Abstract
Because of its difficult starting position in transitioning to a market economy, so far macroeconomic policy in Serbia has mainly been concerned with achieving stability. At the start of its transition in 2001, Serbia was practically bankrupt, burdened with old overdue debt and huge arrears in budgetary payments, especially pensions. At the end of 2000, public debt was 175 percent of GDP and external debt was 128 percent. In both 2000 and 2001, inflation was over 80 percent. High inflation and external imbalances were the main concerns all the way through the global financial crisis (GFC). The GFC (as well as external shocks) brought multiple recessions between 2009 and 2014, and a major widening of the fiscal deficit. Since 2014, the focus has been on consolidating public finances, in addition to keeping inflation low. While macroeconomic stability is a necessary precondition for growth, the question is whether Serbia can do more to create a pro-growth environment. Serbia has succeeded in keeping inflation low over recent years; the current account deficit (CAD) is now low enough to be manageable and is almost entirely financed by non-debt-creating flows; large fiscal deficits have been converted to a surplus; and public debt is heading downward. However, growth is still meager. To ensure that the Serbian economy grows more quickly, the focus should be on increasing investment—both private and public.

    Serbia and Montenegro : An Agenda for Economic Growth and Employment

    Upon resumption of its transition to a market economy in late-2000, Serbia made good initial progress across a range of areas. This progress began from a very difficult starting point which reflected the legacy of a decade of isolation, conflict, and poor economic management. However, deep structural weaknesses remain. Growth rates of around 4 percent per year will not suffice to produce a rapid convergence of living standards towards historical levels. Moreover, the positive elements of Serbia's recent performance are not sustainable without further adjustment and sustained reform. This report analyzes Serbia's recent performance and near-term reform priorities, in five areas which are particularly important for growth and employment creation. Eight themes emerge as the key reform priorities for enhancing growth and employment generation in Serbia: enhanced political stability and improved governance are key prerequisites for sustained growth; reduction of the public sector, thus reducing spending and fiscal burdens; promotion of export development, addressing the anti-export bias, through adequate institutional framework, tariff reform, and a strong trade policy; completion of enterprises and banks privatization; enhanced financial discipline and competitiveness; enabling an improved business environment; foster an enhanced, flexible formal labor market; enhance quality of, and access to education and training. The report demonstrates in great detail the outlined package of substantial and permanent fiscal adjustment, and sustained progress in structural reform, in order to generate the higher investment rates and a more competitive economy which can prod sustainable growth, and improved living standards over the medium-term. Such policies need to be implemented with urgency and unwavering commitment.

    Serbia is not growing as fast it could. Investment and productivity are low and slow growing; and the continuing large role of the state in the economy makes it difficult for the private sector to accelerate economic growth. Serbia is well-positioned to turn itself into a fast-growing, sophisticated modern economy, driven by its private sector. To succeed, Serbia needs a new strategy, a New Growth Agenda (NGA) to speed up growth, enable catch-up with its peers in Central and Eastern Europe and hasten convergence with the EU.

    Mexico Reform Agenda for Inclusive and Sustainable Growth

    Mexico needs to broaden and deepen its financial system without compromising the financial stability gains of the last decade. Much more private investment is needed to transform the economy to boost productivity, and despite improvements in recent years, many households and firms still lack adequate access to financial services. Strengthening competition and streamlining key regulations for firms are key to increasing Mexico's competitiveness. This note provides a medium-term agenda for supporting Mexico's competitiveness by fostering greater innovation. This policy note outlines short- and medium-term policy options for addressing critical challenges affecting labor markets in Mexico, and in particular labor productivity. This note reviews the challenges in Mexico's social protection system and possible options to achieve an integral and effective system that is more than the sum of its parts. This policy note contributes to the debate on Mexico's looming fiscal challenges. To achieve higher growth and reduce poverty and inequality, Mexico needs to improve public service delivery. This note assesses Mexico's pending subnational fiscal reform agenda. This note is structured as follows: chapter one is fostering sound financial sector development; chapter two is toward a more competitive business environment; chapter three is fostering innovation for productivity and competitiveness; chapter four gives labor markets for inclusive growth; chapter five deals with promoting an integral social protection system; chapter six deals with reducing the footprint of growth; chapter seven gives ways of using natural resources in an optimal way; chapter eight presents managing medium-term fiscal challenges; chapter nine deals with strengthening public revenue and expenditure management to enhance service delivery; and chapter ten is strengthening subnational public finance.

    Albania - The New Growth Agenda : A Country Economic Memorandum

    Since 1998 Albania has experienced an important transformation that has lifted it into the ranks of upper middle income countries and has allowed a sharp reduction in poverty. Growth averaged more than 6 percent per year between 1998 and 2010, the best performance in Europe. This helped to reduce absolute poverty by half, with the headcount rate falling from 25 percent of the population in 2002 to 12 percent in 2008. The recent period of global turmoil has dampened growth somewhat but not as sharply as in many other countries. These challenges suggest the need for a 'new growth agenda' and this is the central topic of the report. The report is organized into four chapters. Chapter one gives a macroeconomic overview, examines the potential vulnerabilities of the economy and proposes measures for maintaining macro-financial stability of the economy. It further elaborates the growth challenges Albania faces as newly arrived upper middle income country. Chapter two describes the human capital needs of the new growth agenda and focuses on education and skills. Chapter three examines the backbone infrastructure, while the final chapter addresses the investment climate and factors influencing the return on investment. The report provides a diagnosis of some of the key factors likely to drive future growth but without recommending specific products or areas for private investment. The report argues instead that the role of the government in this process is that of facilitator, removing the obstacles to investment and helping to provide information and institutions that private firms require to flourish.

    Philippines - Growth with Equity : The Remaining Agenda - A World Bank Social and Structural Review

    The report highlights how much recent achievements, in terms of growth, and poverty reduction, owe to the progress the country has made on a broad front of policy issues, such as openness to trade, investment, and competition, as well as education, and financial regulation. Nonetheless, progress has been uneven in several fronts, such as the need to intensify trade liberalization, and domestic competition; to strengthen governance across financial, corporate, and public sectors; to broaden asset ownership, and access by the poor to both tangible assets - land - and intangible ones, such as education. Beyond the financial crises, the report addresses medium-term challenges to face poverty reduction, and economic performance, and, strengthen corporate governance, and financial development, through financial reforms. It calls for the provision of public goods, delivery of effective justice, and improvement of revenue performance, through improved fiscal consolidation to attract foreign assistance. Among the recommendations, the need for savings mobilization is suggested to sustain economic growth, through diversification of savings instruments, and increased trade liberalization.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.
