favorable external conditions. While external factors were supportive and relevant, the effect of domestic policies was just as relevant for explaining LAC's recent growth performance. The emphasis of domestic policy has shifted from stabilization policies to structural policies. In addition, a benchmarking exercise reveals which policy gaps will lead to the highest potential growth-payoffs for each country and helps identify potential trade-offs. The authors analyze growth in LAC using descriptive statistics and growth econometrics. The authors use these results for explaining the pattern of growth in LAC over the last decade, for looking ahead, and to identify potential policy gaps.Publication Crisis in Latin America : Infrastructure Investment, Employment and the Expectations of Stimulus(2009-07-01)Infrastructure investment is a central part of the stimulus plans of the Latin American and the Caribbean (LAC) region as it confronts the growing financial crisis. This paper estimates the potential effects on direct, indirect, and induced employment for different types of infrastructure projects with LAC-specific variables. The analysis finds that the direct and indirect short-term employment generation potential of infrastructure capital investment projects may be considerable - averaging around 40,000 annual jobs per US$1billion in LAC, depending upon such variables as the mix of subsectors in the investment program; the technologies deployed; local wages for skilled and unskilled labor; and the degrees of leakages to imported inputs. While these numbers do not account for substitution effect, they are built around an assumed "basket" of investments that crosses infrastructure sectors most of which are not employment-maximizing. Albeit limited in scope, rural road maintenance projects may employ 200,000 to 500,000 annualized direct jobs for every US$1billion spent. The paper also describes the potential risks to effective infrastructure investment in an environment of crisis including sorting and planning contradictions, delayed implementation and impact, affordability, and corruption.Publication Learning from China's Rise to Escape the Middle-Income Trap : A New Structural Economics Approach to Latin America(World Bank, Washington, DC, 2012-08)This paper discusses the causes of the middle-income trap in Latin America and the Caribbean, identifies the challenges and opportunities for Latin America that come from China's rise, and draws lessons from New Structural Economics and the Growth Identification and Facilitation Framework to help Latin America escape the middle-income trap. Countries in Latin America and the Caribbean are caught in a middle-income trap due to their inability to structurally upgrade from low value-added to high value-added products. Governments in Latin America and the Caribbean should intervene in industries in which they have a comparative advantage, calibrating supporting policies in close collaboration with the private sector through public-private sector alliances. Through continuous structural upgrading in sectors intensive in factors such as natural resources, scientific knowledge, and unskilled labor, the region could achieve dynamic growth. This would require investments in education, research and development, and physical infrastructure. Therefore, industrial upgrading and diversification would be essential to avoid further de-industrialization arising from the competitive pressures of the rise of China, broaden the base for economic growth, and create the basis for further sustained reduction in unemployment, poverty and income inequality. Failure to do so would lead to a loss of competitiveness and risks of further de-industrialization.

Publication Regional Poverty and Inequality Update: Latin America and the Caribbean, October 2025(Washington, DC: World Bank, 2025-10-23)This brief summarizes recent facts related to poverty and inequality in Latin America and the Caribbean (LAC) using the latest wave of harmonized household surveys from the Socio-Economic Database for LAC (SEDLAC). This brief was produced by the Poverty Global Practice in the LAC Region of the World Bank.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Urban and Rural Municipal Solid Waste in China and the Circular Economy(World Bank, Washington, DC, 2019-04)This paper lists several opportunities for China to advance MSW policies and practices. In addition to building on lessons learned from countries with decades of experience in implementing separation at source programs, including lessons on dealing with the informal sector, China’s extended responsibility systems (EPR) for different waste streams including packaging waste could be tested locally and if successful, could then be prioritized. EPR schemes could be used to introduce incentives for eco-design, create a sustainable production and consumption pattern, reduce landfilling and develop recycling and recovery channels. China could also more comprehensively test the regional approach for service delivery especially for underserved county and rural areas. There is an opportunity to deepen urban-rural integration enhance economies of scale, and improve efficiency through regional integration in waste service provision. This would not only improve the quality of service provision but support financial sustainability and help offset some of the increased financial costs for circularity. Ensuring sustainable operational financing is important to provide for public-private partnerships, a stated priority of the government; sustain earlier and current investments; and permit future development of facilities.Publication Empowerment in Practice : From Analysis to Implementation(Washington, DC: World Bank, 2006)This book represents an effort to present an easily accessible framework to readers, especially those for whom empowerment remains a puzzling development concern, conceptually and in application. The book is divided into two parts. Part 1 explains how the empowerment framework can be used for understanding, measuring, monitoring, and operationalizing empowerment policy and practice. Part 2 presents summaries of each of the five country studies, using them to discuss how the empowerment framework can be applied in very different country and sector contexts and what lessons can be learned from these test cases. While this book can offer only a limited empirical basis for the positive association between empowerment and development outcomes, it does add to the body of work supporting the existence of such a relationship. Perhaps more importantly, it also provides a framework for future research to test the association and to prioritize practical interventions seeking to empower individuals and groups.Publication Philippines Country Climate and Development Report(World Bank, Washington, DC, 2022-11)Climate change poses major risks for development in the Philippines. Climate shocks, whether in the form of extreme weather events or slow-onset trends, will hamper economic activities, damage infrastructure, and induce deep social disruptions. Adaptation to the risks of climate change, including both extreme events and slow-onset problems, is thus critical for the Philippines. Policy inaction would impose substantial economic and human costs, especially for the poor. Adaptation cannot eliminate the costs of climate change, but it can substantially reduce them. Many adaptation responses also contribute to mitigation; conversely, many mitigation measures generate local co-benefits, such as reduced air pollution. Although the Philippines is a relatively low emitter of greenhouse gas (GHG), it can contribute to global mitigation efforts through an energy transition, including a shift away from coal. The investment costs of such adaptation measures and an energy transition are substantial but not out of reach. The Philippines Country Climate and Development Report (CCDR) comprehensively analyzes how climate change will affect the country's ability to meet its development goals and pursue green, resilient, and inclusive development. The CCDR helps identify opportunities for climate action by both the public and private sectors and prioritizes the most urgent development challenges impacted by climate change in the Philippines.
